Building a clean and strong Party with comprehensive leadership capacity and overall quality represents a regular and important task. Fully aware of this, as soon as the Border Guard College was founded, under the leadership of the Border Guard Party Committee, the Party Committee of the Border Guard College has synchronously and drastically implemented many appropriate solutions and methods to consolidate and build its party pure and typically strong.

First of all, the College’s Party Committee has promptly consolidated and perfected the Party committees and organisations; developed a contingent of cadres and Party members with reasonable quantity and structure, high quality. In particular, they have focused on streamlining the organisational structure of the Border Guard College as dissolving Party organisations, command organisations, and mass organisations in accordance with regulations and establishing new ones with sufficient quantity, high quality, and reasonable structure. Every year, the College’s Party Committee develops and implements seriously the working programmes and working orders of the Party committees and Party organisations; thoroughly grasps and strictly follows the principles of Party organisation and operations, especially the principle of democratic centralism; reviews, revises, supplements and perfects the system of working regulations and leadership regulations for key work aspects in accordance with new functions and tasks, contributing to strengthening the leadership of Party committees and Party organisations of each agency and unit.

Identifying that developing the contingent of cadres is the key of the key tasks, for the past time, the Party Committee of the College has focused on building a reasonably structured, sufficient and qualified contingent of cadres, meeting the requirements and tasks both in the short and long term. The cadre work is done in accordance with the Party's regulations in a transparent and democratic manner. At the same time, the work of developing party members has been carried out seriously; party member development is closely linked with the building of cadres. As a result, the contingent of cadres and party members of the College always stay “united, vigilant; honest, upright, frugal, and diligent; completing tasks successfully. They have always overcome difficulties, stayed brave before the enemy and are loyal to the country, dedicated for the country, and devoted to the people”.

Building political and ideological strength and exemplary ethics are important contents that make the College’s Party organisation pure and strong. For this reason, the College’s Party Committee and Board of Directors focus on thoroughly briefing and seriously implementing resolutions and directives on Party building work, especially Resolution No. 18-NQ/DU, dated 25 July 2008 of the Border Guard Party Committee on "Improving the leadership capacity, overall quality of grassroots Party organisations and the quality of cadres and Party members of the Border Guard in the new period". At the same time, it promotes the studying and following of Ho Chi Minh's ideology, morality and style in conjunction with the implementation of Resolution No. 847-NQ/QUTW, dated 28 December 2021 of the Central Military Commission on "Promoting the qualities of Uncle Ho's soldiers, resolutely countering individualism in the new situation". Accordingly, the College’s Party Committee has led the concretisation of 27 manifestations of degradation in political ideology, morality, lifestyle, "self-evolution", "self-transformation"; regulations on role modeling; 5 standards of "Uncle Ho's soldiers"; 10 manifestations of individualism into specific criteria. Beside, it requires that 100% of its cadres, party members and the masses plan their action programmes and annual commitments for self-cultivation and self-training in conjunction with their responsibilities and tasks; uphold the spirit of "self-reflection", "self-correction", making positive changes in self-cultivation, self-training of morality and lifestyle.

As a newly established Party Committee, operating in both the North and the South (Bac Giang province and Ba Ria - Vung Tau province), the Party Committee of the College decide to focus on improving the effectiveness of political and ideological education, making its Party committees and organisations at all levels and each cadre, Party member and the masses deeply aware of the necessity of the establishment of the Border Guard College, as well as the advantages and difficulties involved. Doing this would make them more motivated and determined to strive to successfully complete all assigned tasks. Moreover, it focuses on grasping and strictly managing the ideological situation, the obedience of law and discipline of cadres and Party members, fighting against wrong and hostile viewpoints, etc. As a result, its ideological battlefield is always safeguarded, the unity of its Party organisation is always maintained, its leadership capacity and fighting strength are strengthened, meeting the requirements and tasks in the new situation.

As conducting education and training for highly specific learners, the Party Committee of the School regularly attaches importance to leading and directing the internal political protection work, actively innovating leadership methods and styles. After thoroughly studying the resolutions, directives and instructions of higher echelons, the College’s Party Committee has led the supplementation, amendment and completion of documents regulating internal political protection work in accordance with the requirements of the new tasks. It manages, reviews and implements cadre work seriously, not to promote those who are unqualified. At the same time, it strictly implements regulations on the protection of State and military secrets, ensuring absolute safety.

Its Party committees at all levels actively innovate leadership style, methods, and build a scientific and effective working style. The regimes, orders, and principles of the Party's operations and leadership are seriously adhered to. Emphasis is placed on innovating, improving the capacity to grasp and concretise resolutions and directives of higher echelons and build leadership resolutions of their own level. In particular, resolutions are required to be concrete, concise, relevant to tasks, and highly feasible with foci and breakthroughs. During implementation of resolutions, democracy is required with specific assignments for each member of the Party committee, while upholding the responsibility and creativity of Party members so that the resolutions are implemented in a prompt and effective manner.

Enhancing inspection, supervision and Party discipline is identified as an important solution by the College’s Party Committee. To realise this content effectively, the College’s Party Committee regularly consolidates its Inspectorate and inspectors at all levels, ensuring both quantity and quality. The work of inspection, supervision and management of Party members is carried out seriously in accordance with procedures and regulations. The inspection is carried out comprehensively in all aspects of work, focusing on the obedience to the Party Charter, resolutions and directives of the superior; the adherence of the principle of democratic centralism and working regulations. Inspection and supervision is conducted both regularly and when there are signs of violations. After inspection, each collective and individual makes their own plan including the content, measures and time to overcome and correct their unveiled shortcomings.

The inspection and supervision work of the Party committee is closely combined with the inspection and examination work of the commander. At the same time, the supervisory role of mass organisations and military councils towards cadres and party members is promoted, encouraging cadres, party members and the mass to actively detect and fight against the wrongdoings, contributing to improving the leadership capacity and overall quality of party organisations and party members of the College. With appropriate leadership policies and measures that are relevant to the practical situation, the leadership capacity and overall quality of the College’s Party Committee are constantly improved. Every year, 100% of its party organisations are ranked as successfully completing tasks and above with over 97% of party members completing their tasks well and excellently. The admission of new Party members is carried out seriously according to the set plan, etc. Since the foundation of the College, its Party Committee has successfully led the completion of education and training tasks and the building of an all-strong and "exemplary" school. The College was awarded the Excellent Emulation Flag in 2024 and a Certificate of Merit in the 5-year Determined to win Emulation Movement in the 2019-2024 period by the Border Guard Command. For the last two academic years of 2022-2023 and 2023-2024, it was awarded Certificates of Merit by the General Staff; its mass organisations were all awarded by higher echelons.

At present time, in response to the increasingly high requirements of the task of education, training and regularity building, promoting the gained achievements, the College’s Party Committee will continue to lead the consolidation of party committees and party organisations according to the requirements of the task with attention being paid to building a team of cadres and party members, especially leaders of party committees and party organisations with sufficient qualifications and capacity, pioneering political ideology, exemplary ethics and lifestyle, high motivation and responsibility in work. At the same time, it seriously maintains and implements the Party's discipline, working regime, and leadership principles, constantly improves leadership capacity and overall quality, in order to build a pure and strong Party, and lead the College to successfully complete all assigned tasks.
