With a proactive spirit and high sense of responsibility, the Party Committee and Command of Naval Region 2 have consistently focused on leading and directing the effective implementation of promoting the study and follow of Ho Chi Minh’s ideology, morality, and style in accordance with Conclusion No. 01-KL/TW of the Political Bureau (13th tenure) through decisive and comprehensive measures. This has led to significant improvements in the awareness, sense of responsibility, moral qualities, working methods and styles of cadres, Party members, and soldiers, meeting the requirements and tasks assigned.

Thoroughly grasping and implementing Directive No. 05-CT/TW dated 15 May 2016 of the Political Bureau (12th tenure) on promoting the study and follow of Ho Chi Minh’s ideology, morality, and style, over the past 10 years, the Party Committee, Command of Naval Region 2, party committees, commanders, political agencies, and political cadres at all levels have focused on leading and directing cadres, Party members, and the people to study and follow Uncle Ho’s example with many creative and effective solutions and methods.

Following the motto “leaders set example, subordinates actively follow”, cadres, Party members, and Party organisations at all levels regularly conduct effective self-criticism and criticism, uphold the spirit of “self-reflection” and “self-correction”, constantly cultivate and improve their qualities, personalities, capacities, methods, and working styles for the masses to follow. At the same time, promote information and propaganda in diverse forms, creating a widespread influence; enabling all cadres, Party members, and the people to deeply understand the significance of studying and following Uncle Ho’s example. Resolutely combat and prevent individualism, manifestations of degradation in political ideology, morality, lifestyle, “self-evolution”, “self-transformation”; raise a strong sense of responsibility in self-cultivation and training; continue to preserve and promote the qualities of “Uncle Ho’s Soldiers” - the Navy soldiers in the new era, contributing to building clean and strong party committees and organisations, outstanding mass organisations, and comprehensively strong “exemplary, typical” units, successfully carrying out the mission of safeguarding the sacred sovereignty of the nation’s seas and islands.

Leader of Naval Region 2 grants scholarship to children of poor fishermen

Currently, the mission of safeguarding the sovereignty of the sea and islands in general, and within the area assigned to the Region in particular, is facing new and increasingly high demands. While units are stationed in dispersed locations, responsible for managing many ships, platforms, radio stations, and radar posts far from the mainland, the troops operate independently under harsh weather conditions and must confront complex and unpredictable situations. Hostile forces are intensifying their efforts to sabotage us in all aspects, particularly in the political and ideological fronts; promoting “self-evolution” and “self-transformation” in order to erode the combat mission and ideals of our troops. In this context, the Standing Committee of the Region has affirmed that: Studying and following Ho Chi Minh’s ideology, morality, and style is the best conditions for all cadres, Party members and the masses to engage in self-study, practice, improve their capacity, qualifications, while demonstrating a strong sense of responsibility to the unit, which is also the essence of the “Uncle Ho’s Soldiers” – the Naval soldiers of the new era. Simultaneously, this serves as an important political and spiritual motivation for building a clean and strong Party Committee of the Region, a comprehensively strong unit, capable of fulfilling all assigned missions. To achieve this goal, and to create widespread influence and substantive transformation in implementing Conclusion No. 01-KL/TW dated 18 May 2021 of the Political Bureau (13th tenure) on continuing to implement Directive No. 05-CT/TW dated 15 May 2016 of the Political Bureau (12th tenure) on promoting the study and follow of Ho Chi Minh’s ideology, morality, and style, the Party Committee and Command of the Region have focused on leading and directing innovation in working methods, selecting breakthrough contents, with the following core focuses:

First and foremost, focus on developing plans for studying and following President Ho Chi Minh, with emphasis on overcoming existing limitations and shortcomings. In recent times, alongside the positive aspects in fulfilling assigned tasks of agencies and units, certain weaknesses and limitations have persisted, especially in discipline management, building regularity, and ensuring safety, etc. From this reality, immediately after concluding the 10-year implementation of Directive No. 05-CT/TW, dated 15 May 2016 of the Political Bureau on promoting the study and follow of Ho Chi Minh’s ideology, morality, and style (2016 – 2025), the Party Committee and Command of the Region determined to create fundamental changes in the awareness and sense of responsibility among cadres, Party members, and the masses in performing their duties. The Party Committee of the Region issued a specialised resolution on “Leadership in strengthening regularity, discipline, and order, ensuring safety, and meeting the requirements and tasks in the new period”; pointed out limitations and their causes, determined the responsibilities of each level, and proposed remedial solutions tailored to each agency and unit. The Region Command reviewed all documents and regulations, issued new regulations for unified implementation, tightened discipline and working order; enhanced political and ideological education, emphasising the roles and responsibilities of party committees and commanding officers at all levels and ensured all activities are conducted in an orderly manner. The entire Region launched an extensive political campaign to raise awareness and compliance with laws and discipline among cadres and soldiers. At the same time, incorporate this content into regular self-criticism and criticism sessions at all levels, ensuring strictness and compliance with higher-level instructions and regulations. Cases showing signs of violations were seriously reviewed; each Party member had a personal plan, the masses registered to strive and participate in activities of the unit, pledging not to degrade in political ideology, morality, lifestyle, “self-evolution”, “self-transformation”.

In building and organising the implementation of plans, the Party Committee of the Region and party committees select core contents, breaking through limitations and shortcomings, creating clear changes in studying and following Uncle Ho, linking the implementation of Conclusion No. 01-KL/TW with the implementation of the emulation movement “Promoting tradition, dedicating talent, worthy of being Uncle Ho’s Soldiers - Naval soldiers”, Resolution No. 847-NQ/QUTW of the Central Military Commission, the Determined to win emulation movement, and campaigns launched by all levels and sectors. In addition to the above contents, the Regional Command has directed the compilation of six educational topics tailored to the Region’s missions, focusing on grasping, managing, and guiding soldiers’ ideological orientations; as well as fostering life skills and behavioral skills for youth union members. At the same time, strengthen the work of inspection and supervision, promoting grassroots democracy, renewing dialogue formats, setting up feedback boxes, distributing questionnaires, conducting surveys, and monitoring unit and local conditions. Promote the effective implementation of the models of “Four-good party cells”; “Scientific research club”; “Four determinations”; “A teaching of Uncle Ho everyday”; “One question a day, one law a week”; “Supporting the training season”; “Promoting study, research, innovation, and mastery of modern weapons and technical equipment”; “Five proactive approaches in ideological work”; “Seven together, five understandings”; “Four-good, one-strict youth union”,... through proactive measures and high determination. Thereby, resolutely overcoming weaknesses, creating progressive and steady changes in all areas of work and the situation of law and discipline enforcement of cadres and soldiers.

Maintaining the regularity of party work on ship

Thoroughly grasping Uncle Ho’s teaching: “The Party cell is the root of the Party among the masses. If the Party cell is good, all Party policies will be well implemented”, the Party Committee of the Region focuses on enhancing the comprehensive leadership capacity and combat strength of party committees and organisations at all levels, with the Party cell level as the core. Accordingly, secretaries and party committees at all levels strictly uphold and implement the principles of leadership, maintaining the Party’s discipline and order; actively innovate the content and continuously improve the quality of meetings in line with the guidance of the General Political Department and the Military Party Committee. Party committees at all levels strengthen training and professional development, hold competitions such as “Excellent Party cell secretary” and “Excellent Party committee secretary”, and improve the quality of Party organisation and development work; renew leadership styles and working methods for secretaries and party committee members. Along with improving the quality of building leading resolution and organising methods, the Regional Party Committee directs party committees at all levels to pay attention to concretising the criteria for studying and following Uncle Ho and incorporating them into the regular meetings and leadership of each Party organisation. The Region continues to promote effective models and practices such as: “One question on tradition and law per week”, “3 builds, 3 prevents”, “5 together, 1 promote”, “Party members guiding the masses”, “Excellent political education cadres”, “Regular, exemplary vessel”, etc. In Party meetings, strictly follow the principle of democratic centralism; especially in self-criticism and criticism, it must be honest, objective, without indulgence or avoidance, but must always stem from a spirit of comradeship, solidarity, and mutual assistance for common progress; overcome the situation of seeking unanimity in the spirit of “A bad compromise is better than a good lawsuit”, or exploiting criticism to attack individuals and cause internal division. In addition to the Party organisation’s management and education, the Regional Party Committee requires party committees and organisations at all levels to emphasise the spirit of striving and training of each Party member. Taking the results of studying and following Ho Chi Minh’s ideology, morality and style as one of the criteria for annual emulation, commendation, evaluation, review, and classification of organisations, cadres, Party members, and the masses. The goal is for over 95% of Party members to successfully complete their tasks, with 13%-15% achieving excellent completion; over 90% of grassroots Party organisations, subordinate Party committees, and Party cells successfully complete tasks and become exemplary, clean, and strong units.

President Ho Chi Minh taught that the exemplary conduct of cadres and Party members exerts a strong educational influence on the masses, affirming that “a living example is worth more than a hundred propaganda speeches”. Thoroughly grasping this spirit, the Party Committee of the Region requires cadres and Party members, especially those in key leadership positions, to set a pioneering and exemplary model in work, ethics, and lifestyle; to truly be “diligent, thrifty, honest, righteous, impartial”, and to become role models for subordinates and the masses to study and follow. At the same time, practice matching words with actions, speak less and act more, ensure effectiveness in practice, and strictly follow what party members are not allowed to do anywhere, at any time, in work and daily life, only then can we convince the masses. In practice, recent experience has shown that the effectiveness of exemplary conduct is greatly enhanced when cadres and Party members stay close to their units, sharing both hardships and duties with their subordinates and soldiers.

In the coming time, the Region will pursue the consistent implementation of the “Four togethers” principle (living together, eating together, working together, sharing together) with the troops, along with various educational and management measures by party organisations and the dedicated efforts of cadres and Party members. This is considered an important task to foster attachment, solidarity, and unity between cadres and soldiers within the unit; between party members, the masses, and party organisations, contributes to improve the overall quality, combat strength, and to build Naval Region 2 into a revolutionary, regular, elite, and modern force, firmly safeguarding the sacred sovereignty of the Fatherland’s seas and islands in the new situation.
