Being located and operating in Ho Chi Minh City and Dong Nai province, where often concentrate high traffic density, industrial zones and large numbers of immigrants, Division 9 (Corps 34) is tasked with training, combat readiness, and several other tasks.
In its task performance process, besides several advantages, the Division has faced various difficulties caused by higher nature, intensity and requirements of the tasks of training and combat readiness; plus the complex situation of the local security, order and social evils. Moreover, the merge of some departments and units partially affects the feelings and expectations of cadres and soldiers, causing certain difficulties in grasping, managing and forecasting their thought, and discipline management as well. Thoroughly understanding this, the Division’s Party Committee and Command have made their leadership and direction on promoting the legal education and discipline management, considering it as one of the primary solutions for building comprehensively strong, “exemplary, typical” units.

To assure the high agreement in their leadership and direction, based on the seniors’ resolutions and directives on the legal education and discipline management, the Division’s Political Department has directed and guided all offices and units to build their specialised resolutions with correct, in-depth contents and various methods, being focused and suitable with the features of each unit. The political commissars, junior commissars and commanders at all levels have concretised these resolutions, made the implementation programmes and plans and widely informed all cadres, party members and soldiers. In their quarterly and monthly resolutions, its party committees at all levels have evaluated correctly the reality of soldiers’ thought and discipline observance, pointed out reasons, and made detailed solutions. They have intensely promoted the propaganda and dissemination of legal education, helping cadres and soldiers heighten their self-awareness of complying with law of the State, discipline of the Army, routines and regulations of the units. Cadres of the Division have been always exemplary, active, proactive and close, timely preventing any expressions of deviation, fear of difficulties and hardships in discipline training. All-level political department have well advised the party committees and commands to conduct their propaganda and dissemination programmes and contents of legal education; proactively built plans, and decided the time of implementation, at the same time, enhanced the education, orientation, management and forecast of thought; strictly maintained the rule of feedback and report in echelons, timely solved any arising problems, effectively prevented any violations of law and discipline by cadres and soldiers.
In implementation, the Division’s Political Department has frequently followed, timely directed and guided offices and units to renew the legal education and discipline management with plentiful contents, flexible forms and organising methods. For specialised legal subjects, the Division has opened formal courses. Contents which need to be instantly grasped (including newly-published legal documents, the observance of the Army’s discipline, traffic safety, etc.) have been included into political-news announcements and daily activities. Offices and units have conducted phases of political activities and ideological orientation to make solutions for strictly complying with the State’s law, the Army’s discipline, the units’ regulations, and assuring safety when joining the traffic; concurrently, based on the reality, classified the participants to select and add new contents according to the task requirements, making them comprehensive but focused. Offices and units have intensely propagandised, disseminated and educated new laws and legal documents, regulations of the Army, directives, instructions and rules of the Ministry of National Defence, Corps and Division on regularity building, law and discipline observance, and other regulations of the units related to soldiers’ training, combat readiness, maintenance of weapons and technical equipment, management and building of a regular lifestyle, and discipline observance, through which, to improve their awareness and sense of observance, and timely warn and prevent any possible violations. The Division’s Party Committee and Command have directed all-level party committees and commands to flexibly utilise various educational forms and methods which are suitable with the characters, tasks, psychology and cognitive level of cadres and soldiers, focusing on ideological-political activities, direct dialogues, forums, soldiers’ clubs, collective birthday parties, exchanges of culture, art and sports, etc. The Division has promoted the propaganda on the internal radio; built videos of legal contents; held activities of theatricalisation and public cultural festivals combined with legal propaganda and education; maintained the legal bookshelves and cabinets, and cultural institutions; improved the effectiveness of the Political, cultural and spiritual Day, Legal Day and other visual ways, such as: notice boards, panels, slogans, etc. Concurrently, the Division, through the activities of sightseeing, exchanging, twining, and mass mobilisation, has helped cadres and soldiers drastically change their awareness, ideology and actions, improve their sense of law and discipline observance, being determined to receive and successfully accomplish their assigned tasks. Besides, the Division has maintained and effectively brought into play several models such as “Advisory groups on psychology, health, law”, “A law article a week, a legal issue a day”, “The Youth Union with neither members violating the law, discipline nor traffic unsafety”, and movements including “Self-governed Youth”, etc., through which, to orient the ideology and improve the responsibility and sense of law and discipline observance for cadres and soldiers.

Together, the Division’s Party Committee and Command have closely combined the legal education and dissemination with enhancing measures for discipline management and safety assurance. Offices and units have strictly maintained the regularity and discipline management, applying “working under responsibilities, acting under regulations”; frequently visited, exchanged and encouraged soldiers through models such as “1-learning, 2-working, 3-loving, 4-talking”, “Cadres 4-together with soldiers”. To create a high unanimity, units have set detailed regulations which are suitable with the soldiers’ training requirements, maintenance of routines and regularity; banned all staff from getting drunken anytime, anywhere, and drinking alcohol at noon and in working time. For non-commissioned officers and soldiers, the Division has regulated banning drinking alcohol or beer, smoking, etc. to create a habit of conducting legal culture, a sense of law and discipline observance, and other regulations of the units. In managing soldiers, the Division has required all-level cadres to clearly know about soldiers’ personal information, families and relationships; pay visits to soldiers who have life problems to help them overcome their difficulties. For new soldiers, all-level commanders, when coordinating with the localities to select soldiers and find out about their resume, have also focused on their knowledge, working capacity, morality, health and other relationships through reports from their families, localities and their autobiography. Based on each type of units, phases, difficult and complex tasks, or sensitive periods including the time for doing the combat readiness task, training for live firing, holidays, Tet, the time of receiving new soldiers or preparing for training commencement, etc., the party committees and commands of all offices and units have tightly held soldiers’ thought and made timely solutions of leadership and direction. All levels frequently meet with unruly soldiers with difficult family conditions, undisciplined habits and behaviours, who are easy to break the rules and show low task completion to make detailed and effective management and education measures; strictly maintain daily and weekly routines, enhance regularity building, intensely renovate working practices, methods and styles, timely correcte any mistakes, and build the self-awareness of complying with the law of the State, regulations of the Army and the units.
To create the implementation motivation, the Division has directed units to closely combine the education of discipline observance with the Determined to win Emulation movement, enhancing the implementation of democratic regulation at the grassroots levels and campaigns, especially the Campaign of Promoting traditions, devoting talents, deserving to be “Uncle Ho’s Soldiers” in the new period and the “solidarity, democracy, discipline, safety, determination to win” movement, creating a lively and wide emulation atmosphere in each office and unit. Many typical examples of “good people, good deeds” have been shared and multiplied, creating a pervasive effect among soldiers. Movements such as “The youth with discipline training”; “The youth take the lead in preventing criminals and social evils”; the model: “All battalions and companies emulate to successfully accomplish the tasks, not violate the discipline and ensure absolute safety” was well performed. Contests such as “Knowledge of traffic”, “The youth with discipline training”, etc. have been concretised closely with the features and tasks of collectives and individuals, timely encouraging cadres and soldiers to overcome difficulties, actively do the tasks, and stay connected with the units.
Such suitable solutions and methods have created active changes in the awareness and sense of complying with the State’s laws and Army’s discipline among cadres and soldiers of the Division, contributing to building the typically strong and pure Party Committee, the comprehensively strong “exemplary, typical” units, exceptionlly strong mass organisations, and creating the general power to successfully accomplish all assigned tasks.
