Imbued with Uncle Ho’s teachings: “Recognize the important position of Quang Binh to sharpen your vigilance, strengthen solidarity, and strive for military and political learning and training of ethics and qualities of the revolutionary soldiers... to complete all the tasks assigned by the Party and people”, Quang Binh Provincial Military Party Committee and Command have implemented multiple solutions for leadership and direction in the learning and following of Uncle Ho by practical deeds.

In order to make the learning and following of Uncle Ho highly effective, the Provincial Military Party Committee and Command have requested its troops to promote the Drive entitled “Promoting tradition, dedicating talents, deserving to be Uncle Ho’s Soldiers”, considering this as a central and comprehensive solution to be focused on to create a strong spillover effect and mobilize all organizations and forces,  and make it a great motivation, self-awareness, regular work of officers, party members, and the masses, contributing to making the quality of “Uncle Ho's Soldiers” increasingly shine and the overall quality and combat strength of the Provincial armed forces constantly improved to successfully fulfill the defense and military tasks. Preliminarily summing up the 5-year implementation of the Drive, the armed Forces of the province was awarded with the Certificate of Merit by the Ministry of Defense. They have been commended as the Hero of the People's Armed Forces for the second time (2015) by and granted with the Second Victory Medal (2016), Third National Protection Medal (2017), and many other precious awards by the State.

To achieve the above results, first of all, the Provincial Military Party Committee and Command have always promote the roles and responsibilities of the Party committees, presiding officers, and political agencies at all levels in leading and directing the implementation of the Drive. Closely adhering to the key contents of the Drive, the Provincial Military Party Committee has clearly defined the responsibilities of all levels and sectors, especially the pioneering and exemplary role of the presiding officers of agencies and units. In order to be easy to remember, to understand, and to implement, the Provincial Military Party Committee has concretized the purposes, requirements, and contents of the Drive under the motto: “3 attachments and 3 developments”, and at the same time, actively innovated the methods and styles of leadership and direction. In order to promote the roles and responsibilities of officers and soldiers in the implementation of the Drive, the Provincial Military Party Committee Standing Commission has promulgated regulations on responsibilities and handling of responsibilities for officers, especially the presiding officers at all levels; organized the registration of commitments on implementation; concretized and promulgated standards and criteria for officer assessment, which serve as a basis for each individual to compare and identify their classification; and promoted the role of political agencies in advising, directing, and guiding the implementation of several creative and appropriate measures. As a result, the Drive has a strong spread of breadth and depth, creating a favorable environment for officers and soldiers to promote their highest potentials to overcome difficulties, be cunning and creative, and successfully implement political tasks, contributing to building a clean, strong party organization and comprehensively strong units.

Oustanding individuals and collectives of the Drive in the 2014 - 2019 period being honoured

In order for the Drive to become a voluntary and regular job for each collective and individual, the Provincial Military Party Committee and Military Command have always attached great importance to improving the effectiveness of propaganda and education for Party members and masses. Implementing the above policy, agencies and units have focused on propagating and educating to raise awareness about the purposes, requirements, and contents of the Drive and the superiors’ directives, resolutions, and instructions; the meaning and role of the Drive in promoting the tradition and raising the sense of responsibility in implementing the assigned political tasks. Along with that, they have promoted propaganda and education of topics of learning and following Ho Chi Minh thought, ethics, and style associated with major political events of the Party, the State, the localities, the Army, and units. Diverse forms and methods have been applied, such as bringing the contents of the Drive and learning and following of Ho Chi Minh thought, ethics, and style into annual political education programs and plans; incorporating regular education with thematic education; promoting cultural institutions for propaganda; leveraging activities of organizations, newspaper reading time, and break time on training fields; organizing the soldiers to read “The Words Uncle Ho taught this day in the past” published in Military Zone 4 newspaper, People's Army Newspaper, etc. Thereby, it has made officers, party members, and masses within the Provincial armed forces have a proper awareness and heightened responsibilities in implementing the Drive; have strong political stuff and high sense of self-cultivation of discipline, ethical qualities, and lifestyle; and actively, voluntarily learn to improve qualifications and working capacity to ready to receive and fulfill all assigned tasks.

In order to promote the initiative and creativity at the grassroots level towards the superiors actively direct and inspect and the subordinates proactively and creatively implement, the Provincial Military Party Committee and Military Command have directed the agencies and units to renovate the contents, methods, and forms of organization; and have proactively built and replicated new, creative and effective movements, models, and methods. On the basis of concretizing criteria and standards of being worthy of “Uncle Ho's Soldiers”, every year, the Provincial Military Party Committee have directed 100% of the Party organizations, Party members, and masses to register to strive to implement the contents and criteria of the Drive in association with learning and following Ho Chi Minh thought, ethics, and style; regularly reviewed and supplemented contents and criteria to suit with the functions and tasks of each collective and individual. The contents of the movements and models have been focused on building qualities, ethics, lifestyles, determination, and sense responsibility; the spirit of autonomy, self-reliance, self-sufficiency, positivity, and activeness in learning, training, and improving the quality of training and mastering weapons and equipment of the soldiers; high sense of vigilance and combat readiness not to be passive and unexpected in any situation; and coordinating with forces in actively participating in helping people in natural disaster prevention, search and rescue, and maintenance of situation of political security, social order, and safety. Thereby, it has created a dramatic change in awareness and sense of responsibility of officers and soldiers in formulation of regular rules, discipline training, and good implementation of central political tasks; and, at the same time, replicating the solidarity and love of comrades and teammates and the people-armed force solidarity, contributing to preserving, fostering, promoting, and shining the beautiful high quality of “Uncle Ho's Soldiers” in the new period.

In order to continuously improve the quality and effectiveness of the implementation of the Drive in accordance with Directive No.855-CT/QUTW issued on August 12^th, 2019 by the Central Military Committee Standing Commission, contributing to building a clean, strong Party Committee and comprehensively strong units, in the coming time, the Military Party Committee and Military Command of Quang Binh province continue to lead, direct, and implement the following key solutions:

Firstly, to continue leading and directing education to raise awareness and sense of responsibility for officers, Party members, and masses about the importance, meaning, and contents of the Drive. Secondly, to promote the role of Party committees, political agencies, and mass organizations, especially the initiative and creativity of grassroots units in organization of the implementation. To highlight the exemplary pioneering role of the contingent of officers and Party members, especially the presiding officers at all levels, so that the Drive can develop continuously and firmly. Thirdly, to attach importance to the right choice and effective implementation of breakthroughs, especially the observance of laws, disciplines, and training of qualities, ethics, and personalities of revolutionary soldiers, making drastic changes and resolving weak stages and points. Fourthly, to closely link the implementation of the Drive with the Politburo's Directive No.05-CT/TW (the 12^th Tenure); the 4^th Central Resolution (the 12^th Tenure) on building and regulating the Party; and the Determination-to-Win Emulation movement and other drives to suit with the characteristics, functions, and assigned tasks. Finally, to actively innovate the contents, methods, and forms of organization of the implementation; to continue to maintain and promote the effectiveness of movements and models; and to develop new factors and creative and effective methods. At the same time, to strengthen the inspection and supervision, preliminarily and total summary, experience drawing, commendation, celebration, and replication of advanced examples in the implementation of the Drive.
