Implementing the breakthrough that "Making a steady change in discipline compliance and law enforcement" as stipulated in the Resolution of the Provincial Military Party Congress for the 2020-2025 term, over the years, the Military Party Committee and the Military Command of Vinh Phuc Province have implemented many contents and solutions for synchronous leadership and direction, in which promoting legal dissemination and education is considered the primary factor, the foundation for effectively implementing the above content. With the sound policy, appropriate, serious and creative measures for implementation, the awareness and actions of officers and soldiers in complying with State laws and military discipline have seen substantial and solid changes, contributing significantly to building the Provincial Military Party Committee pure and strong, and units of the Provincial armed forces all-strong, "exemplary and typical", excellently completing tasks, being one of the leading units in the Determined to win Emulation Movement of Military Region 2 and the Patriotic Emulation Movement of Vinh Phuc province.

In the coming time, the national defence, military, and homeland protection tasks of the Provincial Armed Forces will see new developments with increasingly high requirements. Hostile forces will continue to accelerate their sabotage in many areas of social life; the situation of political security, social order and safety, rural security, social evils in the Province, especially in areas of projects, industrial parks, etc., still contains many complexities. Especially, the ongoing downsizing of the administrative apparatus and local military agencies will have a significant impact on the thought, feelings, and sense of legal and discipline observance of officers and soldiers of the Provincial Armed Forces.

Facing this situation, the Provincial Military Party Committee and the Provincial Military Command have determined to strengthen leadership and direction of the work of legal dissemination and education. Party committees and commanders at all levels should continue to thoroughly grasp and strictly implement resolutions, directives, instructions, etc. related to this work, directly Directive No. 08-CT/DU, dated 26 June 2023 of the Standing Committee of the Party Committee of MR2 on improving the quality of legal and discipline education and safety assurance in the armed forces of MR2. Step up the implementation of thematic resolutions on leading the regularity building discipline, the management and compliance with State law and military discipline at all levels. In particular, attention should be paid to assessing the actual situation of law enforcement and discipline of agencies and units. To make it more effective, in regular resolutions and conclusions, Party Committees and Party organisations at all levels should identify the work of legal dissemination and education, regularity building as a key content of leadership and direction. On that basis, political commissars, political officers and commanders at all levels shall specify programmes and plans for unified implementation in their agencies or units. At the same time, it is necessary to regularly improve and promote the role and effectiveness of the Council for coordination in legal dissemination and education, the contingent of political lecturers, reporters and propagandists at all levels; take the results of leadership, direction and effectiveness of this work as a performance indicator for annual evaluation, classification, and commendation of cadres and party members. Doing this will help bring about a unity in awareness, responsibility and action of Party committees, commanders at all levels and the contingent of cadres and party members, making substantial and solid changes in this work in the entire provincial armed forces.

Faced with the uneven level of perception of the subjects, the Provincial Military Party Committee and the Provincial Military Command direct agencies and units to actively innovate content and programmes, flexibly and creatively apply forms and methods of legal dissemination and education. Accordingly, together with completing 100% of the contents and programmes of legal dissemination and education according to regulations, agencies and units, based on practical situations, thoroughly conduct the education and studying of legal documents, newly issued or amended and supplemented regulations directly related to the fields of national defence and military activities. They have actively exploited and effectively used documents about legal dissemination and education on the e portal; the system of military and defence legal documents; the electronic legal bookcase of MR2 and the legal website of Vinh Phuc province. At the same time, there is a need to proactively compile Q&R documents and leaflets with specific contents and solutions on discipline training, regularity building; preventing and countering serious discipline violations; fighting against social evils, associated with the building and promotion of the tradition and noble qualities of "Uncle Ho's Soldiers". Agencies and units should proactively inform and propagate the situation of violation, promptly draw lessons, orient thoughts, create high consensus and unity for officers and soldiers to voluntarily train, cultivate, strictly comply with the laws of the State, the discipline of the Army, instructions and orders of all levels, especially in the face of sensitive and complicated issues and times.

In terms of form and method, the Provincial Military Command requires diversification, flexible, creative, appropriate and suitable application. As for the standing force, agencies and units should focus on improving the quality and effectiveness of basic education, together with the execution of their political tasks, meetings, news briefing, political activities, forums, seminars, cultural and artistic performance, legal contests, billboards, slogans. Regularly maintain and promote the effectiveness of the Political, Spiritual, and Cultural Day, Legal Day every month, cultural institutions in the unit; the activities of the "Military Psychological and Legal Counseling Team" and the model: "A legal question a day", "Feedback box at the grassroots unit", etc. Actively coordinate with judicial agencies of the MR2 and Vinh Phuc Province to invite reporters to conduct legal dissemination and education for soldiers. For the reserve force and the militia, the provincial armed forces focus on conducting legal dissemination and education during the training period seriously and in accordance with regulations, contributing to raising the awareness and responsibility of officers and soldiers for law obedience and task performance. For the people, agencies and units proactively coordinate with local Party committees and authorities to promote the implementation of the Project "Promoting the role of the VPA in participating in the dissemination and education of law, mobilising people to comply with the law at the grassroots level for the period 2021 - 2027" according to Decision No. 1371/QD-TTg, dated 30 July 2021 of the Prime Minister. Actively propagate and raise awareness of the rule of law for people of all strata; persuade people to raise their vigilance, not to believe or follow bad guys as to take advantage of ethnic and religious issues to oppose the government. This is to contribute to building a safe and strong locality.

In order to make this work effective, sustainable, and turn soldiers' awareness into action, the Provincial Military Command requires the close combination of the dissemination and education of law with the work of regularity building and discipline management. Agencies and units focus on improving the quality of regularity building and working regimes. Regularly and seriously maintaining discipline, daily and weekly regimes. In the work of ideological management and discipline, agencies and units synchronously implement measures to manage soldiers under their authority according to decentralisation in terms of ideology, qualities, abilities, family and social relationships, with special attention being paid to soldiers performing ad hoc tasks outside their barracks, those who operate in scattered and small units, and those who work in restructured agencies and units, in sensitive times,  such as: holidays, breaks, leave, etc. Proactively coordinate closely with local Party committees, authorities, and families to grasp the thoughts and relationships of soldiers, promptly detect and have preventive measures, avoid being made passive or surprised. Strengthen and enhance the inspection and control of specialised forces and commanders at all levels, promptly detect violations, and have serious punishments in accordance with Circular No. 143/2023/TT-BQP, dated 27 December 2023 of the Ministry of National Defence ruling disciplinary actions in the Vietnam People's Army. It strives that 100% of its agencies and units always comply with State laws and military discipline seriously with absolute safety in all activities, not to let serious disciplinary violations and unsafety occur due to subjective errors; common violations is kept under 0.2%, contributing to building an all-strong, "exemplary and typical" unit, excellently completing all tasks assigned.
