Thoroughly grasping and implementing the direction of Party General Secretary and State President To Lam on the “two steadfast commitments, two accelerations, and two preventions”, the Party Committee and Command of Coast Guard Region 2 have focused on resolutely implementing the “two steadfast commitments” through comprehensive and effective guidelines and measures, ensuring that the Region successfully fulfils its mission of safeguarding sovereignty and national security and enforcing the law in the strategic waters of Central Vietnam.

In recent years, the Party Committee and Command of Coast Guard Region 2 have consistently and thoroughly grasped and strictly implemented the Party’s military and national defence line and remained steadfast in building a politically strong unit. These are regarded as fundamental principles and foundations for building the Region into a revolutionary, regular, elite, and modern force capable of successfully accomplishing all assigned missions.

Steadfast adherence to the Party’s military and national defence line is demonstrated first and foremost by the Region’s thorough implementation of the Party’s viewpoints and policies on safeguarding the Fatherland “from an early stage and from afar”, proactively maintaining a firm grasp of the situation and avoiding passivity or surprise; closely combining the protection of sovereignty with the maintenance of a peaceful and stable environment; combining the struggle to safeguard sovereignty with law enforcement and the maintenance of security, order, and safety at sea; and integrating national defence and security tasks with socio-economic development and the building of a firm “people’s heart and mind posture”. On the basis of a firm grasp of security, order, and safety in the waters under its management, and accurate forecasts of risks, actors, and methods of violation, the Region promptly advises the Party Committee and High Command of the Vietnam Coast Guard and directly handles situations in accordance with established policies and approaches, preventing passivity and surprise and resolutely and persistently safeguarding sovereignty by peaceful means in accordance with Vietnamese and international law.

In 2025 and the first six months of 2026, the Region deployed more than 240 vessel and vehicle sorties and coordinated with relevant forces in patrol, control, situation monitoring, struggle, communication, expulsion, and timely prevention of foreign vessels committing infringements, thereby firmly safeguarding sovereignty and jurisdiction in the waters under its management. It took the lead in coordinating with functional forces in the area to intensify crime prevention and suppression, dismantling more than 20 drug-related special cases and criminal cases, and searching for and verifying six incidents involving drifting narcotics. It also inspected, detained, and handled dozens of vessels violating regulations on maritime transport and carriage, thereby maintaining security, order, and safety in its assigned waters. The Region led and coordinated with local Party committees and authorities, the Navy, and the Border Guard in effectively implementing the directions of the Government, the Ministry of National Defence, and the Vietnam Coast Guard on combating IUU fishing. At the same time, it proactively developed plans, carefully prepared forces and means, and effectively participated in search and rescue operations, assisting local Party committees, authorities, and communities in preventing, responding to, and overcoming the consequences of natural disasters.

In steadfastly building a politically strong Army, the Party Committee and Command of the Region are deeply aware that the more difficult and complex the mission, the greater the need to place political strength at the forefront. Accordingly, the Region focuses on building a politically strong unit as the basis for continuously improving overall quality and combat power. In addition to renewing and enhancing political and ideological education, the Region attaches importance to building comprehensively strong organisations and consolidating a firm “people’s heart and mind posture” at sea. As a result, cadres and soldiers remain steadfast in their goals and combat ideals, maintain proper motivation, a high sense of responsibility and determination, and stand ready to undertake and successfully accomplish every assigned mission. Whenever vessels leave harbour and crews face rough seas, strong winds, and complex situations requiring rapid decisions, the political steadfastness, confidence, will, and responsibility of revolutionary servicemen provide the foundation for them to remain firm - resolute without being reckless, flexible without wavering, and tactful without compromising principles - in firmly safeguarding the sacred waters of the Fatherland.

Conducting patrol at sea

In the coming period, in response to increasingly demanding mission requirements, alongside comprehensive leadership and direction across all areas of work, the Party Committee and Command of the Region will focus on intensifying implementation of the “two steadfast commitments” through specific tasks and measures.

First, to remain steadfast in the Party’s military and national defence line, regularly and thoroughly grasp and strictly implement higher-level resolutions, directives, and orders on military and national defence affairs in combat readiness, training, and unit building; and handle situations at sea in accordance with the Party’s line, policies, and strategic approaches and the State’s laws and policies. Priority should be given to improving the capacity to study, monitor, and accurately forecast risks, actors, and methods employed by foreign vessels that may infringe upon maritime security and sovereignty, and to promptly advise higher authorities on effective responses so as to avoid passivity and surprise. The effectiveness of regulations and coordination plans for maritime law-enforcement missions should be enhanced; patrols, inspections, control, and the handling of violations should be intensified in strict accordance with the law. Operational documents should be regularly reviewed, supplemented, and completed, while forces should be adjusted and deployed appropriately for each mission. Combat-ready forces and means must be maintained rigorously to ensure security and safety during public holidays, Tet, and major events. Agencies and units should improve the quality of training and exercises, with particular emphasis on high-intensity specialised training closely aligned with their functions, missions, target groups, waters, operating areas, and likely situations.

Second, to renew political and ideological education and strengthen the political steadfastness of officers and soldiers to meet mission requirements. Given the distinctive conditions of frequent offshore operations in rough seas, exposure to sensitive and complex situations at sea, and risks of inducement and temptation, the thoughts and psychology of personnel are subject to strong pressures. The Region therefore intensifies education and political orientation to deepen officers’ and soldiers’ understanding of the content, significance, and dialectical relationship of the “two steadfast commitments”. These commitments are concretised in each area of education and communication, with particular attention paid to new developments in the situation and mission and to schemes and methods that threaten sovereignty, security, and order at sea and on islands. At the same time, the Region places emphasis on thoroughly grasping and effectively implementing Politburo Directive No.07-CT/TW dated 13 July 2026 on promoting the study and practice of Ho Chi Minh’s thought, ethics, methods, and style in the new situation, and Directive No.676-CT/QUTW dated 20 June 2026 of the Standing Committee of the Central Military Commission on strengthening leadership and direction in promoting the cultural values of “Uncle Ho’s Soldiers” in the new era.

The Region focuses on renewing forms of communication and education through greater diversification and by combining traditional approaches with digital technologies. It makes effective use of internal information systems, digital platforms, and cyberspace to guide ideological awareness and strengthen the ability to identify and refute false and hostile viewpoints. At the same time, the exemplary role of cadres and Party members - particularly Party committee members and key leaders at all levels - is emphasised in grasping and implementing the “two steadfast commitments”. Education is closely combined with practical training, while mission performance and the development of officers and soldiers serve as measures of the quality of political work, ensuring unity between awareness and action and between words and deeds. Through these efforts, the Region strengthens political steadfastness, consolidates confidence in the Party’s goals and ideals, and enhances cadres’ and soldiers’ “resilience” against negative influences, difficulties, and challenges arising in the performance of their missions.

Reviewing the results of digital transformation in party work and political work

Third, to enhance the leadership capacity and combat effectiveness of grassroots Party organisations and build a clean and strong Party Organisation of the Region. Party organisations are the leadership nucleus enabling agencies and units to effectively implement the “two steadfast commitments”. Accordingly, Party committees and organisations focus on renewing and improving their leadership capacity in a scientific, democratic, and practice-oriented manner; improving the quality of resolutions so that they are concise, substantive, focused on breakthroughs in weak areas and key tasks, and suited to the realities of each type of unit. Particular attention is paid to renewing the organisation of resolution implementation in accordance with the “six clarities” principle; assigning specific responsibilities to cadres in charge of each area of work and each mission; and bringing into full play the combined strength of all organisations and forces.

Party committees and organisations strictly observe the principles of Party organisation and activities, especially democratic centralism, self-criticism and criticism, while maintaining solidarity and unity. Inspection and supervision are strengthened; discipline and order are strictly maintained; and the quality of Party-member management, education, and training is improved so as to promptly identify, prevent, and strictly address manifestations of degradation in political ideology, ethics, and lifestyle, as well as “self-evolution” and “self-transformation.” The development of key cadres is closely linked with the building of Party committees at all levels. Emphasis is placed on training and professional development to improve overall qualities, capabilities, and physical fitness, with particular attention to specialised knowledge, professional skills, foreign-language proficiency, and digital skills. Cadres are further trained and tested through practical mission performance, operations in harsh weather conditions, and exercises at various levels. These measures are intended to create a breakthrough in cadre quality, enabling them to serve as the core force in unit building and in implementing the “two steadfast commitments.”

Finally, to strengthen solidarity with local Party committees, authorities, and the People and build a firm “people’s heart and mind posture” at sea. This is an important measure in implementing the “two steadfast commitments”, particularly because the protection of maritime and island sovereignty and security depends not only on equipment and the power of law, but first and foremost, and in the long term, on the support of the People. The Region therefore focuses on renewing and improving legal dissemination and education for the public; working with local Party committees and authorities to build and consolidate the political base, promote socio-economic development, reduce poverty, and improve people’s livelihoods through practical activities. It continues to implement the programme “The Coast Guard accompanies fishermen” in an effective and substantive manner, providing a reliable support for fishermen as they venture offshore and maintain their presence at sea. Attention is given to mobilising diverse resources to provide capital and production equipment for disadvantaged fishermen to develop their livelihoods. The model of sponsoring disadvantaged but studious students is expanded, together with the provision of “Supporting children to school” scholarships in island and coastal communes. The role of the People in safeguarding maritime and island sovereignty and security is also promoted through hotlines and expanded communication channels enabling citizens to proactively provide information.

The comprehensive and resolute implementation of the above measures concretises and ensures that the “two steadfast commitments” are thoroughly grasped and implemented in an effective, substantive, and increasingly sustainable manner. This contributes to building an exemplary, clean, and strong Party Organisation and a comprehensively strong Coast Guard Region 2 that is “exemplary and typical,” capable of successfully accomplishing all assigned missions.
