Factory Z755 of the Signal Corps is a defence and security enterprise, a facility for strategic information technology assurance. From a small-sized technical facility, after 50 years of construction and growth, the Factory has seen comprehensive developments. In recent years, despite facing difficulties due to the shortage of inputs for production, increasingly fierce competition,... with the intelligence and bravery of the "Uncle Ho's soldiers", the Factory has proactively overcome the challenges and gained steady developments. Its capacity and efficiency of defence - economic production have been remarkably improved. The Factory has mastered the technology to repair new and modern signal equipment; been able to repair, renovate, modernise, design, and manufacture military signal equipment and weapons; produced synchronised materials and spare parts for operational and tactical signal equipment and some high-tech technical materials, reducing dependence on foreign supplies. At the same time, it has produced many dual-use, advanced, high-value electronic and telecommunications products. Those products are all integrated with high technology, environmentally friendly, reasonably priced and stand firm in the market. Some products meet export standards to foreign markets. In recent years, its revenue has reached 90 - 100 billion VND/year, meeting and exceeding the planned target. For these achievements, it has been awarded by the State with 05 Feat Orders, 01 Third-class Labour Order, 01 Third-class Fatherland Defence Order and many other noble awards and titles.

To achieve that result, first of all, the Party Committee and the Board of Directors of the Factory strengthened the leadership and direction of Party committees and commanders at all levels for the task of defence and economic production and determined this as a key and decisive solution. Accordingly, the Factory pays special attention to building clean and strong Party committees and organisations at all levels, maintaining the Party's leadership in the enterprise. The focus is to regularly consolidate and perfect Party committees in accordance with the organisational structure, well meeting the requirements and tasks; attach importance to training and improving the qualifications and capacity of Party committee members, especially the capacity to grasp, concretise and implement resolutions. During task performance, the Factory requires Party committees and cadres in charge at all levels to promote their highest roles and responsibilities in maintaining, inspecting and urging departments to improve the quality of production, business and repair of signal equipment. Thereby, creating consensus, solidarity, and high unity among cadres, employees, and labourers in production and business; ready to take and successfully complete tasks of repairing military signal equipment, especially maintaining and repairing communication equipment of military units stationed in Truong Sa, DK1 Platform, islands and border areas of southern provinces, etc., when required.

As the equipment and weapons brought to the Factory for repair have been used for many years, their technical and tactical features have decreased, and spare parts are rare, the Party Committee and the Board of Directors of the Factory have thoroughly grasped the viewpoint of combining the economy with national defence, national defence with the economy of the Party, directly the resolutions and directives of the Central Military Commission, the Party Committee of the Corps on innovation, improving the operational efficiency of military enterprises and the development orientation of the Factory of the Corps Commander, etc. to create consensus, promote creativity and solidarity in performing the tasks from cadres, technicians, workers, employees, and labourers. On that basis, the Factory and its subordinate departments develop resolutions, action programmes and plans which are relevant, highly feasible, and suitable to each stage. As a result, its annual performance of the defence-economic combination task always meets and exceeds the target.

In addition to defence production, the Factory takes advantage of surplus capacity to produce economic goods, provide some services to create jobs and increase income for its workers. To improve efficiency in economic production, it promotes the role of collectives and individuals in finding orders, expanding markets; participates in trade promotion fairs abroad; maintains contracts with existing partners; removes difficulties in consumption and increases the value of traditional products. Besides, it maintains the existing economic activities well and runs some new production and business models. In the past 5 years, its output total value reached over 500 billion VND; its pre-tax profit mounted up to about 75 billion VND. The factory paid to the State and National Defence budget over 70 billion VND, reaching the set target.

Doing repair work

Human resources play an important role in the existence and development of each enterprise. This is especially true for an enterprise operating in fast-paced technology. Fully aware of this, the Factory has taken strong measures to develop high-calibre human resources. Accordingly, along with streamlining its workforce in the direction of "lean, compact, efficient", in accordance with the operating model, the Factory proactively reviews, conducts training, and develops human resources, meeting immediate and long-term requirements. In order to develop leading experts, skilled employees and technicians, besides innovating the technical training content, programmes, and methods, it focuses on acquiring and transferring new technologies and modern equipment that have been purchased recently. Moreover, it actively promotes cooperation in training, research and application with Hanoi University of Science and Technology, Ho Chi Minh City University of Technical Education, ... science and technology facilities in the area; combines with Viettel Group, the Centre for High-Tech Signal Technology, the Signal Officer College, ... to hold refresher courses on new equipment; coordinates with a number of high-tech partners to provide on-site professional training; sends its officers and technicians to domestic and oversea training courses. To keep high skill human resources, the Factory offers preferential treatments, both material and spiritual incentives to make its staff satisfactory, dedicated and enthusiastic with their work.

Currently, over 64% of its staff finishes tertiary education; some of them graduated from the talented engineer training programmes. Its managerial and executive personnels are well-trained in engineering, command and staff, meeting the requirements of research, production, repair, renovation, modernisation of military communications equipment and socio-economic development. In just the past 10 years, its technical staff has finished 92 scientific projects, introduced 339 technical initiatives which have been applied in practice. It has been able to repair and produce the required military communications equipment and spare parts; researched and successfully tested many high-tech equipment and materials, successfully accomplishing its key political tasks. The achievements gained over the past 50 years are a great spiritual motivation and foundation for the Factory to continue to promote and successfully complete the tasks of defence and economic production, maintain its brand and reputation, and firmly step on the path of development and integration; develop it into a research facility, applying science, technology, innovation, creativity and digital transformation in the production of materials and technical equipment, ready to participate in the defence industrial production chain in the field of military communications, contributing to the construction of a modern Signal Corps and enhancing the potential of the defence industry, meeting the requirements and tasks of building and protecting the Fatherland in the new situation.
