Building Thanh Hoa into a province with political stability, economic prosperity, and solid defence and security in line with the Resolution of the 14th National Party Congress
Grasping and implementing the Resolution of the 14th National Party Congress, Thanh Hoa province is determined to build itself into a locality that is “politically stable, economically prosperous, and strong in defence and security”, joining the whole country in entering a new era of development.
Thanh Hoa province occupies a strategic position in the country in political, economic, cultural, social, defence, security, and diplomatic terms. It is a land of outstanding people, possessing a long history, a tradition of patriotism, and the brilliant Dong Son culture, serving as one of the cradles of Vietnamese culture. President Ho Chi Minh visited the province four times and advised its people that “Thanh Hoa must become a model province”.
Over the past period, thoroughly grasping the resolutions, directives, and conclusions of the Party Central Committee and the Resolution of the 20th Thanh Hoa Provincial Party Congress, the Provincial Party Organisation (PPO), authorities, armed forces, and people of Thanh Hoa have remained united and synchronously, effectively implemented a wide range of measures, thereby achieving positive results in various fields. Party building and the building of the political system have continued to be strengthened; the two-tier local government model, after restructuring, has operated with greater efficiency, effectiveness, and efficacy. The economy has maintained relatively high growth, while its scale and competitiveness have continued to increase. Cultural and social sectors have developed positively; social welfare has been ensured; the People's living standards have gradually improved. Defence and security have been consolidated and strengthened; external relations and international integration have become more intensive and substantive. These efforts have helped attract additional resources, laying the foundation for the province to accelerate its development.

However, the achievements to date represent only initial progress, and Thanh Hoa is facing new development requirements with higher goals amid countless difficulties and challenges. To accomplish the goals set by the Party Central Committee and the PPO and to build Thanh Hoa into a “model province”, as instructed by President Ho Chi Minh, the province will continue to mobilise the concerted and determined engagement of the entire political system and population. It will actively renew its thinking, unleash and vigorously harness available resources, and create breakthroughs across all fields through the following key measures.
First, strengthening the building of a comprehensively strong, clean PPO and political system to meet their task requirements in the new period. Grasping the viewpoint that “Party building is the key task”, the Provincial Party Committee will continue to disseminate and seriously execute resolutions and directives on Party building and the building of the political system, while conducting reviews to make Party committees and Party organisations at all levels strong in terms of politics, ideology, morality, organisation, and personnel. It will focus on enhancing the political zeal, qualifications, capabilities, and pioneering and exemplary role of cadres and Party members. It will also promote innovation in its thinking and action, translate resolutions, directives, and conclusions of the Party Central Committee into concrete measures suited to its characteristics, and ensure consistency from the provincial level down to the grass-roots level.
As an immediate priority, the PPO will study and strictly implement Regulation 208-QĐ/TW, dated 26 July 2026, issued by the Party Central Committee on the Party Charter and Regulation 207-QĐ/TW on the things Party members must not do, thereby creating new changes in the activities of its affiliated Party organisations, cadres, and Party members. Due attention will be paid to continuing to review, supplement, and improve its system of working regulations, enhance the leadership capacity and combativeness of Party committees and Party organisations, and link the responsibilities of Party committees, authorities, agencies, units, and their heads to the task performance. The province will strictly implement Conclusion 76-KL/TW, dated 28 July 2026, issued by the Party Central Committee on continuing to improve and effectively operate the overall organisation of the political system and the two-tier local government model, as well as Plan 06-KH/TW, dated 28 July 2026, issued by the Politburo. It will thoroughly address shortcomings and limitations identified through the one-year review of operating the two-tier local government model, promote decentralisation and delegation of authority, and strengthen autonomy and accountability under the principle that “local authorities make decisions, local authorities take action, and local authorities bear responsibility”. It will intensify inspection, supervision, and power control, resolutely handing the shifting and evasion of responsibilities, and improve the quality of public service delivery. It will use work performance, public satisfaction, and practical results as benchmarks, while encouraging and protecting cadres who are dynamic, innovative, and dare to think, act, and take responsibility for the common good. It will step up internal political protection and the fight against corruption, wastefulness, and other negative practices, thereby maintaining the discipline and order of the Party and the political system. Importance will be attached to building people-friendly authorities with closeness to and respect for the People. The province will improve the quality and effectiveness of the Vietnam Fatherland Front and socio-political organisations, cement the People's trust in the Party and the political system, thus generating internal strength to achieve its development objectives.
Second, inspiring self-reliance, self-strengthening, and aspirations for development, bringing into full play the strength of the great national unity bloc. This is not only a major orientation established by the 14th National Party Congress, but also a valuable lesson drawn from the province’s development experience. Building on the patriotic tradition, solidarity, fortitude, determination to overcome difficulties, and aspirations for progress of the people of Thanh Hoa, the province will direct Party committees and authorities at all levels to maintain close contact with grass-roots areas and the People, respect the People, listen to their concerns, and promptly address their legitimate aspirations and wishes. At the same time, it will intensify communication and education to raise awareness among cadres, Party members, the armed forces, and all people concerning the task of building and defending their homeland and the country. Through these efforts, it will promote the values of Dong Son culture, the indomitable spirit of Lady Trieu, and the heroic spirit of Lam Son, strengthen public confidence, and bring into full play the strength of every citizen and community in achieving development objectives, foster a high degree of unity within the Party and social consensus, turn the will, aspirations, and strength of solidarity into internal resources, and inspire innovation, creativity, and the determination to think, act, and overcome all difficulties and challenges. It will focus on harnessing the potential and advantages of each locality and sector to generate combined strength and successfully fulfil the established goals and targets. It is determined to achieve the goal of becoming a prosperous, beautiful, civilised, modern province by 2030, according to the Politburo’s Resolution 58-NQ/TW, dated 5 August 2020, on building and developing Thanh Hoa province to 2030, with a vision to 2045.

Third, accelerating economic, cultural, and social development and building Thanh Hoa into a new growth pole. To join other localities across the country in fulfilling the target of “average annual gross domestic product (GDP) growth of at least 10% during the 2026 - 2030 period”, the province will continue to grasp and concretise Resolution 19-NQ/TW, dated 28 July 2026, issued by the Party Central Committee on renewing Vietnam's development model, and the Politburo's Action Programme 33-CTr/TW. In this regard, it will focus on restructuring the economy in conjunction with renewing its growth model, with science, technology, innovation, digital transformation, and the development of high-quality human resources serving as the principal drivers. It will develop Nghi Son Economic Zone into a major regional and national centre for processing, manufacturing, and petrochemical industries, energy, and logistics services, accelerate strategic infrastructure projects, and improve the operational efficiency of Nghi Son deep-water seaport, Tho Xuan Airport, eastern North - South Highway, coastal roads, and transport corridors to expand development space, strengthen regional connectivity, and promote international integration. It will continue to improve the investment and business environment in a more open, transparent, and stable manner, regard the private sector as an important driver of economic development, and give priority to attracting strategic investors and projects involving high technology, processing and manufacturing industries, energy, and high-quality services, thereby creating additional room for growth.
Alongside these efforts, the province will concentrate on exploiting marine economic potential, improving the efficiency of the marine economy, develop ecological and high-tech agriculture in tandem with the building of advanced and model new-style rural areas. Besides, it will promote cultural, educational, and health care development, ensure social welfare, and improve the quality of its human resources to meet the requirements for rapid and sustainable development.
Fourth, building strong, modern all-people national defence closely integrated with modern, multi-layered, interconnected, comprehensive people's security. Accordingly, the province will strengthen defence and security potential and closely combine economic development with defence and security consolidation in every plan, programme, and project, in line with the Resolution of the 8th Plenum of the 13th Party Central Committee on the Strategy for Fatherland Protection in the New Situation. It will prioritise resources for dual-use projects involving urban, transport, healthcare, and telecommunications infrastructure, as well as civil defence and natural disaster and climate change prevention and control facilities. These projects will help consolidate the defence and security posture, particularly in the province’s key, border, sea, and island areas.
The province will continue to focus on building strong local armed forces with high overall quality and combat strength, capable of handling defence and security situations right at grass-roots level to avoid being caught off guard strategically. In particular, it will continue to direct the development of commune-level military commands to meet the requirements of defence and military tasks in the new situation. In 2026, it will direct commune-level military commands to make thorough preparations to organise defensive combat exercises with good quality, effectiveness, and absolute safety. It will also continue to direct the effective implementation of the project entitled “construction of combat facilities in Thanh Hoa provincial defensive zone for the 2025 - 2030 period, with a vision to 2045”.
It will build and make public security forces “comprehensively strong at provincial level, powerful at commune level, close to grass-roots level”, and capable of playing a core role in combating and preventing crime and social evils. These efforts will contribute to effectively implementing the National Security Strategy, with at least 50% of communes and wards being drug-free by 2030. The province will direct the strict implementation of Government Decree 03/2019/NĐ-CP, dated 5 September 2019, and Government Decree 02/2020/NĐ-CP, dated 30 June 2020, in order to maintain political security, public order, and social safety at grass-roots level, promptly, effectively resolve complex situations, prevent the emergence of “hot spots”, ensure local stability, and create favourable conditions for economic, cultural, social development and expanded international integration.
Promoting the tradition of “a land of outstanding people”, the PPO, authorities, armed forces, and people of Thanh Hoa are determined to grasp and realise the Resolution of the 14th National Party Congress, achieve comprehensive, solid, effective development, and build Thanh Hoa into a province that is politically stable, economically prosperous, and strong in defence and security.
