Breakthroughs of Military Technical Academy in education and training in light of Resolution No. 71-NQ/TW

On 22 August 2025, the Politburo (13th tenure) promulgated Resolution No. 71-NQ/TW on breakthroughs in education and training development, identifying it as “a primary national policy, deciding the future of the nation”. Thoroughly grasping this spirit and following the directives of the Central Military Commission and the Ministry of National Defence, the Military Technical Academy has deployed a number of solutions synchronously to develop education and training, contributing to building a high-skill workforce to meet the requirements of Military modernisation and national development in the new era.

Given the new opportunities and development prospects for the country, the Party and State have promulgated and implemented major policies and decisions to make comprehensive breakthroughs in all fields. Particularly, Resolution No. 71-NQ/TW has clearly demonstrated the Party's strategic vision and innovative thinking on education and training, aiming to build high-calibre human resources, form and develop a “new productive force”, and create a solid foundation for the country to enter the era of strong growth and prosperity.

As a key educational and training institution of the Army and the country, the Military Technical Academy is fully aware of its responsibility to be a leading example in implementing the Resolution, and considers this an important time to make breakthroughs, achieve all-round development, affirm and enhance its position. With this perception, it has issued a Plan for implementing the Action Programme on breakthroughs and development in education and training; clearly defining specific goals and a roadmap. Accordingly, the Academy is planned to be a leading research university in science, engineering, and technology of the country, ranking among the top 700 universities in the world by 2030; and it is expected to rank in the top 500 universities in the world by 2045.

To realise that goal and contribute to the successful implementation of Resolution No. 71-NQ/TW of the Politburo and Resolution No. 290-NQ/QUTW dated 7 January 2026 of the Central Military Commission on breakthroughs in the development of education and training in the Army, the Academy is deploying several key tasks and solutions as follows:

Firstly, strengthening the leadership and guidance of Party committees and commanders at all levels; unifying understanding, innovating thinking, and arousing high political determination in the development of education and training. Along with promoting the studying and brief of Resolution No. 71-NQ/TW of the Politburo, Resolution No. 290-NQ/QUTW of the Central Military Commission, and the Academy's Action Plan to all target groups, especially Party committees and commanders at all levels, to unify understanding, the Academy directs its departments, faculties, and units to review, adjust, and supplement the content, targets, and measures in their action programmes and implementation plans to suit their functions and tasks right for the 2026-2027 academic year.

To achieve high effectiveness, the Academy closely integrates the implementation of the Resolution with the Academy's Development Planning Project until 2030, with a vision to 2045, and other resolutions and plans on educational and training development. Emphasis is placed on innovating leadership methods and action thinking, shifting from “corrective” reform to a “constructive” mindset, and tightening discipline in implementation. The role of Party committees, Party organisations, and commanders at all levels in leading, directing, inspecting, and supervising education and training shall be promoted according to the principle of “clear executors, clear tasks, clear timelines, clear responsibilities, clear authority, and clear results”; promptly identify and correct shortcomings and weaknesses; and at the same time, commend and replicate good models and innovative and effective approaches. By this, the synergy from all organisations and forces will be leveraged, creating momentum and a strong impetus for breakthroughs, leading to the substantive and sustainable development of the Academy's education and training.

Secondly, innovating the institutional framework and mechanisms, offering favourable and superior policies to attract talent for the development of education and training. Developing highly qualified lecturers and managerial staffs, coupled with improving the quality of student admissions, is the foundation that determines the quality of education and training, as well as the prestige and brand of the Academy. Bearing this in mind and building on the achievements, it continues to accelerate the implementation of the Project “Policies for attracting and utilising talents in the Vietnam People's Army until 2030, with a vision to 2050”, considering this a crucial breakthrough to improve the quality of human resources. Accordingly, it focuses on researching, advising, and proposing specific mechanisms and policies that are consistent, synchronous, feasible, and continuous. At the same time, resources are prioritised for making breakthroughs in policy and implementation to attract highly qualified and experienced lecturers, cadres and scientists to the Academy, especially those in cutting-edge, core and strategic technologies.

Especially, implementing the Resolution of the 12th Congress of the Military Party Committee, the Academy is proactively preparing for the deployment of the “Military talented engineers and post graduate training” Project once approved by the Ministry of National Defence. The focus is on advising and proposing specific policies for lecturers directly involved in the Project; building appropriate mechanisms to attract chief engineers, leading experts and scientists both at home and abroad.

Moreover, it continues to innovate its admissions process; propose special priorities for students with distinctions in order to improve the quality of enrolment; actively participates in proposing solutions to the development and improvement of legal documents related to policies for education and training and scientific research to suit its specific mission, creating momentum to promote the development of education and training at the Academy.

Thirdly, innovating training processes and programmes towards synchronised, comprehensive, focused, and targeted direction, concentrating on breakthroughs in strategic technologies serving the development of the defence industry and Military modernisation. The Academy will continue to effectively implement the Project “Innovating training processes and programmes for officers at all levels in the Army to meet the requirements of mission in the new situation”, associated with the motto: “The quality of training at the school is the combat readiness of the unit”, suitable with the specific features of a research university.

In the immediate future, priority will be given to researching, proposing, and launching courses in basic sciences and key technological fields to serve the development of strategic technologies of the Army and the country; complete the processes, programmes, and output standards for training subjects under the “Talented Military engineers and post graduate training” Project and the Project “Enhancing the capacity of the Vietnamese Hydrographic Sector by 2035, with a Vision to 2045”. Focus on researching, developing, and implementing “customised” training programmes for students who have won awards at national competitions, “Military Innovative Youth”, and those with outstanding potential and capabilities in the fields of artificial intelligence, cybersecurity, semiconductor technology, emerging digital technologies, quantum technology, etc., in order to discover, nurture, and form a team of experts in product design, development, and chief engineers.

In addition, it will accelerate the implementation of the Project “Training technical English and Russian at the Military Technical Academy in the period 2022-2030”; hold field trips for students to units, factories, and research facilities to develop their comprehensive qualities and capabilities, so that they can adapt quickly to working environment, and successfully fulfill all assigned responsibilities and tasks.

Finally, focusing resources on building modern facilities together with comprehensive digital transformation, creating a foundation for the development of education and training. Based on the criteria for smart military schools and the existing facilities, the Academy proactively researches and proposes plans for allocating resources and building new facilities, upgrade its infrastructure, laboratories, and teaching and learning equipment towards consistent, synchronised, and modern direction. Priority will be given to the establishment of a key research centre on Artificial Intelligence and Data Science. Besides, new and modern weapons and technical equipment, semi-natural simulation systems, and laboratories to serve training and research in foundational, core, and strategic technologies will be invested. What’s more, linkages and cooperation will be strengthened with modern laboratories of military units, universities, and reputable technology enterprises both domestically and internationally to gradually form a modern research and training ecosystem, making it easy for lecturers and students to access, master, and develop new technologies.

Based on investments in infrastructure, the Academy will continue to promote the implementation of the Project “Building a model unit for digital transformation in the academies and schools, phase 2  of 2026-2027 at the Academy” aiming for comprehensive digital transformation, strongly applying information technology, artificial intelligence, and scientific and technological achievements in school management and administration, creating new impetus to promote the development of education and training.

Breakthrough development in education and training represents a strategic and urgent task aimed at building and developing high-quality human resources. With 60-year tradition of building, developing, and growth, the Military Technical Academy will continue to uphold its capabilities, intellect, and responsibility, deploying comprehensive and effective solutions to successfully accomplish this important task, contributing to building a revolutionary, regular, elite, and modern Army, and building and developing a prosperous, civilised, and happy country.
