Lang Son province steps up the implementation of the two strategic tasks in the new era

Thoroughly grasping the Resolution of the 14th National Party Congress, Lang Son province is focusing its leadership and direction on performing the two strategic tasks of Fatherland construction and protection to make contributions to realising the aspiration for a prosperous, civilised, happy nation in the new era.

Over the years, the Party Organisation, authorities, armed forces, and ethnic groups of Lang Son province have upheld solidarity and innovation, adopting numerous solutions to carry out the two strategic tasks of building and defending the Fatherland in accordance with the province’s particularities, thereby achieving important results.

Despite being adversely affected by economic recession, Covid-19 pandemic, natural disasters, and complex situational developments on regional and global scales, the province has made impressive progress in economic, cultural, social, defence, security, and diplomatic fields. The economy has maintained its growth momentum, with a positive shift in its structure; border gate economy, trade, services, and tourism have continued to play important roles. In the 2021 - 2025 period, the total import and export turnover via border gates in the province reached USD 234.58 billion, while local goods exports reached USD 780 million, growing by an average of 8.81% annually. Transport infrastructure, border gate economic zones, and digital infrastructure have witnessed remarkable developments. The people’s material and mental life has continuously improved. The potential, forces, and posture of all-people national defence associated with the people’s security posture have been consolidated; national territorial sovereignty and border security have been firmly protected; political security and social order and safety have remained stable. External relations have become increasingly effective, while the capacity for international integration has continued to improve to contribute to maintaining an environment of peace, friendship, stability, and development.

Building on these results, Lang Son will continue closely combining socio-economic development with defence and security consolidation and external relations, with the aim of developing itself into a locality that is increasingly strong economically, robust in defence and security, “becoming one of the growth poles of the Northern Midlands and Mountainous Region by 2030 and a relatively developed province by 2035”, worthy of its strategic position in the cause of building and defending the Fatherland. To that end, the province will concentrate on several key tasks and solutions as follows.

First, continuing to renew thinking and improve the effectiveness and efficiency of leadership, direction, and implementation. The Provincial Party Committee, the Provincial People’s Council, and the Provincial People’s Committee will continue to grasp and synchronously realise resolutions and conclusions by the Party Central Committee and the province, especially action programmes issued by the Government and the Provincial Party Committee for the Resolutions of the 14th National Party Congress and the 18th Provincial Party Congress. The province will direct sectors and localities to translate these documents into programmes, plans, and tasks relevant to their practical conditions, with clearly defined goals, responsibilities, timelines, and results, taking the effectiveness of serving the people and the results of socio-economic development as a measure of their leadership and management capacity. It will step up innovation in leadership methods and raise the effectiveness of management and administration by local authorities in a proactive, flexible, people-oriented manner. Administrative reform and public services will continue to be improved, while the evasion of responsibilities will be addressed. Reviews will be intensified to complete and promulgate mechanisms and policies, particularly breakthrough policies aimed at unlocking resources, creating a transparent, convenient investment and business environment, raising the province’s competitiveness.

Furthermore, the content and methods of communication, education, and mass mobilisation will be renewed; the role of the Vietnam Fatherland Front, political - social organisations, and the armed forces in mass mobilisation will be promoted to create unity in awareness and action among the people. The spirit of self-reliance, self-strengthening, aspiration for growth, and sense of responsibility among cadres, party members, enterprises, and the entire population will be stimulated to generate combined strength for Lang Son’s rapid and sustainable development.

Second, fostering socio-economic development and resolving to achieve double-digit growth. The province will continue to adopt solutions to exploit the spatial framework of “1 development axis, 2 corridors, and 3 socio-economic regions”, with breakthroughs in developing border gate economy, trade, services, and private economy. Logistics systems, trans-shipment centres, warehouses, and services facilitating import and export will be developed. “Smart border gates” will be built to improve customs clearance and gradually develop Lang Son into a key logistics, trade, and border gate service centre of the region. Agricultural and forestry sectors will continue to be restructured towards large-scale production areas with planting area codes, traceability, and specialised processing for export. Science, technology, and digital transformation will be applied to develop OCOP products, build a strong agricultural brand identity, and form a value chain from production to consumption.

Resources will be mobilised to develop a modern, synchronous infrastructure system, particularly transport, urban, industrial, border gate, and digital infrastructure. Priority will be given to processing and manufacturing industries, high-tech industries, green industries, and sectors with high added value. Great weight will be given to accelerating digital transformation, developing digital economy and e-commerce, and applying digital data in management, production, and business, thereby creating new drivers for growth.

Additionally, the province will attach importance to developing cultural and social fields, raising the quality of human resources, and ensuring social welfare. Efforts will be devoted to preserving and promoting the cultural identities of ethnic groups in association with tourism development, effectively exploiting the values of historical and cultural heritage, scenic landscapes, Lang Son Global Geopark, and key tourist destinations such as Mau Son, Chi Lang, Bac Son, and Huu Lung. The quality of education and training and health care for the people will be improved; policies for ethnic groups and sustainable poverty reduction will be well implemented, especially in remote, isolated areas, areas mainly inhabited by ethnic minorities, and border areas. Attention will be paid to training human resources in logistics, international trade, foreign languages, digital technology, and border gate management to meet new development requirements.

Third, strengthening defence and security, creating a peaceful, stable environment for development. The province will thoroughly grasp the Party Central Committee’s resolutions and conclusions on the Strategy for Fatherland Protection in the New Situation and continue to realise Plan 111/KH-UBND, dated 4 July 2025, by the Provincial People’s Committee on combining defence and security with socio-economic development, building all-people border defence and the posture of all-people border defence closely linked with the postures of all-people national defence and people’s security in border areas. It will consistently adhere to the viewpoint of closely, harmoniously combining socio-economic development with defence and security consolidation in the planning, plans, programmes, and projects of all levels, sectors, and localities. Emphasis will be placed on building an active, solid defensive zone closely linked with civil defence, constructing key military and dual-use facilities for both socio-economic development and defence and security. Defence land and facilities will be strictly managed and used; strategic transport networks and border patrol roads will be developed in a coordinated manner. Efforts will be intensified to build local armed forces that are “exemplarily, typically” comprehensively strong, with high overall quality and combat strength, and enhance their capabilities in staff work and situational forecast, grasp, and handling to avoid being passive or caught off guard. Forces, means, and materials will be maintained in readiness to participate in natural disaster and epidemic response and search and rescue. Commune-level military agencies will continue to be consolidated; a strong, extensive militia and self-defence force and a powerful reserve force will be built; the quality of training, exercises, and defence and security education will be enhanced in accordance with the two-tier local government model.

Regarding the task of managing and protecting national territorial sovereignty and border security, the province will continue promoting the combined strength of the entire political system, directing the Military, Public Security, and Border Guard forces and relevant agencies to sustain close coordination in situational monitoring and forecast and give advice on managing and protecting the national border. Great value will be attached to combatting various types of crime and non-traditional security challenges. Incidents will be proactively resolved at grass-roots level to ensure political security and social order and safety. The role of party committees, authorities, the Vietnam Fatherland Front, political - social organisations, and the entire population in participating in border management and protection will be encouraged. Due regard will be paid to developing sustainable livelihood models and improving the living standards of people in border areas as a solid foundation for national territorial sovereignty and border security protection.

Fourth, stepping up external relations and international integration, contributing to defending the Fatherland early and from afar. Lang Son will continue to grasp the foreign policy lines of independence, self-reliance, multilateralisation, and diversification based on all three pillars, namely Party diplomacy, State diplomacy, and people-to-people diplomacy, linked with defence diplomacy, security diplomacy, and border defence diplomacy. Cooperation with the Guangxi Zhuang Autonomous Region of China will continue to be deepened; the province will proactively expand cooperation in economy, culture, education, science, technology, digital transformation, environmental protection with its international partners. Priority will be given to cooperation in improving customs clearance, developing logistics, trade, tourism, and transport, training human resources, preventing and combatting transnational crime. The province will concentrate on investment promotion activities, while enterprises will be supported in expanding markets and participating more deeply in regional supply chains.

The province will continue directing the Provincial Border Guard and its border communes to foster border defence diplomacy and people-to-people diplomacy, strictly implement legal documents on the Vietnam - China land border and other signed cooperation agreements, and maintain coordination to promptly handle emerging issues. Twinning activities between residential communities and between communes and towns on the two sides of the border will be effectively sustained; cultural and sport exchanges, visits, and greetings will be organised on the occasion of the two countries’ national holidays. Doing so will contribute to cementing trust, understanding, and solidarity between authorities, competent forces, and citizens on both sides of the border, building a border of peace, friendship, stability, cooperation, and development.

With great political resolve, solidarity, innovation, and aspirations for development, the Party Organisation, authorities, armed forces, and ethnic groups of Lang Son province are determined to successfully accomplish the two strategic tasks of Fatherland construction and protection, building Lang Son into an increasingly prosperous and civilised province firmly advancing into the new era together with the whole country.
