Division 312 focuses on improving combat strength

Improving overall quality, combat strength, being ready to receive and successfully complete all assigned tasks, worthy of being the main, mobile unit of the 12th Corps is the highest political goal and determination that the Party Committee and command of Division 312 focus on.

Division 312, also known as the Victorious Division,  is one of the first main and mobile divisions of the Vietnam People's Army, which was established on 27 December 1950 and best known for Xuan Trach Victory in the Midland Campaign.

During the 75-year journey of building, fighting and development, generations of its officers and soldiers have always upheld their innitiative, participated in many large and important operations, together with the troops and people of the whole country, scored several resounding achievements, made the tradition of "Solidarity, Bravery, Victory", contributing significantly to the cause of national liberation and defence.

In recent years, in response to the requirements of the task of Military building, strengthening national defence, and protecting the Fatherland in the new situation, implementing the decision of the Ministry of National Defence, the Division has been equiped with strong firepower, and put under Corps 12 - the first elite, compact, and strong Corps of the Vietnam People's Army. Fully aware of the honour, responsibility, and requirements of its assigned tasks, the Division has constantly strived to promote its tradition, and built an all strong “exemplary and typical” unit. With its glorious feats and outstanding achievements, it was honoured to receive Uncle Ho four times and presented the “Determined to fight, determined to win” Flag; 9 collectives and 11 individuals were awarded the title of Hero of the People's Armed Forces by the State, among other noble awards for other collectives and individuals.

Getting ready for firmly protecting the assigned areas

At present, the task of Military building and Fatherland defence has seen new developments, posing very high requirements and many difficulties and challenges. To be ready to successfully carry out its assigned tasks and meet mission requirements in the new situation, the Division continues to resolutely and synchronously implement many solutions to improve its overall quality and combat strength, focusing on the following main ones:

Firstly, improving the leadership capacity of Party committees and Party organisations at all levels. During 75 years of building, fighting and development, the most important factor that determines the overall quality and fighting strength of the Division is the full utilisation of the leadership role of Party committees and Party organisations at all levels. Inheriting this valuable experiences, the Division continues to thoroughly grasp, concretise and strictly implement resolutions, directives, conclusions, regulations and instructions of the Party, the Central Military Commission, the Ministry of National Defence and the Party Committee and Command of Corps 12 on Party building and rectification in conjunction with promoting the study and following of Ho Chi Minh's thought, morality and lifestyle; resolutely prevent and repel signs of internal degradation in political ideology, morality, lifestyle, “self-evolution” and “self-transformation”. Regularly consolidate and perfect Party committees and Party organisations at all levels in accordance with new organisational structures, ensuring sufficient quantity and high quality; Closely combine the building of Party committees with the building of cadres at all levels; strictly manage the cadres and party members, and build the Division Party “firm from the root, strong from the base”.

At the same time, it is necessary to actively innovate leadership methods and styles, improve the quality of activities and leadership effectiveness of Party committees and Party organisations at all levels. Strictly implement the principles of democratic centralism, collective leadership, and individual accountability; promote self-criticism and criticism, promote the spirit of "self-reflection" and "self-correction" of cadres and Party members; regularly supplement and perfect working regulations and leadership regulations of important work aspects, harmoniously resolve relationships, and maintain solidarity within Party committees, agencies, and units. Conduct annual evaluation and classification of Party organisations, cadres, and Party members in a serious manner in accordance with procedures and instructions. Continue to effectively promote the model of "4 Good Party Cells"; improve the quality of inspection and supervision, effectively implement the Grassroots Democracy Regulations, and create motivation for cadres and party members to strive to successfully complete their assigned tasks.

Secondly, attaching special importance to improving the quality of training and combat readiness as foundation for building the Division “elite and modern”. This is an important task, which is paid special importance by the Party Committee and Command of the Division. First of all, it continues to direct agencies and units to strengthen education, briefing and implementation of the resolutions and directives from higher echelons on training and combat readiness, thereby creating an unanimity in awareness and action for officers and soldiers. Focus on thorough preparation for training; strictly maintain the regime of approving lesson plans; actively renovate training grounds, promote initiatives, improve teaching aids and apply information technology into training and exercises.

Conducting training for new recruits

During the training time, it is necessary to adhere to the motto, viewpoints, principles and combinations; attach importance to synchronous and specialised training towards modern, anemy-based and weapon-based direction. There should be breakthroughs to improve the quality of tactical, technical, command and physical training for even and steady improvements; promote the role of battalion-level specialised teacher groups and regiment-level model teacher groups. In addition, there need to focus on high-tech combat training, physical training, cross-terrain training, extreme weather training, and high intensity training. With heavy guns deployed, the Division pays attention to training to improve the joint-force coordination in combat and exercises, closely combining traditional and modern fighting methods; applying automation technology, digital technology, and simulation technology to make soldiers familiar with actual combat situations. Renew the forms and methods of testing, competitions, and evaluation of training in a serious manner; implement "two real" in training, etc. Proactively develop and perfect combat plans and documents; conduct training effectively to make troops ready to carry out tasks in all situations, not to be made passive or surprised.

Thirdly, strengthening regularity building and disciplining. The Division directs its agencies and units to deploy political activities about raising the awareness and responsibility of soldiers towards themselves, their families, their comrades and their units, and about law and discipline bservance and safety assurance to make steady changes in awareness and action for officers and soldiers in complying with State law and Military discipline, so that they are determined to complete all assigned tasks well, and build their agency and unit truly “exemplary and typical”.

Promote internal resources coupled with fund allocaeted by the superior to renovate the barrack, working and living environments, training grounds, warehouses, stations, etc. in a regular, “bright, green, clean, scenic” direction, making all officers and soldiers happy and commit to their units. Maintain seriously the discipline, daily and weekly regimes; strengthen military etiquette and greeting according to regulations; maintain working regulation; all servicemen are required to perform assigned duties and tasks properly; implement top-down role modeling to build a cultured and disciplined lifestyle in the Division. Strengthen the management of strength, especially during break time and off-days, especially those who are on leave and operate out of barrack. Promote the role of youth unions, military councils, “psychological and legal counseling” teams, “threesome teams”, “guard soldiers”, etc. in the management and education of soldiers; promptly detect, prevent, and repel early signs and acts of violations; strive to prevent serious and unsafe incidents, and keep the rate of common disciplinary violations at below 0.2%.

Finally, conducting logistic and technical supply well. The Division directs its agencies and units to make a system of logistics documents, ensure a sufficient amount of logistics material reserves for combat readiness tasks and other regular and ad hoc ones with priorities given to training, drills, combat readiness, disaster prevention and control, search and rescue, etc. Take good care of soldiers' health; manage military supplies well, ensure all provisions for soldiers; promote the emulation movement “The Military Logistics Sector follows Uncle Ho's teachings”. Coordinate with the competent authorities of localities in Phu Tho province, Thai Nguyen province, and Hanoi city in registering and planning the use of defence land for the period 2025 - 2030 with a vision to 2050; build and renovate barracks and training grounds for units being deployed to new bases and receive the ones being newly assigned to the Division strictly in accordance with procedures.

Upholding the “Determined to fight, determined to win” flag presented by beloved Uncle Ho, officers and soldiers of the Division today are determined to overcome all difficulties, stay united, make more effort in training, and try to constantly improve its overall quality, combat strength to make it an “elite and modern” division, meeting the requirements and tasks of Fatherland defence in the new situation./.
