Military Region 7 renews and enhances the quality and effectiveness of legal dissemination and education
Legal dissemination and education constitute an integral component of political and ideological education and are an important, regular responsibility of Party committees, Party organisations, commanders, commissars, and junior commissars at all levels. This work plays a decisive role in enhancing legal awareness and fostering sound legal attitudes and conduct among officers and soldiers. It also directly influences the quality of standardisation, discipline management, and disciplinary training within agencies and units. Fully aware of its significance, the Military Region 7 Party Committee and Command have focused on leading and directing the renewal and improvement of this important area of work through a variety of creative and effective approaches.
Strengthening leadership and direction
In thoroughly implementing the breakthrough task of “improving training quality, building regularity, strengthening discipline management, ensuring safety, and promoting the cultural values of ‘Uncle Ho’s Soldiers’ in the new era” as set out in the Resolution of the 11th Congress of MR7 Party Congress for the 2025-2030 term, MR7 Party Committee and Command have introduced a wide range of synchronised measures and solutions. Among these, the proactive renewal and enhancement of the quality and effectiveness of legal dissemination and education have been identified as a leading priority and a fundamental prerequisite for successfully implementing this breakthrough objective.
The Military Region Party Committee and Command have focused on mobilising the responsibilities of all organisations and forces, while strengthening the leadership and direction exercised by Party committees and key cadres at all levels, thereby creating a unified awareness of the importance of enhancing the effectiveness of legal dissemination and education. Consequently, Party committees, Party organisations, agencies, and units throughout the Military Region’s Party Organisation and armed forces have implemented a variety of contents, forms, and measures through creative, diverse, practical, and closely tailored approaches suited to the functions, tasks, and characteristics of each agency, unit, and target group. These efforts have effectively brought into play the combined strength of all levels, sectors, mass organisations, and officers and soldiers. At the same time, close coordination has been maintained between functional agencies within units and local authorities in areas where troops are stationed, thereby generating consensus, unity, and greater effectiveness in legal dissemination and education activities.

The routines and working procedures governing legal dissemination and education have been maintained in a rigorous, disciplined, scientific, and effective manner from Military Region level down to grassroots units. The contingent of personnel engaged in legal dissemination and education - including legal educators, lecturers, propagandists, journalists, editors, and law instructors - has been continuously strengthened in both quantity and quality. In addition to implementing programmes prescribed by the General Political Department, the Military Region has directed the preparation, publication, and distribution of thousands of legal education materials, leaflets, and brochures to support dissemination and educational activities. Financial support and material resources for legal dissemination and education have also received timely investment. At the same time, efforts to mobilise and socialise additional resources for this work have been increasingly effective, contributing to further improving its quality and overall impact.
Many effective, innovative, and creative approaches
Agencies and units have closely integrated legal dissemination and education with the study and practice of Ho Chi Minh thought, ethics, and style, as well as with various campaigns and movements, including the Campaign “Good, durable, safe, and economical management and use of weapons and equipment, and traffic safety”; the movements “All people unite to build a cultural life in residential communities” and “All people protect national security”; national defence and security education courses; and legal education activities conducted through dramatisations, skits, and mock trials. These activities have been combined with film screenings, medical examinations, health consultations, the provision of medicines, and the distribution of gifts to officers, soldiers, and disadvantaged members of the public. Legal dissemination and education have also been integrated into routine troop activities and meetings. The role of mass organisations - including the Youth Union, Women’s Union, Trade Union, and Soldiers’ Council - has been effectively promoted in disseminating legal knowledge to officers, soldiers, and militia personnel, particularly through activities associated with the Law Day of the Socialist Republic of Viet Nam. Thousands of competitions, forums, seminars, and legal awareness sessions have been organised; contests for outstanding legal educators have been held at various levels; mobile court hearings have been conducted; and systems of electronic notice boards, billboards, and slogans have been strengthened. Legal information has been disseminated through internal broadcasting systems, direct educational activities, official websites and portals of agencies and units, as well as through social media pages and groups managed by organisations within the Military Region. These efforts have contributed significantly to enhancing legal awareness and compliance among officers, soldiers, and the public.
In implementing the Project on “Promoting the role of the Vietnam People’s Army in legal dissemination and education and mobilising people to comply with the law at the grassroots level during the 2021-2027 period, the Political Department of Military Region 7 has signed coordination agreements with the Organisation Commissions and the Commissions for Information, Education and Mass Mobilisation of provincial and municipal Party Committees. It has also cooperated with the Justice Newspaper and other media agencies in disseminating information about the activities of the Military Region’s armed forces, legal education initiatives, and the Party’s and State’s policies on ethnic and religious affairs to both military personnel and local communities throughout the Military Region. Through these efforts, information exchange has been enhanced and legal dissemination and education activities have been carried out more proactively and effectively. In 2025 alone, the Military Region organised 172 legal awareness sessions for nearly 2,000 local Party and government leaders; 13,200 religious dignitaries, religious functionaries, believers, village elders, community leaders, reputable ethnic minority representatives, students, and citizens across the region.

At present, the Military Region continues to implement a number of innovative initiatives and models that have generated significant influence both within the armed forces and nationwide, contributing to the fulfilment of broader political tasks and to encouraging public compliance with the law. Notable examples include the models of “Building permanent militia posts along land borders,” “Friendly engagement and support for ethnic and religious communities,” “National defence and security education for religious dignitaries, functionaries, and followers,” “Militia personnel supporting local households,” “Permanent maritime militia squadrons participating in the protection of maritime sovereignty in the new situation,” and “Breakfast with fishermen.” Through these initiatives, legal information is delivered promptly, comprehensively, and accurately, enabling officers, soldiers, and citizens to acquire legal knowledge and fulfil their legal obligations more effectively and conveniently. In addition, agencies and units have effectively utilised information technology by developing electronic legal libraries, online multiple-choice legal knowledge systems, and scenario-based educational videos to facilitate legal learning among officers and soldiers. The combination of traditional and modern methods has significantly improved both the scale and quality of legal dissemination and education. Over the past five years, more than 21,000 company-level legal education sessions, 3,000 battalion-level sessions, and 360 regimental-level sessions have been organised, attracting the participation of over 2.6 million officers and soldiers.
Bringing the law into everyday life and promoting a culture of respect for the rule of law
A notable feature of Military Region 7’s legal dissemination and education efforts is the integration of legal content into cultural, artistic, sporting, and daily activities of military personnel. Short dramatic performances and stage adaptations of legal violations are carefully designed to be both educational and engaging, thereby attracting the attention and participation of officers, soldiers, and local people. Through competitions and interactive activities, legal knowledge is conveyed in a concise, accessible, and memorable manner, making it more vivid and helping to avoid rigidity and monotony. Agencies and units have continued to effectively implement various initiatives and models, including “The three best unit,” “Five proactive measures in ideological work,” “Cadres and Party members guiding the masses and subordinates,” “The four-good and one-strict Youth Union branch,” “One law per week,” and “One political answer and one useful legal question per day.” These initiatives have made a positive contribution to the effectiveness of legal dissemination and education across units. The Political Department of Military Region 7 has proactively coordinated with the Voice of Vietnam to develop the programme “Arts and youth information for the armed forces of Military Region 7”. Meanwhile, the Military Region 7 Newspaper and Television Service, together with central, military, and local media agencies, have continuously strengthened communication on military and defence tasks of the Military Region’s armed forces, with particular emphasis on legal dissemination and education for officers, soldiers, and local communities.
In addition, agencies and units have expanded legal education through the internet and the military intranet (Misten). A total of 786 “Military psychological and legal advisory teams” have been established, providing guidance and support to thousands of officers and soldiers. Legal dissemination and education activities have also been integrated into field mobilisation campaigns, militia and self-defence force training, reserve force training, and military conscription activities. These efforts have been closely linked with movements such as “The Army joins hands in building new-style rural areas and civilised urban areas”, “Joining hands to eliminate temporary and dilapidated housing”, and “Joining hands for the poor - Leaving no one behind”. Effective methods have included the use of village and hamlet loudspeaker systems, mobile film screenings, and the deployment of working groups to visit households directly and distribute informational leaflets.
Each year, in response to the Law Day of the Socialist Republic of Viet Nam, Military Region 7 selects one or two pilot units to organise activities in advance, draw lessons learned, and subsequently replicate successful models throughout the armed forces. The content, forms, methods, and organisational approaches are continuously renewed and improved. Since the beginning of 2025 alone, the Military Region has organised more than 10,000 Law Day activities, including nearly 1,000 events conducted through stage performances, visual communication campaigns, and information technology applications. These activities have significantly enhanced the awareness of officers, soldiers, and the public regarding the role and importance of the Constitution and the law in national governance in general, and in military and defence affairs in particular.
It can be affirmed that through proactive innovation and continuous improvement in the quality of legal dissemination and education, the armed forces of Military Region 7 have achieved substantial results, bringing about fundamental changes in both awareness and behaviour with regard to compliance with State law and military discipline among officers, soldiers, and local communities. These efforts have contributed to building clean and strong Party organisations, comprehensively strong units that are “exemplary and typical”, strong and outstanding mass organisations, and enhanced overall combat power and effectiveness of the Military Region’s armed forces in meeting the requirements of the new situation.
