Nghe An province focuses on implementing two strategic tasks in the new era

Thoroughly grasping the Resolution of the 14th National Party Congress, Nghe An province has been promoting the revolutionary tradition, raising the will and aspiration for development, proactively building the posture and strength to successfully perform the two strategic tasks: building and defending the Fatherland in the new era

In recent years, Nghe An province has implemented the two strategic tasks with many synchronised leadership and direction measures closely tailored to features and situation of the Province, achieving positive results and creating a comprehensive development in the economy, culture, society, national defence, security, and foreign affairs.

Bringing into play these results and thoroughly grasping the Party’s new viewpoints and mindset on building and defending the Fatherland according to the Resolution of the 14th National Congress, the Province continuously focuses on combining the socio-economic development with reinforcing the national defence and security, also enhancing foreign affairs and international integration, considering this the concentration of carrying out the two strategic tasks in the new situation. Beside advantages, the Province also faces numerous difficulties and challenges. Due to terrain characteristics, the western region of Nghe An accounting for 83% of the Province's total area is a strategic location for national defence and security, yet its socio-economic conditions remain difficult and the living standards of some ethnic minority groups are still low. This is also an area where hostile and reactionary forces intensify their subversive activities, exploiting ethnic and religious issues to entice, incite, and sabotage the great national unity, alongside development of crimes and natural disasters that harbour factors destabilising political security, social order and safety.

Fully realising the features, opportunities, and challenges, the Province consistently adheres to the viewpoint: “Socio-economic development and environmental protection are the centre; Party building is the key; cultural and human development is the foundation; strengthening national defence and security, and promoting foreign affairs and international integration are crucial and regular matters”. By 2030, Nghe An aims to become a fairly developed province in the country and a national-level growth pole; to 2045, to become a high-income, comprehensively developed, civilised, and modern province. To realise this goal, the Province focuses on key tasks and solutions as follows:

Firstly, continuing to innovate strongly the leadership thinking, being decisive in implementation, arouse the aspiration to rise up, and turn political determination into concrete and effective actions. The Province continues to implement Plan No. 216/KH-UBND, dated 30 March 2026, by the People's Committee on implementing the Action Programme of the Government and the Action Programme of the Provincial Party Executive Committee, carrying out the Resolution of the 14th National Party Congress, in the guiding spirit: discipline and responsibility; proactiveness and efficiency; innovation and creativity; acceleration and breakthroughs; sustainable growth. In the implementation process, it continues to innovate leadership, direction, and administration methods under the principle of “6 clears”, creating substantive changes from awareness and political determination to practical execution in the entire political system. This focuses on reviewing and completing mechanisms and policies, translating goals and tasks into focused, key programmes and plans, and clearly defining timelines, responsibilities, and deliverables. At the same time, the Province proactively expands its development space, strengthens inter-local linkages, and connect local resources with domestic and international ones; enhances decentralisation combined with inspection, supervision, and individual accountability for leaders, ensuring flexibility and proactiveness in execution. Furthermore, the Province pays attention to promoting the administrative reform, digital transformation, and the application of science and technology to improve governance efficiency, building a “constructive and service-oriented” administration with citizens and businesses as centres.

The Province focuses on addressing any bottlenecks of planning, land, investment, site clearance, infrastructure, and human resources; strengthens the review, completion, and promulgation of mechanisms and policies, especially breakthrough ones, to unlock resources, create a transparent and open investment and business environment, and enhance the local competitiveness and attractiveness. In particular, the Province  continues to research, supplement, and finalise appropriate growth scenarios for each stage and establish working groups to directly inspect, urge, and guide the implementation; builds superior policies to attract and utilise talents; encourages officials to innovate, be creative, dare to think, dare to do, and dare to take responsibility for the common good; resolutely overcomes the situation of avoidance, shirking, and delay, etc., thereby, rousing the spirit of overcoming difficulties, self-reliance, and the aspiration for advancement among the contingent of officials, party members, and the people, translating them into endogenous resources for rapid and sustainable development.

Secondly, enhancing the socio-economic development, unlocking resources, and creating new growth drivers. Based on Resolution No. 39-NQ/TW, dated 18 July 2023, by the Politburo on building and developing Nghe An Province to 2030, with a vision to 2045, the Province continues to focus their leadership and direction on drastically implementing synchronised and sustainable solutions for development across four economic pillars, including industry, agriculture, services, and the marine economy. The focus is put on developing modern, green, and sustainable industry; developing green, smart, ecological, and climate-resilient agriculture that enhances value and product chain linkages; and developing a comprehensive, sustainable marine economy associated with national defence and security, etc. To make breakthroughs in infrastructure and expand development space, the Province continues to concentrate resources on completing key projects and works, such as the Vinh - Thanh Thuy expressway, Cua Lo deep-water port, and the expansion of the runway at Vinh International Airport, etc., in order to promote the Province’s role as a trading gateway; effectively implementing the Project on developing Nghe An into a logistics centre of the North Central region to 2030, with a vision to 2045; and better exploiting the potential of marine tourism, cultural tourism, and eco-tourism, etc. At the same time, the Province accelerates the development of the digital economy, e-commerce, and the application of digital data in the management and operation of production and business activities, thereby creating new drivers for growth.

Besides, the Province continues to prioritise resources for education, healthcare, vocational training, and social security; promote the cultural, historical, and human values of Nghe An, build a healthy cultural environment, creating a spiritual foundation for development; steps up investment in the infrastructure of education, healthcare, culture, and essential services for people in disadvantaged areas; effectively implements programmes of poverty alleviation and development in ethnic minority areas. Together, focus is put on environmental protection, efficient use of resources, proactively preventing natural disasters, adapting to climate change, ensuring rapid development without sacrificing the environment and the quality of life of the people.

Thirdly, strengthening national defence and security, and building proactive and solid defensive zones. Thoroughly grasping the resolutions and conclusions of the Central Committee on the Strategy for protecting the Fatherland in the new situation and the National Security Strategy, the Province consistently implements the policy of closely and harmoniously combining socio-economic development with the strengthening of national defence and security within the plans, programmes, and projects of all levels, sectors, and localities; focuses on mobilising and allocating resources to build the military posture of the defensive zones, workplaces, and training grounds of the commune-level military command, especially in key areas, border regions, and coastal areas, to meet the requirements of local defence in all situations.

Focus is placed on building comprehensively strong armed forces with high quality, combat readiness, and increasingly advanced advisory and situational handling capacities, continuing to consolidate commune-level military agencies to meet the requirements of advising on and executing defence and military tasks from the grassroots levels; building strong and widespread militia and self-defence forces alongside a powerful reserve force; and enhancing the quality of training, exercises, civil defence, natural disaster prevention, search and rescue; strengthening the guidance for military, police, and other functional agencies to coordinate closely in grasping and forecasting situations, proactively preventing and combating crimes, as well as traditional and non-traditional security risks and challenges to avoid being passive or caught by surprise. In particular, the Province continues to focus on leading and directing all local departments, boards, and sectors to overcome difficulties and resolve to successfully accomplish the task of the provincial defensive zone exercise in 2026.

The propaganda, and defence and security education are continued to be renovated to raise the awareness and responsibility of cadres, party members, and the people regarding the task of building and defending the Fatherland; promote the role of the Vietnam Fatherland Front, socio-political organisations, and the armed forces in mobilising and gathering the people, thereby, to build a solid all-people national defence posture combined with the people's security posture and the “people's hearts and minds” posture.

Fourthly, promoting foreign affairs and international integration, expanding the development space, and mobilising and effectively utilising development resources. Thoroughly grasping the resolutions and conclusions of the Central Committee on the international integration in the new situation, the Province continues to effectively implement Plan No. 382/KH-UBND, dated 14 May 2026, by the People's Committee on international integration in the new situation in Nghe An Province in 2026. The focus is on consolidating and deepening friendship and cooperation with localities of neighbouring Laos; expanding cooperation with countries, territories, and partners which are superior in science, technology, finance, human resource training, and innovation; at the same time, continues to strongly innovate investment, trade, and tourism promotion activities; focuses on attracting high-tech projects, supporting and green industries, energy, and logistics; gives support and connects enterprises in the Province with international markets to enhance their competitiveness, expand markets, and deeply participate in regional value chains and supply chains.

In particular, the Province continues to promote and enhance the efficiency of foreign affairs with local authorities and functional forces of neighbouring Laos in the border management and protection, maintaining security and order, preventing and combating crime; effectively conducting signed cooperation agreements; promptly exchanging views and handling any arising issues. It also steps up exchange, twinning, and people to people diplomatic activities, contributing to consolidating trust, mutual understanding, and solidarity between the authorities, functional forces, and people of the two border sides; and building a border of peace, friendship, stability, cooperation, and development.

With the high political determination, a spirit of solidarity, innovation, creativity, and the aspiration to rise up, Nghe An province is determined to successfully carry out the two strategic tasks of national construction and defence, practically towards the 1,000th anniversary of the name “Nghe An” (1030 - 2030), and confidently step together with the whole country into a strong, civilised, and prosperous development era.
