Promoting digital transformation in the legal dissemination and education

At present, as digital transformation has been accelerated in all social fields, the digital transformation in the legal dissemination and education in the Army is considered being an objective and urgent requirement which needs to be effectively grasped and implemented by all agencies and units in the entire Army.

Digital transformation in the legal dissemination and education for soldiers is an important solution for drastically innovating the propaganda contents and forms without any space and time limits, creating conditions for all cadres and soldiers to approach and study more effectively, hence, improving their sense of strictly abiding by the laws, maintaining the discipline, regularity, building the healthy legal environment in the entire Army and all-strong offices and units.

Thoroughly understanding this, in recent times, all-level party committees and commands have strictly grasped the leading and directing documents and instructions on administrative reform and digital transformation, and implemented them effectively in the legal dissemination and education, focusing on Resolution No. 66-NQ/TW, dated 30 April 2025 by the Politburo on innovating the work of law building and enforcement, meeting the demands for developing the country in the new era; Plan No. 4396/KH-BQP, dated 04 November 2021 by the Ministry of National Defence on “Developing the e-Government towards the Digital Government within the Ministry of National Defence in the 2021-2025 period, vision to 2030”; Plan No. 3015/KH-BQP, dated 30 May 2025 by the Ministry of National Defence on “Implementing Decision No. 766/QĐ-TTg, dated 15 April 2025 by the Prime Minister approving the Project on digital transformation in the legal dissemination and education in the 2025-2030 period”, etc., on this basis, strengthening their leadership and direction, combining digital transformation and the implementation of the Law on Defence and Security Education, political work, regularity building and discipline training in the entire army.

Through its implementation, the legal dissemination and education in the entire Army has been significantly changed; the awareness of party committees, commanders, cadres and soldiers has been raised; the IT infrastructure has been gradually improved; the propaganda forms and methods have been diversified and softened; legal data, documents and videos have been digitalised and frequently updated, making cadres and soldiers’ legal studying and searching faster and more convenient. The Legal Department has coordinated with Command 86 and other offices and units to build the database of security and defence on the military data network; built the specialised websites on the military and national defence laws, websites on the  legal dissemination and education, encouraging the people to comply with the law right from the grassroots levels; held competitions of legal knowledge on the internet; run the Programme “Law is super easy”, the specialised column on defence and security education, and legal education in the Army; built the legal bookshelf on the electronic communication portal of each office, unit, etc., creating favourite conditions for the self-study, research, command, management and operation in the entire Army.

Presently, the process of digital transformation in the legal dissemination and education requires a structured roadmap and a creative method, bringing into play the proactiveness and a close coordination among offices and units. To continuously improve the effectiveness of the digital transformation in the legal dissemination and education, it is necessary to focus on some main solutions as follows:

Firstly, strengthening the leadership and direction, improving the cadres’ and soldiers’ awareness of digital transformation in the legal dissemination and education. Accordingly, all-level party committees and commands need to thoroughly grasp and seriously implement all resolutions, directives and plans by the Central Military Commission, and the Ministry of National Defence; consider the digital transformation as an inevitable trend and an important part in reforming the legal dissemination and education; concretise into programmes and plans which are practical and suitable with the task requirements of each office and unit. The Council of legal dissemination and education at all levels need to proactively follow the tasks, firmly hold the situations, prove their roles, and do their tasks with the highest quality; clearly define the responsibility of the party committees and leaders of offices and units in leadership and direction on implementing the legal work, administrative innovation and digital transformation; give detailed assignments when conducting legal dissemination and education on digital platforms. It is also necessary to bring into play the roles of legal officers, reporters and presenters, build them into key forces, directly organise and spread the movement of studying and researching law in the digital environments; promote the dissemination, education and improvement of the legal awareness, sense and responsibility for all soldiers, gradually building the “digital legal culture” in the entire Army.

Secondly, continuing to perfect the structures, policies and institutions of the digital transformation in the legal dissemination and education. The Legal Department has presided and coordinated with related offices and units to intensely research, consult and propose the amendments to Circular No. 42/2016/TT-BQP, dated 30 March 2016 by the Ministry of National Defence on “Regulating the legal dissemination and education in the Ministry of National Defence” in the way of enhancing the IT application, promoting the digital transformation in organising, managing, conducting and evaluating the work. Together, the Department has directed and guided offices and units to strictly grasp and implement Plan No. 3015/KH-BQP, dated 30 May 2025 by the Ministry of National Defence; concurrently, researched and built the “Criteria for evaluating the digital transformation results of the legal dissemination and education” as the bases for evaluation, summaries and commendation. All offices and units need to concretise the digital transformation contents, making them suitable with their activities; create policies to encourage and support new initiatives and models of legal dissemination and education, assuring the unity between the requirements, security and information safety in the military environment.

Thirdly, building, connecting and effectively exploiting the legal database in the entire Army. The focus is to improve the defence legal database, making it synchronous and interconnected with the national legal database and other specialised information systems; standardise and restructure the whole existing documents and data based on the legal database of the Ministry of National Defence in order to improve the exploitation in the entire Army; intensely research and develop the features of managing, searching, updating, storing and sharing propaganda documents and drafts, teaching materials and videos on legal guidance, assuring the speed, accuracy and security; continuously upgrade and develop the page of military and defence law on the online portal of the Ministry of National Defence and the one of the Military Legal Department, turning it into the main website which can provide any legal information for all cadres, soldiers, the people and defence enterprises, at the same time, enhance the application of the artificial intelligence and big data in automatising the updates and text suggestions, assisting cadres and soldiers in their approaching, searching and studying law more easily. Together, all units need to proactively build the “legal e-bookcases”, the “virtual legal classrooms” and the “legal mobile applications”, which are suitable with their specific conditions and features, combined with the assurance of the internet and military information security, avoiding any information leak and unsafety.

Fourthly, drastically renovating the legal dissemination and education contents, methods and forms on all digital platforms. All offices and units need to change from one-way education to more interactive means, taking cadres and soldiers as the centre in order to bring into play their proactiveness and creativity; strengthen the leadership and direction on building the legal documents towards modernity and diversity which include the systems of e-audiobooks, video clips, infographics, podcasts, online legal forums, or the columns of “legal Q & A”, “legal stories”, “law and military discipline”, etc. on the newspapers and social networks; hold competitions, debates and exchanges on legal knowledge or simulating the legal situations, etc. to help cadres and soldiers receive legal information more easily and effectively. Besides, all offices and units need to integrate all the legal contents into the management, training and daily-activity applications, forming the habit of approaching the laws for soldiers in a natural and frequent way. The innovation of contents and methods of the legal dissemination and education needs to be appropriate to the learners’ levels and features. For cadres, it is necessary to focus on the legal application in their command and management, meanwhile, for warrant officers and soldiers, it is necessary to focus on educating the discipline and behaviours under the State’s law and the Army’s discipline.

Finally, developing the human resources and providing necessary conditions for the digital transformation in legal dissemination and education. Offices and units need to pay attention to educating and cultivating the legal cadres, reporters and presenters who have IT proficiency, skills of digital media, ability of editing and creating contents on the online environments. The military schools and academies need to build the digital transformation contents, include the legal propaganda technology into the periodical training and further programmes; coordinate with functional offices and enterprises of information technology inside and outside the Army in order to exchange and share the experience, transfer the technology, and exploit the social resources for the digital transformation, at the same time, pay attention to investing and upgrading the technological infrastructures, routers and other facilities; prioritise the use of internal software, which has higher safety and security. It is also necessary to build the mechanism of inspection and supervision, periodically evaluate the effectiveness of digital transformation as an evaluation criteria for emulation and commendation, contributing to creating motivation for studying laws and building the “Units which are good at the legal dissemination and education on digital platforms.

Digital transformation in the legal dissemination and education is an inevitable trend and an important solution for improving the legal dissemination and education in the entire Army. With the leadership and direction by the Central Military Commission and the Ministry of National Defence; the proactiveness and creativity of all offices and units; plus the responsibility and high determination of all cadres and soldiers, the legal dissemination and education in the entire Army will become renovated and effective, contributing to improving soldiers’ awareness of legal observance, strictly obeying the Army’s discipline and the State’s law, building the comprehensively strong, “exemplary, typical” offices and units, improving the overall quality and combat strength of the Army to meet the demands for safeguarding the Fatherland in the new situation.
