Logistic-Technical Sector of the Border Guard promotes the learning and following of Ho Chi Minh’s teachings
On grasping Uncle Ho’s teaching, i.e. “Supplying is as important as fighting in the battlefields”, the Logistic-Technical Sector of the Border Guard always stays united and makes efforts to successfully accomplish the logistic-technical task, timely and sufficiently supporting the whole forces in all situations.
Fully aware of the task requirements of building the Army in general, the Border Guard in particular, on implementing the Project No. 839-ĐA/QUTW, dated 25 April 2025 by the Central Military Commission on continuing to arrange the “elite, compact, strong” local military organisations to meet the task requirements in the new situation, and Decision No. 4359/QĐ-BQP, dated 23 September 2024 by the Minister of National Defence, the Logistic and Technical Departments of the Border Guard were merged and reorganised into the Logistic-Technical Department.
In such incorporation with the two-tiered local governments, enormous workloads and new work contents, coupled with the higher requirements of the task of safeguarding the border sovereignty and security, the Party Committee and Command of the Logistic-Technical Department have proactively grasped and implemented the seniors’ directives, resolutions, plans and instructions, focusing on Resolution No. 1656-NQ/QUTW, Resolution No. 1658-NQ/QUTW, dated 20 December 2022 by the Central Military Commission on the logistic-technical work to 2030 and the following years; the annual Order of the logistic-technical work by the Defence Ministry and Border Guard.

To seriously and effectively implement the seniors’ guidance and directions, the assigned functions and tasks, the Logistic-Technical Sector of the Border Guard has well brought into play its roles in advising and directing the full implementation of solutions, intensely promoting the learning and following of Uncle Ho’s teachings, considered it as the spiritual motivation to gather and bring into play the general power, improve the quality and effectiveness of the logistic-technical work.
Following Uncle Ho’s teaching, i.e. “Rearranging the organisations and staff to reduce the people’s contribution and strengthen the forces for production”, especially given the reorganisation of the Border Guard in the “elite, compact, strong” way, the Logistic-Technical Sector has intensely advised and proposed to the Party Committee and Command of the Border Guard solutions for leading and directing the strength of organisations and staff in an elite, compact and rational way; training and improving the quality and capabilities for the logistic-technical cadres.
To make this happen, the Sector has made the overall check and evaluation on the organisations, staff, titles, functions and tasks of each office, unit and part; on this basis, to adjust, arrange and strengthen the logistic-technical offices and units at all levels, especially the ones of Border Guard in provinces which have been merged and reorganised, making sure the suitability in their functions and tasks, being elite, compact, effective, neither overlapping nor duplicate, determined not to leave any “gaps” in the support. Together, the Sector has researched to build criteria and standards of logistic-technical cadres according to each type of working titles and positions, making them both “red and expert”; promoted the training, cultivating and further training; intensely supplemented logistic knowledge for technical cadres and technical knowledge for logistic ones; retrained the scientific and technological applications on the logistic management and support, maintenance, repairs and management of technical equipment. Concurrently, the Sector has well conducted the planning of cadres; proactively created human sources, trained and cultivated potential cadres; rotated cadres to different units in order to improve their practical capabilities and comprehensive experience; timely appointed and promoted cadres who have enough qualities, professional competence and prestige.
Closely following all the policies and resolutions of the Central Military Commission on leading the logistic and technical work in the new era, the Logistic-Technical Sector has advised to build action plans and programmes, and find out specific policies and solutions which were feasible and suitable with the task requirements in each specific period; built the unified and comprehensive leadership, command and direction mechanism of the logistic-technical support in the new era due to the seniors’ instructions, avoiding any overlapping or inadequacy in doing the tasks, at the same time, completed the systems of documents on working rules and regulations, clearly defining the functions and duties of each office and unit.
Being imbued with Uncle Ho’s teachings, i.e. “Sufficient food makes a strong army. Supporting staff should be determined to provide soldiers with enough foods and weapons”, the Sector has intensely advised the Party Committee and Command of the Border Guard to lead and direct the complete improvement of all supporting fields for the tasks of combat readiness, border management and protection, training, natural calamity prevention, search and rescue, and joining the international defence exchanges. Together with closely combining between supporting and the strict implementation of standards of diet, life, dressing and health for soldiers, the Sector has paid attention to directing units to make full of their internal sources, promote the production and improve the quality of all supporting fields, making contribution to maintaining the rate of healthy soldiers of over 98.5%, creating a firm foundation for the whole forces to successfully accomplish their tasks.
Under the directions by the Sector, in all units, especially border posts and stations, despite being in remote areas and borders with severe weather conditions, all cadres and soldiers have brought into play their spirit of “self-reliance, resilience”, actively exploited the potentials of land and water together with the applications of modern technology and science to successfully build many effective production models which are economic efficient and suitable with the local features. So far, many posts and stations have met from 85% to 100% their needs of vegetables, meat, fish and eggs. This result has not only made the on-site supporting sources, and directly improved soldiers’ meals and health but also contributed to the economic progress in the localities.

Thoroughly considering the role of technical work as the direct factor of the combat readiness capability, the Sector has directed the strict execution of storage, maintenance, repairs and synchronisation of technical equipment according to the regulations; launched major projects on newly building or repairing vehicles for patrol, inspection, search and rescue at sea; upgraded systems of depots and repair workshops, assuring the suitable conditions for the storage and maintenance of technical equipment in a safe and economical way, extending their usage life. Together, the Sector has built and exploited the database on managing the logistic-technical materials and vehicles for the whole force, gradually built the digital transformation platforms for their management and operation, improving the effectiveness in their advising, managing, receiving and issuing logistic materials and technical equipment, avoiding mistakes, wastes and administrative procedures.
In the spirit of “first seeing, first solving”, the Sector has directed all units to strictly keep the logistic materials and equipment in store for combat readiness and sudden tasks according to Decision No. 4776/QĐ -BĐBP and Decision No. 4777/QĐ-BĐBP, dated 02 September 2025 by the Command; repair systems of petrol depots, logistic and technical warehouses, assuring they are safe and ready for any situations; promoted the movement of innovation and technical improvement in the “proactive, creative, economical, effective” motto. In the implementation process, many initiatives have been applied into reality, saving billions of dong for the budget, and contributing greatly to improving the capability of technical support and technical materials towards the regularity, unity, modernity, safety and sustainability.
Given the future heavy tasks of the Logistic-Technical Sector of the Border Guard, on implementing President Ho Chi Minh’s teachings, i.e. “Emulation is patriotic, those that are patriotic must emulate”, the Sector’s Party Committee and Command direct the continuous grasp and effective implementation of the Emulation Movement of “The Military Logistics following Uncle Ho’s teachings”, the Campaign of “Managing, exploiting weapons and technical equipment effectively, sustainably, safely, economically, and traffic safety”, taking it as a key content of learning and following Ho Chi Minh’s thought, morality and lifestyle, a spiritual “lever” and an important intrinsic force to successfully accomplish all assigned tasks. In the implementation, all movements, campaigns and each emulation period need being clearly defined with detailed plans, aims, criteria, routes, methods and contents. It is also necessary to closely follow the “1-focuses, 3-breakthroughs” and “5-goods” goals, concretise them into the standards and contents which are practical and suitable with the working features of the Border Guard and those of each office and unit.
All offices and units have strictly maintained the management routine and regulation of technical equipment, materials, budget and the technical cadres and technicians; focused on improving the capabilities and mastery of technical equipment, especially the new, modern and high-tech equipment; strengthened the inspection to clearly know the quality and quantity of weapons and technical equipment, timely repaired any damages and downgrades, completely avoided cases of explosion and loss. Offices and units have paid attention to maintaining the quality and reliability of the technical equipment with the combat readiness coefficient Kbđ=1, the technical coefficient being as the one in the annual logistic-technical order by the Border Guard Commander. Moreover, the Sector has continued to promote the movement of Determined-to-win Emulation, closely combined with other big campaigns of the Army and specialised emulation movements such as: Building good units of catering and supply management; Building and managing regular, green, clean and beautiful units; Managing and using petrol safely, economically and effectively; 5-good Medical Units, etc., which has created a great spillover effect in the entire force.
Being thoroughly imbued with Ho Chi Minh’s thought, especially his teachings on the logistic-technical work, in the forthcoming time, the Logistic-Technical Sector of the Border Guard intensely focuses on the comprehensive innovation in the “regular, modernised, professional, effective” way; brings into play the self-reliance, resilience, activeness and creativity; enhances the application of science, technology and digital transformation in the management and support; builds “red and expert” cadres and staff, contributing to building the revolutionary, regular, highly-skilled and modernised Border Guard, meeting the tasks of firmly managing and safeguarding the territorial sovereignty and the national border security in all situations.
