Regularity building, discipline management, and safety assurance are among the key breakthroughs contributing to improving the overall quality and combat strength of the Military. Fully aware of this, Brigade 434 of Army Corps 34 has focused on realising this breakthrough through synchronous, appropriate measures, achieving many positive results and valuable lessons.

Brigade 434 is a combined artillery unit, acting as the main ground firepower force of Army Corps 34. It is stationed in a densely populated urban area, close to large industrial parks, where urbanisation and social interaction are developing rapidly.

Alongside advantages, the characteristics of the stationed area also cause the Brigade numerous difficulties in managing, educating, and training its troops. The negative aspects of the market economy, various social evils and crimes, particularly illegal lending and usury, as well as the impact of harmful information on social media, affect the thoughts, psychology, and emotions of officers and soldiers, giving rise to complicated issues. Meanwhile, the Brigade performs intensive training and combat readiness tasks with very high requirements; the family circumstances of some officers and soldiers also remain difficult, etc.

In the face of these difficulties and challenges, the Resolution of the Brigade Party Congress for the 2025 - 2030 tenure identified improving the quality of regularity building, discipline management, and safety assurance as one of the breakthroughs aimed at making fundamental and comprehensive changes across all areas of work. With high determination, close, unified leadership and direction, and numerous synchronous measures, the Brigade has achieved encouraging results. Regulations and routines have been strictly, consistently maintained from agencies to units; many shortcomings have gradually been overcome; the Brigade has ensured absolute safety, with no serious disciplinary violations or safety incidents caused by subjective errors.

To achieve those good results, first of all, the Brigade has strengthened the leadership role of Party committees and Party cells, as well as the managerial and operational capabilities of commands at all levels. This is the foremost factor, providing orientation and creating combined strength to put the work of regularity building, discipline management, and safety assurance into a substantive, orderly, sustainable manner. Through conferences to disseminate resolutions, task briefings, and practical work, the Brigade’s Party Committee and Command have grasped higher-level documents, including Directive 3089/CT-QĐ, dated 8 July 2026, by the Army Corps Commander on strengthening political education, ideological management, discipline maintenance, and safety assurance, thereby rendering Party committees and commands at all levels, as well as cadres and Party members, fully aware of the importance of this work to building “exemplarily, typically” comprehensively strong units. Targets and measures of leadership and direction have been incorporated by Party committees and commands at all levels into their regular resolutions and work plans. Each agency and unit has focused on strictly maintaining daily, weekly, headquarters duty, and combat duty regulations, while tightly controlling personnel and vehicles entering and leaving barracks. Comprehensive and in-depth inspections have been conducted regularly, with timely reminders, corrections, and reviews; weaknesses and shortcomings have been handled decisively and thoroughly. At the same time, the Brigade has strengthened measures of education and resolutely taken strict action against violations to create a deterrent effect and foster a sense of self-discipline among its troops. Great importance has been attached to heightening a sense of responsibility for maintaining safety regulations during training, combat readiness, and participation in traffic, ensuring absolute safety for personnel, weapons, and equipment.

Combat training for troops

The exemplary conduct and sense of responsibility of cadres and Party members are the driving force for bringing regularity building, discipline management, and safety assurance to a deeper and more sustainable level. Hence, the Brigade has required cadres and Party members, particularly key cadres at all levels, to promote their roles, responsibilities, and pioneering and exemplary spirit in accordance with the motto “superiors set an example for subordinates, while commanders set an example for their units”, particularly in observing working hours, military etiquette, and safety regulations. It has also required cadres to remain active in educating and persuading soldiers, creating a strong ripple effect throughout the unit and transforming the awareness of “what needs to be done” into “voluntary action”. Cadres have been required to proactively detect and promptly rectify signs of underestimating discipline, a lack of self-improvement, simplistic or formalistic approaches, and manifestations of covering up or concealing shortcomings. The Brigade has directed agencies and units to actively renew methods of troop management and apply technology to monitoring and maintaining discipline and safety assurance in a substantive manner. Cadres have regularly paid attention to grasping the thoughts and aspirations of soldiers, promptly helping resolve soldiers’ material and spiritual difficulties, thereby strengthening confidence and creating motivation for soldiers to voluntarily improve themselves and maintain discipline.

Proper awareness among troops is the decisive factor in developing the motivation, attitude, and sense of responsibility towards regularity building, discipline management, and safety assurance in task execution. Therefore, the Brigade has directed agencies and units to intensify the dissemination and education of key points of regularity building and discipline management work as well as the specific safety requirements of the Artillery Force, via the adoption of comprehensive, diverse forms and measures. In particular, importance has been attached to strictly implementing plans and programmes for legal dissemination and education, effectively operating units’ internal broadcasting system, regularly providing information on the security and order situation in the area, instructing soldiers on how to prevent violations of law, organising legal knowledge contests in the form of stage performances, making these events attractive, engaging, and highly persuasive, thereby raising soldiers’ awareness of regularity building and discipline management, enabling the Brigade to grasp its troops’ thoughts and aspirations to take timely measures. Besides, the Brigade has maintained “legal study day” activities on a monthly basis and stepped up the implementation of the models, namely “learning one legal provision each week” and “one legal question each day”, identifying regularity building and discipline management as key parts of the “Determined to Win” Emulation Movement, emulation campaigns, the “Year of Discipline”, and the Campaign on promoting tradition, devoting talent, deserving the title of “Uncle Ho’s Soldiers” in the new era. It has brought into play the role of Youth Unions and Soldiers’ Councils in promoting democracy and the spirit of initiative and encouraging troops to commit themselves to observing discipline. As a result, 100% of troops have been fully aware that regularity building and discipline management constitute a continuation of the Military’s nature and fine tradition and the noble qualities of “Uncle Ho’s Soldiers”, as well as a regular and important task and one of the Brigade’s breakthroughs during the 2025 - 2030 tenure.

Operations of the Artillery Force require a very high level of discipline and coordination. Therefore, the Brigade has attached significance to regularity building in training and combat readiness. In combat readiness, closely following the combat training directives of the Chief of the General Staff and the Army Corps Commander, the Brigade has developed, supplemented, and completed combat resolutions and plans for various situations, including plans for on-site combat, manoeuvre, natural disaster prevention and mitigation, and search and rescue in a synchronous and consistent fashion. It has required all officers and soldiers to strictly and consistently observe headquarters and combat duty regulations, uphold discipline, master the operation of various vehicles and weapons, and voluntarily ensure good physical fitness and endurance in order to undertake long marches, adapt to harsh conditions, and successfully accomplish all assigned tasks.

Weapon maintenance

In training, the Brigade has concentrated on improving regularity at every stage, from direction, management, and command to practice, exercises, and training support, strictly maintaining routines, schedules, and training-ground discipline. It has stepped up refresher training and professional development to improve the competence of cadres. Devolution of responsibilities in the training process has been strictly implemented. Emphasis has been placed on organising training work in accordance with procedures and programmes, improving troops’ tactical and technical skills, and training troops to master combat, natural disaster prevention, and search and rescue projects, particularly specialised artillery training topics, under the mottos “basic, practical, solid” and “synchronous, specialised, closely aligned with combat realities”. Combat training has been closely combined with improving troops’ courage and physical fitness and imparting combat experience to officers and soldiers. In addition to maintaining regularity in combat readiness and training, the Brigade has ensured regularity in the construction and consolidation of its facilities to develop “bright, green, clean, beautiful” barracks. Every year, the Brigade allocates hundreds of millions of VND from its production revenue to renovate barracks and systems of signs and boards and build flower and bonsai gardens.

Operations of the Brigade’s troops are closely associated with various vehicles, weapons, and heavy-duty means of transport, with complex deployment and operating procedures, while most of these vehicles have been in use for many years and lack a high degree of synchronisation and stability. Hence, the Brigade has attached special importance to training soldiers to improve their competence and skills in ensuring safety when using weapons and technical equipment. Officers and professional servicemen have been trained to master methods of inspecting, supervising, and guiding soldiers in following safety procedures and regulations; their ability to anticipate and identify signs of safety risk and their skills in handling situations arising in practice have been also improved. For soldiers, in addition to training in compliance with safety regulations, the Brigade has intensified task-based training associated with specific situations. Before each task, it organises supplementary and refresher training and conducts inspections until its soldiers have a firm grasp of safety assurance procedures. As a result, in recent years, it has ensured absolute safety in training, exercises, and the operation and maintenance of vehicles, weapons, and technical equipment.

The significant results mentioned above provide a solid foundation for Brigade 434 to continue raising the quality of regularity building, discipline management, and safety assurance in all activities and building itself into an “exemplarily, typically” comprehensively strong unit capable of fulfilling its task requirements in the new situation.
