Thoroughly grasping the Party's viewpoints, guidelines on military affairs, defence, and national protection, alongside focusing on leading and directing the building of revolutionary, regular, highly-skilled, and modernised armed forces, the Party Committee and Command of Military Region 3 (MR3) have drastically and synchronously deployed numerous solutions to build an interconnected, strategically advantageous, and solid defence posture of the MR, serving as a foundation to enhance the potential and strength of military affairs, defence, and national protection in the new situation.
MR3 is a strategic and key area for national defence and security, holding a pivotal position in the country's strategic defensive operations. Clearly recognising this, over the years, its Party Committee and Command have strictly grasped and implemented the resolutions, directives, and conclusions of the Party and State on military and defence work and the national protection; proactively researched and accurately forecasted the situation; timely advised and directed the implementation of numerous strategic policies and solutions on defence, security, and socio-economic development, building a strong and modern all-people national defence, of which, building a solid defence posture for the MR is a key focus and has achieved positive results.

Notably, the all-people national defence posture and the “people's hearts and minds posture”, especially in the MR’s strategic directions and localities, as well as the Northeast border, sea, and island areas, have been increasingly strengthened and consolidated. The defensive zones of provinces and cities after being merged have been reinforced, enhanced, and operated effectively. The all-level military posture has been planned and adjusted properly to the new administrative boundaries and invested as scheduled. Many provinces and cities have invested hundreds of billions of VND annually in constructing defensive works. To date, the system of combat, rear, and logistics-technical bases, key defensive zones, command posts at all levels, air defence positions, permanent militia checkpoints on the land border, and defensive works on islands such as Co To, Bach Long Vi, Tran Island, Vinh Thuc, etc. have been firmly built, forming an interconnected shore-sea-island defensive posture. The combination of socio-economic development with the consolidation of national defence, especially the transport infrastructure, telecom, information technology, medical facilities, warehouses, etc. has been planned and developed synchronously and modernly, directly contributing to building a solid and deep defensive posture for the MR.
However, besides the achieved results, the building of the MR's defensive posture still has certain limitations. The awareness of some cadres, party members, and a part of the People on this issue has yet to be fully complete, with the mindset that this is the army's only task, showing a lack of interest in implementation. The coordination in building the all-people national defence posture combined with the people's security posture, all-people border guard posture, and defensive-area posture in some localities remains unsynchronised. The building and implementation of plans on constructing military works within the defensive area in some localities are still slow and not commensurate with their potential and strengths.
In the forthcoming years, the global and regional situation is forecast to have rapid, complex, and unpredictable development, with the growing traditional and non-traditional security challenges. The tasks of building the Army, consolidating the national defence, and protecting the Fatherland have new developments. To build a solid MR defence posture meeting the requirements of national protection in the new situation, the MR’s Party Committee and Command advocate continuously promoting the joint strength of the entire political system, taking the people's armed forces as the core, with synchronous and practical solutions.
At first, it is crucial to continue grasping and strictly implementing the Party’s viewpoints and guidelines on military, defence, and Fatherland protection, especially the new contents on building a strong and modern all-people national defence, building proactive and firm defensive zones, building a revolutionary, regular, highly-skilled, and modernised People’s Army according to the Resolution of the 14th National Party Congress and the Resolution of the 12th Military Party Congress, on that basis, making reviews, updates, and adjustments to complete plans and schemes on building defensive zones, with a core focus on the military posture in each locality to suit practical situations. To achieve high efficiency, the MR’s Defensive Zone Steering Committee and all-level military agencies must closely monitor the situation, especially after the administrative boundary adjustments and the reorganisation of provinces (cities) and communes (wards) in order to give advice to local party committees and authorities to enhance their leadership, guidance on organisation, planning, and activities of local defensive zone steering committees; strengthen the defence state management by all-level party committees, authorities, and military agencies in approving projects on industrial zones, roads, airports, seaports, military zones, and defence works, while strictly managing areas of operational and tactical value, as well as natural caves in there.

Besides, the MR continues to step up information, dissemination, and political education; improve the quality in defence and security education and training for all target groups and the entire population, especially key leaders in the political system, ship and boat owners, business owners, and religious dignitaries and officials; well implement the military-rear policies and the mass mobilisation work, while coordinating with localities to build strong political systems and safe areas, particularly along borders, seas, and islands; effectively participate in disaster response, epidemic prevention and control, new rural construction, and gratitude activities; resolutely struggle against the “peaceful evolution” to build a firm “people's hearts and minds posture” within the defensive posture of the MR.
Strengthening the force organisation combined with adjusting the strategic deployment in an alite, compact, and flexible direction, aligning with the MR's defensive intent and determination in new conditions is a core content which has decisive role in enhancing the capability, strength, and flexible transformation of the MR's defensive posture in combat. Bringing into play the achieved results and experience, the MR continues to strictly implement the directives of the Central Military Commission and the Defence Ministry on organising the local military agencies; building an alite, compact, strong, and modern regular force; a well-prepared and high-quality reserve force; and a strong, widespread militia and self-defence force. In the short term, it focuses on leading and directing the adjustment of organisation, staff, and stationing positions of communal military commands due to the roadmap defined in Resolution No. 66-NQ/ĐU dated 12 January 2026, by the MR’s Party Committee; directs the provincial and municipal military commands to actively advise and propose to local party committees and authorities to map and adjust terrains according to Decision No. 2256/QĐ-BQP dated 30 May 2023, by the Ministry of National Defence on approving the map defining military zones and terrains for military and defence missions; speeds up the progress of the projects on building permanent combat posts for the standing militia in mainland border areas, building standing militia maritime squadrons, and improving the working efficiency of military commands and militia in border, coastal, and island communal areas.
Together, the MR continues to review, adjust, and complete combat determinations and plans; adjust the provincial and municipal defensive posture; civil defence plans; and build a “sustainable air defence dome”. It guides and directs agencies and units to adjust and complete the combat documents, in particular the ones of communal military commands and newly established units; coordinates with functional agencies to install and operate several high-tech military works serving the operational warfare, and promptly updates the results of measuring, adjusting, and revising the administrative boundary system at all levels after the mergence of villages and residential quarters. On that basis, it conducts surveys, reviews, and adjustments to the deployment positions of the MR's armed forces and provincial, municipal defence areas to align with the ones of agencies and units under the Defence Ministry, services, and arms in the area, creating an interconnected and solid posture; directs the regular units to closely follow tasks in all assigned directions and operational areas, and regularly perform well in terrain study and battlefield equipment tasks.

To meet the requirements of combat missions in new conditions, the MR’s Defence Steering Committee continues to coordinate closely with provinces and cities to review, supplement, and build new master plans for national defence combined with socio-economic development; national defence land-use planning; and the planning of the defence structure system for the 2026–2030 period, with a vision toward 2050, in alignment with local defence combat and socio-economic development plans. The focus is on completing the adjustment of the MR's defensive posture after the administrative boundary adjustments. Simultaneously, it directs military agencies to advise local Party committees and authorities on actively mobilising resources to carry out the MR’s key projects and schemes for the 2026–2030 period, including the key and pivotal defence structures within combat bases, rear-area bases, logistical-technical bases, command posts at all levels, and standing militia combat posts along the land border; headquarters of communal military commands; and special zones such as Co To, Van Don, Bach Long Vi, and Cat Hai, thereby creating an interconnected and solid coast-sea-island defensive posture.
It also continues to review and accurately assess the situation to propose, plan, and arrange the logistic-technical warehouse and workshop system after the merge of provinces, cities, and the two-tier local governments suitably to the determination and plans in all MR’s defensive directions; accelerates the construction progress of technical infrastructure, warehouses, and stations under the KA-10 Project, and relocates and arranges operational technical warehouses as the approved plan; directs the provincial and municipal military commands to advise local Party committees and authorities to build the potential and logistic-technical posture of the defensive zones and mobilise on-site logistic-technical resources for any local military and defence missions; advises on developing dual-use infrastructure and projects, including transport routes, bridges, and culverts, especially coastal expressways and border patrol roads,… to create a regional connectivity and an interconnected defensive posture; strictly appraise and monitor regulations on building basements for large-scale projects; integrate civil defence with the building of defence postures at all levels.
Building a solid military region defence posture is a strategic, important, both urgent and long-term task, which requires the involvement of the entire political system and all the people under the direct leadership of the Party. Bringing into play the tradition of “Solidarity, proactiveness, creativity, sacrifice, and victory”, the armed forces of MR3 continue to closely coordinate with the local party committees, authorities, and people to resolutely build an increasingly solid Military Region defence posture, making contribution to firmly defending the Socialist Republic of Vietnam in all situations.
