Naval Region 3 grasps and executes Politburo’s Directive No.35

Successfully organising all-level party congresses towards the 14th National Party Congress under the Politburo’s Directive 35-CT/TW constitutes a central political task that has been thoroughly grasped and closely, seriously performed by all-level party committees within Naval Region 3’s Party Organisation.

All-level party congresses within Naval Region 3’s Party Organisation represent a deep and wide significant political campaign to celebrate the 50th founding anniversary of the Region Command, asserting the political zeal, maturity, and resolve to build a “revolutionary, regular, elite, modern” Region capable of playing a core role in protecting national sovereignty over seas and islands and maintaining peace and stability within the sea of its responsibility. The success of all-level party congresses will contribute to the Navy’s 14th Party Congress, the 12th Military Party Congress, and the 14th National Party Congress. Fully aware of the importance of this work, the Region Party Committee has grasped and stringently executed the 13th Politburo’s Directive 35-CT/TW, dated 14 June 2024, the Central Military Commission’s Directive 2960-CT/QUTW, dated 18 July 2024, and Directive 2480-CT/ĐU, dated 13 August 2024, by the Navy’s Party Committee Standing Board on all-level party congresses within the Navy’s Party Organisation towards the 14th National Party Congress. It has proactively issued directives, guidance, plans, and procedures for organising all-level party congresses in accordance with the Region’s particularities and task requirements. It has established sub-committees for party congress preparation and organisation, assigning members of its Standing Board and the Region Command to give direction and guidance, carry out inspections, and deal with issues on preparation and organisation work within its affiliated party organisations.

The Region Party Committee Standing Board and affiliated party committees and party organisations have regularly carried out the work of propagation and ideological orientation, grasping and handling ideological issues, raising a sense of responsibility, creating strong incentives, maintaining internal unity, bringing into play the synergy of organisations and forces in congress preparation and organisation. At the same time, they have stepped up the Determined to Win Emulation Movement and launched peak emulation campaigns with targets and measures relevant to each office and unit’s particularities and tasks, thus creating great spiritual motivations for troops to obtain more accomplishments prior to party congresses.

The Region has proactively grasped higher echelons’ guidance, promptly directing its offices and units to prepare and organise their party congresses under the established procedures and principles, particularly personnel and document preparation. Concerning the preparation and discussion of draft documents, the Region Party Committee Standing Board has focused on leading and directing all-level party committees to conduct all-round, objective, honest, realistic assessments, clarify strong and weak points, identify causes, and draw lessons on implementing their previous congress resolution. All-level party committees have been asked to grasp major viewpoints, lines, and orientations set in the Draft Documents submitted to the 14th National Party Congress and their higher echelons’ party congresses and identify practical, feasible, effective lines, targets, goals, tasks, and measures for their new tenure and following years, with a focus on breakthrough measures to perform central tasks and overcome weaknesses. Newly-founded, divided, and merged party cells and party organisations have been required to adhere to higher echelons’ guidance, review and evaluate their leadership results since their establishment, and identify lines, targets, goals, tasks, measures, and breakthroughs relevant to their task requirements.

Party committees’ self-review reports submitted to their party congresses must demonstrate combativeness and the spirit of self-criticism and criticism, while objectively, comprehensively, honestly evaluating their leadership, direction, management, command, and operation in the previous tenure as well as their implementation of higher echelons’ resolutions and conclusions on Party building and rectification, the study and following of Ho Chi Minh’s ideology, ethics, and lifestyle, regulations on things that party members must not do, and the example-setting responsibility of cadres and party members, especially the key ones. Grounded on those evaluations, party committees must point out both subjective and objective causes for weaknesses, clarify collective and individual responsibility, and formulate remedial plans and measures in the new tenure.

When drafting congress documents, party committees and party organisations have been required to frequently closely follow higher echelons’ direction, their previous congress resolution, and their offices and units’ practical conditions, promote democracy and collective knowledge, and solicit opinions from their affiliated party organisations and mass organisations to complete and submit their draft documents to competent party committees for approval at least 7 days prior to their party congresses.

Regarding personnel preparation for congresses, the Region Party Committee Standing Board has directed its affiliated party organisations to review and adjust their personnel planning of 2025, and proactively recommend higher echelons to deploy and appoint key cadres of offices and units in tandem with personnel preparation for their congresses of 2025 - 2030 tenure in a democratic, close, procedural manner. Grounded on the deployed personnel and the viewpoints, namely “ensuring certainty in every step” and “no action without certainty”, the Region has directed its affiliated party organisations to review and propose members of their new-tenure party committees and delegates to their superior party congresses and the Region’s 12th Party Congress. All-level party organisations have been required to adhere to sufficient procedures for personnel who have been included in plans to re-engage or engage in their party committees of 2025 - 2030 tenure for the first time; at the same time, they have been asked to recommend competent party committees to deploy and appoint commanding officers and leaders of offices and units in line with the consolidation of their party committees. To avoid overlooking truly virtuous and talented individuals and resolutely prevent unqualified persons from joining new-tenure party committees, the Region has required all-level party committees and party organisations to evaluate cadres comprehensively, objectively, honestly with political qualities, morality, lifestyle, task performance, and prestige as the basic criteria. As a result, personnel preparation at party cells and grass-roots party organisations was basically completed in the fourth quarter of 2024.

As many of its affiliates perform their combat and training tasks in different places, the Region has adhered to central political missions and realities, proactively making plans for flexibly holding congresses of party cells and grass-roots party organisations, with a view to avoiding any effects on their task performance. All-level party congresses have been organised under the Party’s Charter and higher echelons’ guidance and regulations in a formal, elaborate way. Up to now, all party cells and grass-roots party organisations have accomplished their congresses’ content and agenda; they have successfully elected new-tenure party committee members, secretaries, and deputy secretaries as well as delegates to superior party congresses with a high vote count. They have also given good-quality opinions to their congress documents and higher echelons’ draft documents.

The upcoming time will be a peak period for preparing and holding grass-roots party congresses and the Region’s Party Congress. Thus, the Region Party Committee Standing Board and all-level party committees should well implement several central measures as follows.

First, continuing to further disseminate the results of all-level party congresses within the Region’s Party Organisation and the Navy’s Party Organisation in order to create positive spillover effects on cadres, party members, and the masses within units and among locals within stationed areas. It is necessary to frequently carry out ideological work, opportunely, completely handle emerging issues, particularly letters of complaint and denunciation, and maintain internal and military - civilian unity.

Second, new-tenure party committees should seriously draw lessons after their congresses, submit reports to their superiors for approving the results of elections of their members, develop working regulations and action plans/programs for their congress resolutions, review and supplement regulations on leadership over central tasks, delegate tasks to their members, and implement policies and entitlements for cadres ineligible for being re-elected under regulations by the Party, the State, the Central Military Commission, the Ministry of National Defence, and the Navy.

Third, continuing to carefully prepare and successfully hold grass-roots party congresses and the Region’s Party Congress for 2025 - 2030 tenure. Emphasis should be placed on grasping higher echelons’ directing and guiding documents, particularly the new points. Due regard should be paid to carrying out inspections and providing guidance for grass-roots party organisations to complete all preparations, especially their draft political documents and personnel planning. It is important to maintain discipline, bring into play authority and a sense of responsibility among party committees and party organisations, especially leaders and commanders of offices and units. Competent offices should intensify inspection work to help units opportunely overcome weaknesses and issues, resolutely fight against rightist ideology, mediocrity, and opportunism. Great value should be attached to collecting opinions made for the Party Central Committee’s draft documents and all-level party congresses’ documents in a highly general, honest, accurate, objective fashion.

Fourth, strictly maintaining discipline, closely combining party congress preparation and organisation with other political missions, exercising close leadership and direction over the fulfilment of central political tasks in tandem with the Determined to Win Emulation Movement. Great weight should be added to heightening vigilance and combat readiness for firmly protecting national sovereignty over seas and islands in any situations, promptly, effectively dealing with weaknesses and lingering issues within offices and units, gaining more significant accomplishments to welcome all-level party congresses.
