Law propagation, dissemination and education is an important task among the contents of political education in grassroots units; a fundamental method to raise officers’ and soldiers’awareness in abiding State’s law, the military’s rules. Due to new requirements of constructing the military, defending the Fatherland, intensifying law propagation, dissemination, and education is an objective requirement which needs strong leadership and sound instruction.

The requirement of building a revolutionary, regular, seasoned and gradually modernized military of which some forces straightly advance to the modernization stage, is posing new challenges for law enforcement, regular construction, principle, drill and discipline abiding. Therefore, law propagation, dissemination and education (LPDE) need to be paid evermore attention, especially in the following areas:
First, raise the perception of party committees, leading cadres and all cadres and party members of LPDE. The practice of LPDE has shown out that, all successes and shortcomings of this work stem from perception. For this reason, units need to carry out thorough education to show the role of LPDE in raising perception, adjusting law abiding behaviour of officers and soldiers; create a regular, scientific, strict working environment with strict and mature troops’ style and appearance therein. At the same time, units need to grasp directives, instructions of higher level commands on law enforcement documents, ruled mechanisms, publicized drills and disciplines; the requirement of intensifying LPDE in the new situation; things to do to improve the quality and effectiveness of LPDE in the military.
Second, strengthen the leadership, direction of party committees, leading cadres of all levels on LPDE in the military. This is the decisive factor to ensure that LPDE meets the set-out objectives and requirements. Party committees must consider this an important content among leading tasks of party organizations and of working plan of commissars, junior commissars and commanders. Resolutions of party committees must clearly show requirements, contents and solutions to overcome shortcomings and achievements of LPDE; combine general tasks with focuses, highlights in each particular mission.
Third, proactively renovate content, modes of LPDE in accordance with new requirements. This must be based on mission requirements, features, context, awareness, ages of troops in each unit.
Fourth, uphold the role of Councils for Coordination in LPDE and cadres in charge of LPDE work in units.
Fifth, uphold the comprehensive strength in LPDE. Besides the role of party committees, commanders and Councils for Coordination in LPDE, units need to attract the participation of other organizations, groups, forces in LPDE; enhance the quality of teaching and studying the subject State and Law in military schools; coordinate with localities in stationing areas and troops’ families in educating law for troops.
