Thai Son Corporation promotes “clever mass mobilisation” in line with Uncle Ho’s teachings
Grasping Uncle Ho’s teachings: “Mass mobilisation is very important; Poor mobilisation leads to failure in all work; Clever mobilisation ensures success in everything”, Thai Son Corporation has made great efforts to overcome difficulties and promote the “Clever Mass Mobilisation” emulation movement via effective approaches, thereby strengthening the close-knit bond between the Military and the people, building a solid “posture of people’s hearts and minds”.
Thai Son Corporation is an enterprise tasked with combining economic development with defence and security. Over the years, the Corporation has executed its production and business tasks across the country, with numerous difficulties, such as interruption in project and construction progress, slow recovery of commerce and services, repeated suspension of vocational training, which have negatively affected its business performance and the effectiveness of its mass mobilisation efforts. However, with strong political will and creative approaches, the Corporation’s Party Committee and Board of Directors have adopted synchronised solutions to raise production and business efficiency, while promoting the “Clever Mass Mobilisation” emulation movement, successfully fulfilling the functions of “an army ready for work and production”, contributing to improving locals’ material and mental life, building an increasingly firm “posture of people’s hearts and minds” as well as strong localities.

Fully understanding that awareness among cadres, employees, and workers serves as the foundation for their action, the Corporation has stepped up education work to create a strong change in awareness and responsibility among party organisations, cadres, party members, and employees towards mass mobilisation in general, the “Clever Mass Mobilisation” emulation movement in particular. Emphasis has been placed on grasping and actively following Uncle Ho’s instructions: “Whatever benefits the people, we must devote every effort to do; whatever harms the people, we must avoid”. Educational content has focused on rendering cadres, party members, and employees fully aware of Ho Chi Minh’s thought on promoting a sense of responsibility and wholeheartedly serving the Fatherland and the people; staff members of the Corporation have been educated on the Party’s lines, the State’s policies and laws, resolutions and directives by the Central Military Commission, the Ministry of National Defence, and the General Department of Politics regarding mass mobilisation, as well as the goals, targets, and measures set for the “Clever Mass Mobilisation” emulation movement and the building of “Good Mass Mobilisation Units”.
To achieve practical effectiveness, the Corporation has required its offices and units to apply flexible, creative educational methods and integrate mass mobilisation into their political education programs, task briefings, Party cell meetings, and professional activities. As a result, awareness and a sense of responsibility among party committees and commands at all levels towards mass mobilisation have been raised. The outcome of mass mobilisation has been used as a criterion for assessing annual task execution. The Corporation has heightened accountability in inspection and preliminary and final reviews, promptly drawing lessons, commending outstanding collectives and individuals, thereby facilitating the Movement’s sustainable development. Cadres, employees, and workers have clearly understood that conducting mass mobilisation work reflects their affection and political responsibility towards the people; they have shown their willingness to work in the most difficult and complex areas to provide support for the people. This has laid a foundation for cementing the people’s trust in the Party, State, and Military, strengthening great national unity, and maintaining political stability and social order and safety in the Corporation’s stationed areas, especially in remote, isolated, and ethnic minority areas.
Due to potential destabilising factors, issues relating to social welfare, ethnicity, and religion as well as hostile forces’ “peaceful evolution” strategy, the “Clever Mass Mobilisation” movement should continue serving as a bridge connecting the Military with the people, contributing to enhancing military - civilian solidarity, maintaining political stability at grass-roots level. Hence, propagation and education aimed at encouraging the people to properly implement the Party’s lines, the State’s policies and laws, and local regulations have been seen by the Corporation as one of the fundamentals of the “Clever Mass Mobilisation” emulation movement. The Corporation has required its cadres, party members, and employees to study and follow Uncle Ho’s teachings: “We must find every way to clearly explain to each person that this work benefits them and is their duty; they must be eager to do it”. Each year, it has directed its forces in charge of mass mobilisation and ethnic affairs to regularly renew their operational content and methods in accordance with their new task requirements and closely cooperate with local party committees, authorities, armed forces, and twinned units in legal education and dissemination appropriate to the educational background of each group of citizens in each area.

The content of propagation has been directed towards a strong consensus among the people about the Party’s lines, the State’s policies and laws, and the Law on Military Service, the Land Law, the Law on Complaints and Denunciations, as well as issues concerning ethnicity, religion, and national sovereignty over seas and islands. In the course of propagation and education, diverse and flexible forms have been applied; the Corporation has actively provided assistance for localities, persons with meritorious services to the revolution, and policy households and taken part in cultural and artistic exchanges. As a result, the vast majority of people in the Corporation’s stationed areas have fully complied with the Party’s lines and the State’s laws and policies, remaining vigilant against hostile forces’ plots and artifices, actively participating in economic development, maintaining political security, ensuring social order and safety, building safe, strong localities.
The results of the “Clever Mass Mobilisation” emulation movement are determined by practical actions, such as social welfare guarantee and the people’s improved material and mental life. To meet the increasingly high requirements for the quality and effectiveness of mass mobilisation, on a yearly basis, the Corporation has concretised the Movement into specific targets and activities appropriate to its functions and tasks and the characteristics of its stationed areas. It has developed and expanded “Clever Mass Mobilisation” models in various fields, with due attention paid to fostering economic development, building new-style rural areas, assisting poor households and policy families, and engaging in disaster and epidemic relief. The Movement has been closely linked to major tasks, such as policy work for military families, ethnic and religious affairs, and coordination with local party committees and authorities in socio-economic development and security assurance. As a result, since 2020, the Corporation has spent over 52 billion VND on building “houses of gratitude”, “houses of charity,” and “houses of comradeship”, giving presents to policy families, restoring cultural - historical works and martyrs’ cemeteries; it has provided financial assistance for various social funds, effectively executing “For the beloved Truong Sa” and sea and island programs, actively taking part in social welfare movements. It has contributed 5 billion VND per year to funds of Ho Chi Minh City and other localities in its stationed areas, assisting Military Region 7 in organising “Spring for Soldiers” program and constructing memorial works, sponsoring the construction of a kindergarten under Economic - Defence Unit 78 (Corps 15), donating 1.3 billion VND to support northern residents affected by Storm No.3 in 2024. During Covid-19 pandemic, it cooperated with Ho Chi Minh City Military Command and Military Region 7’s Command to provide 3.5 billion VND for local authorities in pandemic prevention and control. In the third quarter of 2025 alone, it supported Ninh Hai and Xuan Hai communes of Khanh Hoa province with 1 billion VND to implement the program on “removing temporary and dilapidated houses”. Those efforts have helped strengthen local people’s trust in the Party, authorities, and Military and cement the “people’s hearts and minds posture”. Most recently, the Corporation also donated 500 million VND to the people of Cuba, joining the whole nation in assisting the Cuban people in overcoming difficulties in their daily life, contributing to strengthening the special solidarity between Vietnam and Cuba.
Besides, the Corporation has directed Thai Son Vocational Education Centre to give special priority to recruiting policy beneficiaries, demobilised and retired servicemen, and children of war invalids and sick soldiers as well as provide preferential treatment in training and job placement for these individuals. Up to now, many graduates from the Centre have joined the workforce across Ho Chi Minh City and neighbouring provinces. In the areas with urgent construction projects, units of the Corporation have worked tirelessly, regardless of holidays or rest hours, making full use of their machinery to build inter-village, inter-commune roads and dredge irrigation canals for localities. Those practical actions have been highly appreciated by local party committees, authorities, and twinned units. Consequently, the Corporation has received special assistance from localities in administrative and legal procedures for construction, installation, and transport of its materials, equipment, and commercial goods, local construction material and labour supply, security and order assurance, and healthcare services for its cadres and employees.
Those above-mentioned results vividly demonstrate the effectiveness of Thai Son Corporation’s efforts in studying and following Uncle Ho’s teachings on mass mobilisation, serving as a benchmark for evaluating the Corporation as a “Good Mass Mobilisation Unit” and fulfilling the function of “an army ready for work”, greatly contributing to building political and spiritual potential, cementing the “people’s hearts and minds posture”, meeting the requirements of national construction and defence in the new era.
