To build a “regular, advanced, and exemplary” school, the Artillery Officers Training School has paid attention to building ideologically and organizationally strong Party Committee, considering it the key task in the coming years.

Grasping and implementing the Party committees’ resolutions on Party building, particularly the Resolution No. 199-NQ/ĐUBC of the Artillery Arm’s Party Committee, the 139-HD/CCT guiding document of the Arm’s Political Department on improving the quality of Party meetings, the School’s Party Committee and Board have focused on leading and directing the task of building the politically, ideologically, organizationally, and morally strong Party Committee. At the same time, attention has been paid to developing plans to implement this task relevant to the situation and the requirements. The leadership content must be comprehensive, but focus on making a breakthrough in overcoming the weaknesses, and combined with the implementation of the Party Central Committee’s 4^th Plenum’s Resolution on Party building and rectification, the Directive 05-CT/TW of the Politburo (12^th tenure), the Directive 87-CT/QUTW of the Central Military Commission on “accelerating the studying and following Ho Chi Minh’s ideology, morality, and lifestyle”, the Movement on “promoting the tradition, devoting talent, and deserving Uncle Ho’s soldiers”, and Resolution 51-NQ/TW of the Politburo (11^th tenure). Therefore, the leadership capability and fighting strength of the party committees and organizations, efficiency of Party work and political work, role and sense of responsibility of commanding officers and instructors have been improved, meeting the education and training requirements of the School. Annually, over 80% of School’s Party organizations are rated clean and strong and over 85% of the Party members accomplish their work.

At present, all the School’s instructors have got Bachelor degrees, with 43.82% of them holding Master and Doctor Degrees. The education and training of the School have new progresses, meeting the higher requirements. To successfully fulfil the missions, the School’s Party Committee has focused on following focal points.

Firstly, grasping and implementing the resolutions and directives of higher Party committees, including the Resolutions of the Arm’s 13^th Party Congress and the School’s 20^th Party Congress (2015-2020 tenure).

Party committees and commanding officers at all levels should concentrate on leading and directing the implementation of the year 2018’s motto “quality, discipline, and responsibility” and “one focal points, three breakthroughs, and three completion-s”, enhancing the quality of education and training; accelerating the regular building and discipline maintenance, making sustainable changes in obeying State’s law, the Army’s discipline, and the School’s regulations.

It is necessary to effectively conduct solutions on Party building and rectification in accordance with the Party’s Central Resolution No.4 (12^th tenure) and the Directive 05-CT/TW of the Politburo (12^th tenure), the Directive 87-CT/QUTW of the Military Central Commission. The officers, first and foremost the key officers should map out measures to proactively prevent and fight against manifestations of degradation on political ideology, morality, and lifestyle, “self-evolution”, “self-transformation” among the School’s officers, party members, cadets and soldiers. Importance should be attached to the tasks of inspection and supervision on ideology, morality, and style of officers and party members at grass-roots level. At the same time, there should be renovation on methods and forms of education, enhancing dialogue with the officers, instructors, cadets and soldiers to understand their thoughts and expectations, and achieve a sense of unity at each department, faculty, and unit.

Secondly, focusing on improving leadership capability, fighting strength of party committees at grass-roots level. The Party committees and organizations at all levels should gasp and strictly implement resolutions of higher levels and conclusions of the School’s Party Committee on enhancing the quality of party committee and organization building, promoting the leading role of party committees, improving the efficiency of the task of directives and resolutions’ implementation. Significance should be attached to strictly practicing the principles of democratic centralism, collective leadership, and individual responsibility; fostering criticism and self-criticism; strictly maintaining the  regulations party meeting; combining the party committee building with key cadres training, and the clean and strong party organization building with comprehensively strong unit building, etc. Party committees’ members of higher levels should participate in party meetings of the lower levels to opportunely direct the measures to overcome shortcomings and weaknesses. As a result, the leadership capability and fighting strength of party committees and organizations, and the effectiveness of party work and political work have been improved. The party committee’s members and commanding officers have been really the key figures in all units. They have actively overcome difficulties and shown their sense of responsibility in conducting missions.

Thirdly, constantly renewing contents and methods of education and training for party members. Together with forming striving criteria for party members, the party committees at all levels should successfully implement the task of managing cadres and party members’ ideology, morality, lifestyle and social relations. They should follow regulations and guidance of the Party, the General Political Department on conditions to be a party member, paying attention to the training and the improvement of the quality of potential party members, particularly at units for cadet management. Due regard should be paid to the task of internal political protection in order to make sure that 100% of the party organizations are politically clean.

The task of improving awareness of cadres and party members should be combined with the concretization of assigned responsibility and missions of commanding officers, party members, and key instructors; opportunely adjusting misconception, improper words and actions that violate the regulations on things that party members must not do. The School’s Party Committee has ordered its junior party committees, first and foremost the party secretaries and deputy secretaries to constantly renew their leadership style and methods, to strictly implement the Regulation 101-QĐ/TW of the Party Secretariat and Regulation 646-QĐ/QUTW of the Military Central Commission on the responsibility to set up models of cadres and party members; to thoroughly prepare contents, draft resolutions, and promote democracy so that the party members could contribute to building leadership resolutions.

Fourthly, successfully conducting the personnel work. Acknowledging that it is the key point of the key points, party committees and organizations should always grasp and strictly implement the Resolution 769-NQ/QUTW of the Military Central Commission on “building military cadres for the period of 2013-2020 and the following years”, building a contingent of cadres with good health, proper quality, quantity, and ages. In addition to general criteria, they should be qualified with general and specialist knowledge, commanding skills, teaching methodology, etc. Together with selecting and sending cadres to study in domestic and foreign colleges and universities, the School has closely followed the direction in which it conducts training through the working experience and self-improvement, and the senior officers share experience with the junior ones. Another direction is that, commanding officers at departments and staff officers must be qualified with deep knowledge, short speaking, compact writing, correct advise, practical and resolute leadership style; while commanders of the units for cadet management must “stay close to the cadets and reality”, and  instructors should be “hard-working, creative, and typical models”. To successfully accomplish this task, importance should be attached to commanding officers and instructors training and preparation, ensuring the sustainable development and transformation; enhancing the rotation of officers among different departments and faculties; strictly practicing the assessment and appointment of cadres.

Fifthly, enhancing the task of inspection and supervision. The reality shows that with any task, if the inspection and supervision are disregard, the quality and effectiveness will be moderate. Therefore, the School Party Committee should always pay attention to “broadened supervision and focalized inspection”; to combining the inspection and supervision of junior party committees and organizations with the inspection and supervision of party committee’s members and key officers; to resolutely fighting against the negative manifestations, the violation of principles on party organization and meeting, and the degradation of political ideology, morality and lifestyle among cadres and party members; to enhancing the efficiency and effectiveness of party work and political work; to strengthening and promoting the role of mass organizations in building the contingent of cadres and party organizations.

Successfully conducting the above mentioned key tasks will make contribution to building the politically, ideologically, and organizationally strong School’s Party Committee and the comprehensively strong School to successfully fulfil all education and training targets and requirements in the new situation.
