The direction of “2 determinations, 2 enhancements, 2 preventions”  by General Secretary and President To Lam is the concretised strategy of the Party on building the Army and defending the Fatherland in the new situation. Thoroughly grasping this spirit, the Party Committee and Command of Coast Guard Region 1 have defined this as their action motto and thorough orientation in the task of law enforcement and maintaining security, order, and safety in the assigned seas and islands.

The area managed by Coast Guard Region 1 is a region of special strategic importance for national defence, security, and foreign affairs, concentrating many international maritime routes, ports, coastal economic zones, key fishing grounds, and numerous important economic-defence projects and targets.

Meanwhile, the situation at sea contains many unpredictable factors; various types of crimes, law violations, smuggling, trading fraud, illegal goods transportation, illegal fishing, and non-traditional security challenges continue to have complicated development, affecting the security, order, safety, and national sovereignty at sea. To successfully accomplish the assigned tasks, the Party Committee and the Command of the Region have determined to focus on concretising and drastically, synchronously implementing the guidelines of the “2 determinations, 2 enhancements, 2 preventions” across all aspects of work, focusing on the following tasks and solutions:

Building  the Coast Guard Region politically strong, steadfast in its objectives and principles in the maritime law enforcement

First of all, the Region’s Party Committee and  Command, and subordinate agencies and units continue to thoroughly grasp the connotation of the “2 determinations”, review and supplement action programmes, work plans, and implementation criteria suitably to the functions and tasks of each agency and unit, translating them into the political stance, will, and action of every cadre and soldier; be resolute and persistent in maintaining goals and principles in law enforcement and handling situations; ensuring that all patrol, inspection, control, and anti-crime and law-breaking activities are conducted in accordance with the Party's policies and the State's laws, and in conformity with international law and international treaties to which Vietnam is a member.

Accordingly, along with the dissemination and education of law, especially the security and order, the schemes and plots of various types of criminals and foreign vessels, also our guiding views and countermeasures in the assigned waters, the Region’s Party Committee and Command have actively promoted the implementation of Directive No. 76/CT-BQP dated 28 April 2026, by the Minister of National Defence on strengthening the political education, ideological management, discipline and safety maintenance within the Vietnam People's Army. In particular, focus is placed on innovating the content and forms of political education towards practicality, closely with the characteristics of each agency and unit; combining basic and regular education, regular training with self-study and self-training. Concurrently, they have enhanced management to closely monitor soldiers’ ideological developments, provide timely guidelines, and promptly resolved emerging issues at the grassroots level, building a contingent of cadres and party members with firm political stance, professional proficiency, regular working style, and sufficient capacity to correctly handle all situations.

 In particular, they have focused on building exemplary, clean, and strong Party organisations; constantly improved the leadership capacity and combativeness of party committees and organisations at all levels; strictly maintained and implemented the democratic centralism, and brought into play the core leadership at the grassroots level; continued to thoroughly grasp and strictly implement Resolution No. 05-NQ/TW, dated 7 April 2026, by the 14^th Party Central Committee on innovating and improving the effectiveness of inspection, supervision, and discipline; strengthen the inspection and supervision together with the management, education, and training of cadres and party members; promptly detect, prevent from afar political ideological, ethical, and lifestyle degradation, as well as “self-evolution” and “self-transformation”, ensuring that the entire Region is always unified in will and steadfast in goals and principles during the law enforcement.

Making a breakthrough in building a revolutionary, regular, highly-skilled, and modernised Coast Guard Region; enhancing the efficiency of international integration and foreign affairs

This is the core and consistent content for the Region to improve its overall quality and law enforcement capacity. Accordingly, the Region focuses on concretising the “2 enhancements” through synchronous solutions on organising an “elite, compact, and strong” force, improving training quality, and promoting international integration, law enforcement and foreign relations.

On thoroughly grasping and implementing Resolution No. 594-NQ/ĐU dated 20 July 2022, by the Coast Guard Party Committee and Plan No. 7118/KH-BTL dated 25 July 2022, by the Vietnam Coast Guard Command on the organisation of the Vietnam Coast Guard in the 2021–2030 period and the following years, the Region's Party Committee and Command have required all agencies and units to enhance the review and accurate assessment of the organisation, personnel, weapons and technical equipment, on this basis, continue to rearrange the structure to be elite, compact, synchronised, and logical; resolutely dismiss redundant personnel in intermediaries and services; provide adequate personnel, weapons, and equipment for combat-ready and newly established units; and adjust and rearrange the organisational and staffing framework, and personnel to suit newly equipped ships and boats, ensuring the synchronisation between the forces and the technical and tactical features of each type of vehicle, thereby maximising the efficiency of management and utilisation in training, combat readiness, and law enforcement.

Agencies and units adjust, supplement, and complete the training plans and programmes, especially targets and requirements in each phase closely to the specific characteristics of each force and target group; closely combine training and combat readiness with maritime law enforcement; focus on intensive training and fostering in legal professions and skills for handling legal and foreign affairs situations; improve the proficiency of command, coordination, patrol, inspection, control, crime prevention and combat against illegal fishing; emphasise training to master new and modern weapons and equipment; enhance the application of information technology in training and drills; closely combine training in echelon with coaching, further training, self-study and self-discipline; link training with regularity building, discipline training, and law enforcement.

They continue to effectively implement the Project on “Foreign language training for the Vietnam Coast Guard in the 2022 - 2030 period”, enhancing the Coast Guard specialised English and Chinese proficiency, and building a contingent of cadres with proper expertise, foreign languages, legal knowledge, and foreign skills to meet the requirements of international integration and law enforcement in the new situation, trying for 100% of annual training and education contents to achieve the goals and requirements according to the Project's roadmap.

Together, they promote the international integration and maritime law enforcement diplomacy in strict accordance with the Party's foreign affairs, the State's policies and laws, and the orientations of the Central Military Commission, the Ministry of National Defence, and the Vietnam Coast Guard Command; make proactive coordination to implement exchange programmes, delegation exchanges, and courtesy visits with foreign maritime law enforcement forces, especially the traditional cooperative partners; gradually expand the cooperation contents regarding information exchange, experience sharing, training, and capacity building to enhance the effectiveness of cooperation in crime prevention, search and rescue, and joint responses to maritime security and safety issues; continuously maintain the 2^nd-level hotline with the Nam Hai Branch (China); renew the content, organisation methods, and forms of joint patrols in the demarcation waters of the Gulf of Tonkin according to a periodic plan, contributing to building the strategic trust, improving law enforcement efficiency, and maintaining a peaceful and stable environment for development.

Actively grasp, forecast, and correctly assess the situation; effectively handle all circumstances, and prevent the risk of conflict and war from afar

As a frontline maritime law enforcement force, all cadres and soldiers of the Region regularly and directly handle cases involving foreign vessels, law violations, and sensitive situations concerning defence, security, and foreign affairs. Therefore, every handling decision must ensure legal compliance, appropriate countermeasures, and proper authority. At the same time, it is vital to proactively control risks, preventing incidents from escalating into hotspots or being exploited by hostile forces to worsen the situations.

Given this requirement, the Region strongly promotes the grasp and implementation of the “2 preventions”, intensely enhancing the capacity of strategic research, assessment, and forecast; regularly and closely monitoring situational developments, timely analysing and accurately identifying factors affecting national defence, security, foreign affairs, and law enforcement. Besides, it proactively supplements and completes plans to respond to complex situations; improves the quality of advisory work and proposes appropriate and effective handling solutions to the Vietnam Coast Guard Command and local party committees and authorities, not to be made passive or surprised in any situation.

It continues to effectively carry out the patrol, control, and law enforcement activities in the managed waters; strengthens the presence of forces in the field; closely combines the propaganda, mobilisation, and legal education with inspection, detection, prevention, and strict handling of violations in accordance with Vietnam law and international law. It also persistently resolves situations by peaceful means to avoid clashes and conflicts, while making no concessions to acts infringing upon Vietnam's sovereignty, sovereign rights, jurisdiction, and legitimate interests at sea; enhances a close coordination and cooperation with the Navy, Border Guard, Police, other functional forces at sea, and the local Party committees and authorities of coastal localities in information exchange, area management, handling of complex incidents, combating against crime, illegal fishing, search and rescue, and protecting marine economic activities. At the same time, it continues to effectively coordinate the implementation of programmes such as “Coast Guard accompanying fishermen” and “I love the Homeland's seas and islands”, strengthens the flesh-and-blood bond between the Coast Guard forces and the people, solidly consolidate the “people's hearts and minds posture” at sea, and bring into play the joint strength in protecting the sovereignty over the seas and islands.

With a high political determination and synchronous solutions, Coast Guard Region 1 continues to thoroughly grasp, concretise, and seriously and effectively implement the “2 determinations, 2 enhancements, 2 preventions”, creating a solid transformation in building pure and strong Party committees, developing a revolutionary, regular, highly-skilled, and modernised Zone, enhancing the overall quality and combat strength; and proactively preventing and effectively handling risks and challenges from afar, contributing to firmly protecting the Fatherland from the seaward direction in the new era.
