Bringing into play their heroic traditions, Military Region 2’s armed forces constantly improve their combat strength

Deeply grasping its functions and tasks and the requirements of building and safeguarding the Fatherland in the new era, Military Region 2 continues to build comprehensively strong armed forces with high overall quality and combat strength to remain forever worthy of being absolutely loyal and reliable political and fighting forces of the Party, State, and People.

The armed forces of Military Region 2 are stationed in a strategic area, guarding the Northwestern region of the Fatherland. This land is rich in revolutionary tradition and served as Capital of the Resistance; it has a long border with China and Laos and holds a particularly important position in political, economic, defence, security, and diplomatic terms.

Born from the revolutionary movement of the masses, under the leadership, education, and training of the Party and President Ho Chi Minh, directly the Central Military Commission (CMC) and the Ministry of National Defence (MND), together with the affection, protection, and support of Party committees, authorities, and ethnic people in the Northwestern region, the armed forces of Military Region 2 have continuously developed. In the past 80 years of building, fighting, and developing, the armed forces of the Military Region have consistently played their core role, joining the ethnic people of the Northwestern region in achieving numerous resounding victories and greatly contributing to the struggle for national liberation and reunification, as well as to national construction and protection.

The Military Region’s Staff is awarded First-Class Fatherland Protection Order

During the resistance war against French colonialists, the armed forces of the Military Region promoted self-reliance and self-strengthening, both developing themselves and fighting the enemy. Units of the Military Region flexibly employed various forms of combat and tactics, stepped up guerrilla warfare, combined armed struggle with political struggle and agitation among enemy troops, tenaciously stayed close to the land and people, played a core role, and joined the entire population in defeating numerous enemy mopping-up operations and protecting localities and revolutionary bases. In particular, during the Dien Bien Phu Campaign, the armed forces of the Military Region directly fought to protect transport routes and rear areas, provide support for the Campaign, stretch, pin down, and destroy part of the enemy's main forces, thereby contributing to the victory that “resounded across the five continents and shook the globe”, bringing the resistance war against French colonialists to a glorious conclusion.

During the resistance war against the US for national salvation, Military Region 2 acted as a strategic rear, providing effective support in manpower and material resources for the major battlefield in the South. When the US imperialists escalated their air war against North Vietnam, the Military Region's armed forces and the ethnic people of the Northwestern region both produced and fought, coordinating with the MND’s main units to defeat the enemy’s air operations and firmly protect the area. Nearly 210,000 young people from the ethnic groups in the Northwestern region and a number of main units of the Military Region took part in fighting the enemy across battlefields, joining the nation in bringing the resistance war against the US for national salvation to complete victory. Besides, the Military Region's armed forces upheld a noble spirit of international solidarity, closely coordinating with the Military and people of Laos in building forces and forming a combat alliance, thus contributing to fostering the special friendship and solidarity between the Militaries and peoples of Vietnam and Laos.

During the struggle to defend the Northern border, the Military Region's armed forces closely coordinated with Party committees, authorities, and ethnic people of the Northwestern region and other forces stationed in the area in fighting tenaciously to safeguard national sovereignty and territorial integrity, contributing to maintaining a peaceful, stable environment for national construction. Entering the period of national renovation, construction, and development, the Military Region's armed forces have regularly kept a firm grasp of the situation and closely coordinated with local Party committees and authorities, leading and directing the effective performance of military and defence tasks, playing their core role in building all-people national defence and the posture of all-people national defence closely associated with the posture of people's security, fulfilling the functions of an army ready for combat, for work, and for production, building an increasingly solid “posture of people's hearts and minds” and defensive zones. Notably, cadres and soldiers of the Military Region's armed forces have always taken the lead in natural disaster prevention and control, search and rescue, building political bases, carrying out gratitude activities, helping the People with hunger eradication and poverty reduction, developing new-style rural areas, etc. As a result, they have spread the noble qualities and image of “Uncle Ho's Soldiers”, worthy of being absolutely loyal and reliable political and fighting forces of Party committees, authorities, and ethnic people of the Northwestern region. The achievements attained by the Military Region's armed forces are truly a source of pride and highly appreciated by the Party, State, CMC, MND, and Party committees, authorities, and ethnic people of the Northwestern region; hence, the Military Region’s armed forces have been honoured with many noble rewards.

Today, the entire Party, people, and Military are joining hands and upholding unity to rapidly translate the Resolution of the 14th National Party Congress into reality. In the Military Region's area, the political and security situation remains stable; socio-economic and cultural development continues to be fostered; defence and security are being consolidated and strengthened. However, hostile and reactionary forces continue to intensify their efforts aimed at sabotaging the country, seeking to divide the great national unity bloc and the bond between the Military and the People and create difficulties for the performance of military and defence tasks. Meanwhile, the missions of building the Military, strengthening national defence, and safeguarding the Fatherland set very high new requirements, necessitating decisive engagement by all levels, sectors, and forces.

To contribute to firmly safeguarding the Fatherland in the new era, the armed forces of Military Region 2 are determined to overcome difficulties, maintain unity and solidarity, uphold their heroic tradition, and continuously improve their overall quality and combat strength through the following solutions.

First, continuing to build strong armed forces in terms of politics, ideology, morality, organisation, and personnel. Effectively implementing this solution is a prerequisite for the Military Region's armed forces to successfully accomplish all assigned tasks. Thus, the Party Committee and Command of Military Region 2 will focus on grasping and seriously executing resolutions, directives, and conclusions of the Party Central Committee, CMC, and MND on military tasks, defence consolidation, and Fatherland protection. They will continue to renew political and ideological education and closely combine education with the “Determined to Win” Emulation Movement, peak and intensive emulation drives, and the Campaign entitled “Promoting tradition, devoting talent, deserving the title of ‘Uncle Ho's Soldiers’” in the new period. They will step up the study and practice of Ho Chi Minh's thought, morality, methodology, and lifestyle and realise the directives of General Secretary, State President, and Secretary of the CMC To Lam on “2 steadfast commitments, 2 accelerations, 2 preventions”, the “5 pillars” motto, and the “6 clear” points.

Importance will be attached to building Party committees and Party organisations within the Military Region Party Organisation that are clean and strong, with comprehensive leadership capacity and high combativeness. Methods and styles of leadership will be regularly renewed; Party principles and routines will be strictly observed, with absolutely no gaps in leadership. Close coordination with Party committees and Party organisations in localities will be maintained to effectively implement coordination regulations, particularly on leadership over military and defence tasks and the building and operation of defensive zones. Party organisations in merged and newly established agencies and units, as well as military cells at commune level, will continue to be strictly consolidated in accordance with procedures and principles; building exemplarily clean, strong Party committees and Party organisations will be closely linked with building “exemplarily, typically” comprehensively strong agencies and units.

Due attention will be paid to building a contingent of cadres at all levels, particularly key cadres who possess political steadfastness, deep political awareness, good moral qualities, comprehensive capabilities, and correct perceptions and actions, demonstrate courage in combat, always effectively promote their roles and responsibilities, set good examples, uphold the “7 dares” spirit, and remain ready to undertake all assigned tasks.

Second, closely coordinating with Party committees and authorities of localities in leading and directing military and defence tasks. In order to firmly protect the area and create favourable conditions for promoting socio-economic and cultural development in line with defence and security consolidation, the Military Region will closely coordinate with provinces to direct their departments, agencies, sectors, unions, and localities to continue thoroughly grasping and realising resolutions, directives, and conclusions of the Party Central Committee, CMC, and MND on Fatherland protection and the building of defensive zones, with a focus on the Resolutions of the 14th National Party Congress, the 12th Military Party Congress, and the 10th Military Region Party Congress for the 2025 - 2030 tenure. It will continue to direct provincial military agencies to advise local Party committees and authorities on raising the quality of military and defence tasks, mobilising and effectively using resources to build strong, modern all-people national defence and proactive, solid provincial defensive zones and Military Region defence. It will effectively implement national target programmes and realise the viewpoint of combining national defence with the economy and vice versa under the Resolution of the 14th National Party Congress in the Northwestern region.

Agencies and units across the Military Region will be directed to conduct reviews and formulate new resolutions and plans for defensive operations, combat readiness, fire and explosion prevention and control, flood and storm response, and search and rescue etc., in accordance with the new administrative boundaries. Military agencies at all levels will coordinate with departments, sectors, and unions to advise same-level Party committees and authorities on improving the quality of defence and security education for various target groups, with a focus on religious dignitaries, thereby consolidating the “posture of people's hearts and minds”. Efforts will be concentrated on building militia and self-defence and reserve forces, raising the quality of operations of these forces, and effectively carrying out the work of selecting citizens for military service.

Training members of the militia and self-defence force in Lao Cai province

Third, focusing on improving training quality and combat readiness. On the basis of resolutions, directives, and guidance on training, exercises, and combat readiness, the Military Region will direct agencies and units to make elaborate preparations for training, with refresher training for cadres serving as the key stage, and promote the spirit of self-study and self-training among cadres. In the process, units will closely adhere to the training motto, viewpoints, principles, and connections, with importance attached to comprehensive, specialised training closely aligned with actual combat, appropriate to new weapons and equipment, and the traditional methods of combat of the Military Region's armed forces. Night training, mobile training, and field training will be intensified; information technology and simulation will be applied in training, exercises, and contests. Military training will be linked with political education; training will be associated with discipline management, regularity building, and the building of safe units. For the regular force, great value will be attached to improving this force’s technical, tactical, and professional proficiency; for the militia and self-defence and reserve forces, emphasis will be placed on training them to master combat plans, maintain political and security stability, and enhance the ability to handle defence and security situations. The goal is that 100% of cadres will be capable of training work according to their prescribed levels; 90% of battalion-level cadres and 80% of company-level and platoon-level cadres will be rated good or excellent in training work; 100% of sub-units will meet the training requirements, with more than 80% of their troops achieving good or excellent results.

The Military Region will direct agencies and units, particularly local military agencies, to take the lead in coordinating with other forces to give advice to same-level Party committees and commands on raising the quality of exercises in various scales and forms; great weight will be added to organising exercises based on operational projects and linked to local areas, and conducting general tactical exercises, command and staff exercises, defensive zone exercises, and civil defence exercises. The Military Region will closely coordinate with provinces to focus on improving the leadership and direction capabilities of grass-roots Party committees and authorities, as well as the advisory, command, coordination capabilities of military agencies, departments, sectors, and unions to facilitate the performance of military and defence tasks of local Party committees and authorities.

Fourth, stepping up regularity building and discipline management. To effectively implement this solution, the Military Region will direct agencies and units to continue grasping and strictly executing directives, circulars, guidance, and regulations on regularity building, discipline management, and the development of military cultural environment, especially Directive 76/CT-BQP, dated 28 April 2026, issued by the Minister of National Defence on strengthening political education, ideological management, discipline maintenance, and safety assurance in the Vietnam People's Army. Agencies and units will regularly carry out the work of troop management and training, create solid changes in law and discipline observance, and continue replicating pilot models for regularity building, discipline management, and the development of a healthy military cultural environment within the entire Military Region. Importance will be attached to heightening the role and responsibility of Party committees and commands at all levels in discipline management, promoting the exemplary and self-conscious conduct of all military personnel in observing law and discipline, minimising ordinary disciplinary violations, and preventing serious violations; the rate of violations requiring disciplinary action will be kept below 0.2%.

Furthermore, the Military Region will actively direct agencies and units to continue ensuring adequate logistics and technical support for missions, conduct mass mobilisation effectively, build strong political bases, and accelerate administrative reform, scientific and technological development, innovation, and digital transformation. It will closely work with local Party committees and authorities and relevant agencies to carry out international cooperation and defence diplomacy tasks according to the viewpoints and lines of the Party, State, and Military and in an in-depth, effective, and substantive manner.

Building on the traditions of “loyalty, self-reliance, solidarity, courage, victory” and the outstanding achievements made throughout the 80-year journey of building, fighting, victory, and development (19 October 1946 - 19 October 2026), the armed forces of Military Region 2 will resolutely surmount all difficulties and make continuous efforts to further improve their overall quality and combat strength and contribute to building and firmly safeguarding the Socialist Vietnamese Fatherland in the new era of development.
