Fully aware of the importance of mass mobilisation, especially in border, mountainous localities, Lao Cai province has been stepping up the emulation movement of “clever mass mobilisation” via creative, effective, practical models and approaches, contributing to improving locals’ living conditions, promoting the people’s synergy, forming a firm “posture of people’s hearts and minds” as the basis for protecting and building a border of peace, stability, and development.
Lao Cai is a border province holding a position of strategic importance in defence, security, diplomatic terms, acting as a trade gateway of Vietnam’s Northern mountainous region and ASEAN states to China’s Southwest region. Over the years, the overall situation within the province in general, along the border in particular has been stable. However, illegal religious activities and crimes of various types have been complex; the people, especially ethnic minorities and those living in isolated, border areas have been faced with a lot of difficulties in their life; hostile forces have been stepping up their sabotage strategy. Against that backdrop, the province has determined to raise the effectiveness of mass mobilisation, promoting the emulation movement of “clever mass mobilisation” as an important bridge between “the Party’s will” and “the people’s heart”, creating a source of internal strength, laying a solid foundation for its overall development, maintaining peace and stability in its border area.

Under the Party’s documents on mass mobilisation, particularly Conclusion 43-KL/TW, dated 7 January 2019, by the 12th Party Central Committee’s Secretariat, the Provincial Party Committee Standing Board has issued a Project on raising the effectiveness of “clever mass mobilisation” emulation movement with detailed targets and content and a focus on new, difficult tasks and isolated, remote, border areas. At the same time, the movement has been closely combined with other emulation movements, campaigns, national target programs, the study and following of Ho Chi Minh’s ideology, ethics, and lifestyle, and the campaign entitled “all people unite to build new-style rural areas and civilised urban areas”. In the process, many creative, effective models and approaches have been multiplied, spread in all fields, and synchronously applied at all levels. Up to now, the entire province has developed and effectively maintained 5,287 models and typical examples of “clever mass mobilisation” in all aspects of social life. The effectiveness of the movement has contributed to comprehensively raising the people’s awareness, cementing national great unity, fostering a communal bond in support of socio-economic, cultural development, improving the people’s income and living conditions, promoting the people’s right to mastery, and enabling the people to take part in state management and supervision of authorities’ activities. Besides, the movement has directly contributed to raising public awareness of territorial sovereignty and encouraging the people to take part in border line and marker protection, maintain cooperation and exchange with the neighbouring country’s populace, provide information for the fight against crimes, smuggling, and illegal immigration, thus ensuring security and order in the border area, building a border of peace and friendship.
However, drug crimes, human trafficking, smuggling, and trade frauds still take place along the border with more cunning tactics; unregulated migration has yet to be ended; natural disasters, epidemics, and rural security issues are still complex; hostile forces regularly take advantage of ethnicity and religion issues to incite the people and undermine solidarity within communities. Against that backdrop, the province will continue to take synchronised measures to raise the effectiveness of “clever mass mobilisation” emulation movement and consolidate the “posture of people’s hearts and minds” via the following central measures.
First, strengthening party committees and authorities’ leadership and direction over mass mobilisation work and the “clever mass mobilisation” emulation movement. This measure is of critical importance to ensuring that mass mobilisation work will be carried out professionally, synchronously, properly while the “clever mass mobilisation” emulation movement will be developed deeply, practically. To that end, all-level party committees and authorities will continue to grasp and realise the Party’s directives and resolutions on mass mobilisation work. A sense of responsibility among heads of offices and units will be promoted to implement measures for mass mobilisation. The “clever mass mobilisation” emulation movement in all fields, particularly in isolated, remote, border areas will be enhanced to leverage the people’s potential, creativity, willpower, and synergy for socio-economic development and border security protection. Models of “clever mass mobilisation” will be closely aligned with the study and following of Ho Chi Minh’s ideology, ethics, and lifestyle, new-style rural area construction, sustainable poverty reduction, and emulation movements and campaigns launched by party committees, authorities, Vietnam Fatherland Front, and political - social organisations. The role of forces and organisations, especially the armed forces will be promoted to conduct mass mobilisation work. Consideration will be given to improving qualities and professional competence of cadres in charge of mass mobilisation, realising the motto of “staying close to the people, understanding the people, bringing benefits to the people”, regularly carrying out final reviews, drawing lessons, promptly commending, rewarding, and multiplying typical collectives and individuals in the movement.
Second, stepping up propagation to raise awareness and achieve consensus among cadres, party members, and citizens towards the Party and State’s new lines and policies. All-level party committees and authorities will continue to raise the effectiveness of “commune-level propagation and mass mobilisation boards” and “village-level propagation and mass mobilisation teams” and step up the work of propagation via flexible, proper forms to make the people, especially ethnic minorities in the border area more clearly understand the Party and State’s standpoint and lines on border protection. Doing so will also help render the people cognisant of their role in protecting national sovereignty as “living border markers”. Great value will be attached to propagation work to render the people fully aware of the importance, soundness, and scientific basis of the revolution to streamline the political system’s apparatus, making the people clearly understand that the revolution will help improve state management effectiveness and efficiency and create a more favourable condition for themselves to access socio-economic development policies. Emphasis will be placed on disseminating Lao Cai’s robust advances in the era of integration and national development, particularly in border gate economy, tourism, hi-tech agriculture, and digital transformation. The province will require the force in charge of mass mobilisation and cadres and party members to proactively reach out to the people, particularly in remote, isolated areas to conduct propagation work aimed at allowing the population to seize opportunities for development and grasp policies for assisting the people themselves in production and business transformation. Those efforts will not only help achieve consensus among the people about the Party’s lines, but also enable the people to adapt themselves to changes and actively take part in socio-economic development in the period of integration and sustainable development.
Third, continuing to multiply and promote “clever mass mobilisation” models in various fields. In economic field, those models will be centred on creating all favourable conditions for the people to transform their crop and livestock structure and maintain cooperation in production and business, with a view to fostering sustainable poverty reduction, production, business, and legitimate enrichment. The province will continue to promote cultural and social models, such as “providing support for children’s schooling” by the Border Guard Force, “building peaceful religious sites”, and “schools without child marriage or dropouts” in order to improve the people’s intellectual level, build healthy, civilised cultural life, and encourage the people, particularly in remote, isolated area to eliminate depraved customs. In defence and security spheres, importance will be attached to developing models of law propagation, dissemination, and education among people from all walks of life and encouraging local population to uphold patriotism, a sense of responsibility, and revolutionary vigilance against hostile forces’ plots and artifices.
Fourth, enhancing authorities’ mass mobilisation work. This is a measure of paramount importance to mass mobilisation work as it directly impacts on the people’s sentiment, attitude, and consensus towards all-level authorities and helps cement the people’s trust in the Party and State. Thus, the province will continue to execute its Plan for authorities’ mass mobilisation work in the period of 2022 - 2026, with a focus on stepping up administrative reform in a modernised, systematised, transparent manner and promoting digital transformation in the services for the people. The province will devote efforts to raising awareness and a sense of responsibility among cadres, public servants, and heads of offices and units and well implementing regulations on public service ethics, workplace culture, work style, and code of conduct for those staff members under the motto of “respecting the people, staying close to the people, understanding the people, learning from the people, being responsible to the people”. The province will completely deal with bureaucracy and arrogance towards the people and closely execute the Law on Implementation of Grass-Roots Democracy in a bid to encourage cadres, public servants, and citizens to heighten the right to mastery and actively, proactively, self-consciously take part in Patriotic Emulation Movements, campaigns, supervision, and social criticism under the principle: “the people know, the people discuss, the people do, the people inspect, the people supervise, and the people benefit”. Departments, sectors, and localities will strictly implement the Law on Reception of Citizens, the Law on Complaints, and the Law on Denunciations, promptly grasp and settle pressing issues from citizens and businesses right at grass-roots level, and minimise complaints bypassing the level of authority and collective complaints.
A firm “posture of people’s hearts and minds” is the goal and incentive of Fatherland construction and protection. Mass mobilisation work not only plays an important role in consolidating that posture, but also constitutes the main method for leveraging national great unity strength. With the drastic involvement of the entire political system and the people’s support, mass mobilisation work and the “clever mass mobilisation” emulation movement across Lao Cai will continue to produce practical outcomes as the basis for the province to firmly protect national sovereignty and territorial integrity and foster its rapid and sustainable socio-economic development.
