Ha Tinh province focuses on effectively implementing national defence and military tasks
Deeply grasping the Resolution of the 14th National Congress of the Party on implementing the two strategic tasks of building and defending the Fatherland in the new era, Ha Tinh province has focused on leading, directing, and effectively implementing national defence and military tasks, aiming to create a favourable environment for comprehensive, rapid, and sustainable development.
Ha Tinh province is located in the North Central region, on the vital North-South transportation axis and the East-West economic corridor. It shares land border with two Lao provinces of Bolikhamsai and Khammouane, with the Cau Treo international border gate. The province boasts 137 km of coastline with Vung Ang - Son Duong deep-water port, etc., thus possessing a strategically important position in terms of economy, national defence, security, and foreign relations. This provides favourable conditions for the province to attract investment, expand international relations, and promote socio-economic development. At the same time, it places very high demands on national defence, military affairs, and security in the area.

Deeply understanding the requirements of building and defending the Fatherland in the new situation, the Party Committee, government, and the entire political system of Ha Tinh province have always paid attention to leading and directing the effective implementation of national defence and military tasks, identifying this as a crucial and regular task for all levels, sectors, and localities. The Standing Committee of the Provincial Party Committee has directed the timely and serious implementation of the Party's policies and resolutions on national defence and military affairs; thereby raising the awareness of Party committees, governments, cadres, Party members, armed forces, and the People about the task of building and defending the Fatherland. The province has seriously and effectively implemented the policy of streamlining the political system, including reorganising military agencies in a “lean, efficient, and strong” manner, in line with the policy of implementing a two-tiered local government model, ensuring stable operation. The armed forces units have strengthened coordination and maintained a firm grasp of the situation; strictly maintained combat readiness; improved the quality of training, exercises, and the building of a professional and disciplined force; intensified the fight against and suppression of all types of crime; actively participated in disaster prevention and control, search and rescue; assisted the people in socio-economic development, and effectively implemented social welfare policies and policies supporting the military's rear areas, etc.
The successful implementation of national defence and military tasks, as well as ensuring political security, social order, and safety of Ha Tinh province has created favourable conditions for its socio-economic development. To date, the province has seen over 1,560 ongoing investment projects with a total capital of nearly 600,000 billion VND. In the first quarter of 2026, its socio-economic situation continued to achieve many positive results, earning a growth rate of 12.42%, ranking first among 34 provinces and cities nationwide. Besides, its culture and society have received due attention for comprehensive development, resulting in the increasingly improved material and spiritual lives of the People, etc.

In the coming time, the situation is predicted to encompass many difficulties and challenges. More demands are placed for the Party Committee, government, and People of Ha Tinh province in general, and the provincial armed forces in particular, requiring greater determination, effort, and decisive action. To meet this requirement, the province is determined to continue upholding the tradition of unity and solidarity, innovation of thinking, and improving leadership, guidance, and implementation capabilities; focus on building a clean and strong Party and political system; develop socio-economy; improve the People's living standards; ensure national defence and security, and promote foreign relations. In particular, particular emphasis should be placed on effectively carrying out local defence and military tasks, with the following key solutions:
First, strengthening the leadership and guidance of Party committees, Party organisations, and governments at all levels regarding national defence and military affairs. Party committees, Party organisations, and governments at all levels should continue to thoroughly understand the Resolution of the 14th National Party Congress, Resolution No. 8 (13th term) of the Central Committee on the Strategy for Fatherland defence in the new situation, the Resolution of the 20th Provincial Party Congress for 2025-2030 term, and other documents from the Central Committee, the Central Military Commission, the Ministry of National Defence, and Military Region 4 on national defence and military affairs. Then, they should concretise these documents into resolutions, programmes, and implementation plans that are scientific, synchronised, and relevant to each locality.
In addition, it is necessary to focus on building clean, strong Party committees and organisations at all levels with comprehensive leadership capacity and high combat effectiveness; enhance the quality and effectiveness of leadership in national defence and military affairs, and improve the effectiveness and efficiency of state management in national defence and security. Focus on consolidating and improving the quality of operation of commune-level military Party cells; consolidate local military agencies according to the two-tiered local government model. Continue to promote training and improve the skills and capabilities of cadres at all levels, especially grassroots military officers and leading cadres in remote, border, and coastal areas; clearly define the leadership, management, and coordination mechanisms among forces, agencies, and departments in carrying out national defence and military tasks. Strengthen inspection and supervision of the implementation of national defence and military tasks by agencies, units, and localities; promptly identify and correct shortcomings and weaknesses, maintain discipline and order, and ensure that all policies and solutions are implemented synchronously, seriously, and effectively.
Secondly, improving the quality of education and training in national defence and security knowledge. Regularly strengthen the Council for defence and security education at all levels to make them sufficient and effective. The Provincial Military Command closely coordinates with departments, agencies, and localities to review, develop plans, and conduct defence and security training for target groups in a serious manner. The training content should focus on new viewpoints and guidelines of the Party, and policies and laws of the State on national defence and security in the new situation, especially on building a strong and modern all-people national defence; combining socio-economic development with strengthening and consolidating national defence, security, and foreign relations, as well as the conspiracies and subversive tactics of hostile forces, etc. Flexibly apply various forms and methods, including the application of information technology, the promotion of mass media and social networks; integrate training content into cultural activities, festivals, community life, experiential activities, and field trips of students, thereby cultivating national pride and awaken the sense of responsibility of each citizen in building and protecting the Fatherland.

Thirdly, closely integrate socio-economic development with strengthening national defence and security, creating a foundation for building a proactive and solid defence zone. Thoroughly implement the Resolution of the 14th National Party Congress; Resolution No. 26-NQ/TW, dated 3 November 2022, of the Politburo on socio-economic development and ensuring national defence and security in the North Central and Central Coastal regions until 2030, with a vision to 2045; and the Resolution of the Provincial Party Congress for the 2025-2030 term; focus on reviewing and adjusting the master socio-economic development plan in conjunction with national defence and security, linking socio-economic development with national defence and security. In particular, promote rapid and sustainable socio-economic development based on modern industry, high-quality services, and smart agriculture; develop science, technology, innovation, and digital transformation as the main driving forces. Focus on mobilising, allocating, and effectively utilising all resources, implementing development orientations synchronously, and create a solid economic foundation to strengthen national defence and security capabilities. Simultaneously, prioritise the development of strategic infrastructure in a synchronised, modern, and dual-use manner, especially key transportation routes such as the North-South high-speed railway, the Vientiane-Vung Ang railway, and the Vung Ang-Cha Lo expressway, contributing to expanding regional and international connectivity and broadening development space; while also meeting the requirements for troop mobility and serving national defence and security purposes in the event of emergencies.
Promote sustainable and modern marine economic development associated with the protection of maritime sovereignty and islands, and the establishment of solid national defence and people's security posture in the maritime sector. This includes the completion of the planning for coastal spatial development, the development of fishing port infrastructure, fisheries logistics services, coastal tourism areas, urban areas, and the Vung Ang Economic Zone. At the same time, attention should be paid to socio-economic development in mountainous, border, and remote areas, contributing to improving the living standards of the People, consolidating “people's heart and mind posture” and creating a foundation for building a proactive and solid defence zone, and a strong and modern national defence system along the province's border.
Fourth, building a strong provincial armed force, serving as the core for implementing national defence and military tasks. Build a strong armed force in terms of politics, ideology, ethics, organisation, and personnel, with high overall quality and combat strength. Continue to thoroughly grasp and implement the conclusions of the Politburo and the Secretariat, and the directives of the Central Military Commission and the Ministry of National Defence on the policy of deploying military officers to the communes; focus on building “lean, efficient, and strong” local military commands at all levels to meet the requirements of the new situation. At the same time, strengthen the training of cadres, especially those of the communal military commands, contributing to improving the implementation efficiency of national defence and military work of localities.
Build a standing force with firm political resolve, excellent profession, and good advisory capability on defence and military affairs; build a strong and capable reserve force. Build and implement the Project “Organisation, training, and operation of militia and self-defence forces in Ha Tinh Province for 2026-2030 period”.
Focus on improving the quality of training and exercises. For 2026, prepare and carry out the provincial defence zone exercise and combat exercises in the defence zones of communes and wards in a quality and effective manner with absolute safety. Strengthen regularity routine, discipline management, and maintain high combat readiness; closely monitor the local situation, promptly handle situations, and avoid being made passive or unattended. Simultaneously, effectively implement civil defence, respond quickly and effectively to non-traditional security challenges, especially in disaster prevention and control, search and rescue, etc., and successfully fulfill the “combat task in peacetime”.
With strong political determination, innovative thinking, creative approaches, cautious, flexible, and steady steps, Ha Tinh province is determined to effectively implement national defence and military tasks, creating a solid foundation and important driving force for rapid and sustainable development.
