Building comprehensively strong, “exemplary, typical” units is a major policy of the Central Military Commission, the Ministry of National Defence; making an important foundation to build the revolutionary, regular and highly-skilled Military towards modernity, meeting the task requirements of safeguarding the Fatherland in the new situation.

Thoroughly understanding this, in recent years, the Party Committee and Command of Division 301 have made complete and synchronous solutions for well fulfilling all criteria of building comprehensively strong, “exemplary, typical” units according to Directive No. 79/CT-BQP, dated 22 July 2022 by the Minister of Defence. With their determined leadership and direction, and creative methods, together bringing into play the overall power of all offices and units, the task of building all strong, “exemplary, typical” units has gained significant results. Offices and units have been politically and ideologically strengthened; the organisation and staff have been properly restructured; the training and combat readiness quality has been improved; the regularity building and discipline observance have been promoted; the logistic-technical support has been renovated, fully and timely responding to regular and sudden tasks, the Division has been improved with overall quality and combat strength, being ready to receive and successfully accomplish all assigned tasks.

From their reality of leadership and direction on building comprehensively strong, “exemplary, typical” units, the Division has drawn some experiences, which are also main solutions to be done in the coming time as follows:

Firstly, strengthening the leadership and direction of all-level party committees and commands to the task of building comprehensively strong, “exemplary, typical” units. This is a primary solution which has a decisive role in successfully accomplishing the task of building all strong, “exemplary, typical” units. Accordingly, the Division’s Party Committee and Command have held an extensive period of political activities, fully grasped all resolutions, directives and guiding documents, focusing on Directive No. 79/CT-BQP, Dispatch No. 1945/BTL-TM, dated 02 October 2023 by the Hanoi Capital Command to all cadres and soldiers; clearly defined the roles and responsibilities of all party committees, party cells, commanding organisations, groups and individuals, especially the ones of presiding cadres at all levels, at the same time, directed offices and units to make the specialised resolutions for leading this important task in a complete but focused way, focusing on improving the quality of political-ideological education and building of politically-strengthened units; improving the quality of training, exercises, combat readiness, regularity building and discipline management.

In the process of implementation, the Division’s Party Committee and Command pays attention to the building of politically-strengthened units as the basis of other contents; making various solutions for strengthening and building all-level party committees and party organisations which are pure and strong, owning a capable leadership and high combat power; strictly maintaining the principles of party activities, actively renovating the leading forms and methods in order to achieve the comprehensiveness, synchronicity, high quality, assigned goals and requirements. Besides, the Division intensely brings into play the pioneering and exemplary roles of cadres and party members, the presiding cadres’ particularly; combines the results of building comprehensively strong, “exemplary, typical” units with their annual evaluation and classification. As a result, annually, 100% of party committees and party organisations, over 90% of party members have good and excellent task completion; all cadres and soldiers have stable political spirit, without any degradation of political ideology, morality, lifestyle, being ready for receiving and successfully accomplishing all assigned tasks.

Secondly, drastically, synchronously and completely executing the plan of building exemplary units. Based on the 5 criteria of building comprehensively strong, “exemplary, typical” units and the leading contents, goals and solutions for the main political tasks, the Division seriously grasps and executes the plan of building exemplary units of all fields under the direction of the Hanoi Capital Command; at the same time, assigns offices and units to build and multiply models of all fields including training, combat readiness, line-up regulation, regularity building, discipline and law observance, etc. within the Division.

To gain effectiveness in the model building, the Division directs all offices and units to complete the regulations and criteria, making them suitable with their assigned tasks; hold training courses and fully transfer all contents of the model building plans to all cadres and soldiers, unifying their awareness and actions. The Division effectively conducts the mottos such as “The better examples the seniors are, the more active the juniors become”; “Commanders are examples for offices, offices are examples for units, cadres are examples for soldiers”. The Division also maintains and promotes the Determined-to-win Emulation Movements, culminating and breaking emulation phases combined with building comprehensively strong, “exemplary, typical” units in plentiful, diverse and interesting forms. Moreover, the Division frequently upholds the leading roles of the party committees and party organisations, brings into play the roles of all-level presiding cadres and offices in guiding and helping all units and cultural institutions encourage cadres and soldiers in their implementation.

Thirdly, focusing on all contents of building comprehensively strong, “exemplary, typical” units. The Division directs all offices and units to seriously grasp and implement the seniors’ resolutions and directives on training, especially Resolution No. 614-NQ/ĐU, dated 31 January 2024 by the Division’s Party Committee on improving the quality of training, regularity building and discipline management; pay attention to the training preparation, including the further training for cadres, lessons plans, teachings tools and aids, material support, and encouraging cadres to research and conduct technical initiatives. In their training, these offices and units need to strictly follow all the training mottos, viewpoints, principles and patterns; enhance the training direction, operation and management, assuring the training is “focused, consistent, synchronous, effective and non-overlapped”; train each participant with correct and sufficient training contents, programmes and time, focusing on improving the techniques and tactics, the handling of weapons and equipment in service and newly-equipped modern ones, closely combining the training with regularity building, discipline management, etc.; strictly maintain the registration, management and arrangement of reserve soldiers and technical equipment for all units; fully prepare the accommodation and training grounds, sufficiently and quickly mobilise and arrange the reserve forces to be trained as scheduled. In 2024, according to the training examination results, 100% of sessions were rated satisfactory, over 75% being good and excellent (the ones for new soldiers were excellent); the 1-sided 2- levelled or 2-sided 1-levelled military exercises and joint military exercises were rated good at tactics and excellent at techniques; the task of military exercise defending the city of Hanoi was excellently accomplished.

Together, the Division intensely implements solutions for improving the quality of regularity building, discipline and law observance; strictly maintains the daily and weekly activities and routines of learning, assuring soldiers’ behaviours and manners, and the motto; “all soldiers working under their responsibilities and regulations”; effectively utilises the social networks, the “Zalo group for soldiers’ families”; closely coordinates between the units and localities and families in managing soldiers; combines the propaganda and education with administrative methods in order to early discover and timely prevent and solve any expressions of violations of discipline and law among cadres, soldiers and the masses, creating a stable change in complying with the law and discipline. The rate of disciplinary violations which need to be punished within the Division has been kept below 0.2% for years.

Fourthly, taking care of the logistic-technical and financial support. The Division directs all offices and units to pay attention to building systems of barracks, depots, sheds, headquarters and workplaces according to the seniors’ instructions; frequently cares about the logistic-technical support for all tasks, focusing on improving soldiers’ health and life; effectively changes the way of logistic and financial support, gives a top priority to supporting the units which are doing the task of combat readiness training; steps up production, assures hygiene and food safety, and improves the quality of meals for soldiers; builds and manages regular, green, clean and scenic barracks, good catering units and managers of military supplies, efficient clinics with sufficient conditions of medical check and treatment. The Division grasps and effectively carries out the technical work, focusing on improving the quality of technical support, completing all criteria and assuring safety for all depots, sheds, weapons and technical equipment; enhances the regularity building of the Technical sector, and successfully conducts the Campaign of “Managing and exploiting weapons and technical equipment effectively, sustainably, safely, economically, and traffic safety”.

Fifthly, enhancing the inspection and examination, timely making preliminary, final summaries, and drawing experience. To well implement this solution, the Division makes frequent and sudden plans on inspecting, examining and supervising the task of building comprehensively strong, “exemplary, typical” units by all offices and units, through which, to adjust the goals of each phase and task and make solutions to completely solve any shortcomings and weaknesses, at the same time, widely announces the results of model building in different criteria in order to orient soldiers and define the roles and responsibilities of party committees and commands at all levels. Once every month, quarter, 6 months and year, the Division directs offices and units to hold preliminary and final summaries, draw experience and solutions to do the tasks in the coming time; intensely conducts the emulation, commendation, multiplication of advanced typical models, etc. in order to create a strong driving force for all cadres and soldiers to successfully accomplish their assigned tasks.

Bringing into play the achieved results, together with their new determination and ardour, cadres and soldiers of Division 301 have always been united and harmonious, trying to successfully accomplish the task of building all strong, “exemplary, typical” units, making contribution to improving the overall strength and combat power; received and successfully accomplished all assigned tasks, deserving to be the regular and core unit of the Hanoi Capital armed forces.
