Hai Phong City Military Party Committee implements the Party’s Central Resolution 4 (12th tenure)
Implementing the Resolution of the Party Central Committee’s 4th Plenum (12th Plenum) (hereafter the Central Resolution 4 for short) on the Party building and rectification, the Military Party Committee (MPC) of Hai Phong city has adopted measures synchronously. Thus, it has contributed to making the city’s MPC politically, ideologically, organizationally and morally strong, opportunely overcoming weaknesses, and preventing the signs of “self-evolution” and “self-transformation” from within.
Perceiving higher echelons’ directives, plans and guiding documents on implementing the Central Resolution 4, the city’s MPC has determined that it is an important political activity which will render party committees and organizations, cadres and party members within the MPC fully aware of the importance of the Party building and rectification, and contribute to improving the quality of party organizations, cadres and party members of the MPC.
First, the city’s MPC has directed party committees and organizations at all levels to seriously conduct the work of review, self-criticism and criticism. Following fundamentals of the Central Resolution 4, the whole MPC has carried out the work of review and made it relevant to reality of party committees and organizations of their units in the sequence: superiors first, inferiors later, groups first, individuals later, while fighting against the manifestations of being formal and cursory, and the underestimation of the Resolution. With the spirit of facing up to the truth, the city’s MPC has set role model for its junior levels by conducting review first, correctly and honestly assessing the truth, adhering to 3 groups of issues of degradation in political ideology, ethics, and lifestyle, and “self-evolution” and “self-transformation” from within, with a focus on clarifying weak and strong points as well as causes of weaknesses in leading and directing the implementation of the task and the work of Party building, while pointing out responsibility of party executive committees and individuals and proposing remedial measures. Members of the city’s MPC have always been willing to receive opinions from inferior party organizations, heightened a sense of combativeness, self-criticism and criticism, and seriously taken responsibility before collective. However, there have existed several shortcomings. A number of party committees and organizations have yet to be proactive in improving the quality of party meeting and study, while the work of self-criticism and criticism has still passive and inflexible, and the combativeness during Party meetings has been limited. Nevertheless, reviews have revealed that the city’s MPC is a group which is united, highly unanimous, and politically firm against difficulties and challenges; maintains the principle of democratic centralism; possesses scientific, specific working method; adopts effective measures for building the Party and training cadres and party members; has no signs of degradation in political ideology, ethics, and lifestyle as well as “self-evolution” and “self-transformation” from within. Based on weak points of the MPC and each party member, specific measures and plans have been developed for the MPC and each individual to fix in the progressively motivated spirit.
To make a change in implementing the Central Resolution 4, the city’s MPC has focused on improving the quality of Party meeting and heightening combativeness, self-criticism and criticism of party committees and organizations. The city’s MPC has directed party committees and organizations to regularly renovate and improve leadership capability and combativeness; to take the quality of resolution issuance, self-criticism and criticism as a breakthrough; to stringently maintain the order of meeting, study, self-criticism and criticism, particularly Party meetings; to strictly follow the principle of democratic centralism; to build cadres and party members; to consolidate a sense of unity within each party committee and organization. Due attention has been paid to enhancing the quality of regulations on party committees’ work and leadership, particularly for central, sensitive tasks. Party committees and organization have been required to build and promulgate specific regulations on meetings, business trips to grass-roots levels, on the use of budget, public cars, petrol, water and electricity as well as on the practice of thrift, and bureaucracy, corruption, and wastefulness prevention and control. The city’s MCP has also directed party committees and organizations to review the implementation of the Party Central Committee’s Secretariat’s Directive 10- CT/TW on “improving the quality of party cell meeting”, Guidance No.9 of the Central Organizing Commission and Guidance No.479 of the General Political Department on “content of party cell meeting”, and the Party’s Central Resolution 3 (8th tenure) on “strategy for personnel work in the period of accelerated national industrialization and modernization”.
Moreover, the city’s MPC has focused on building a pool of strong cadres and party members as an important solution to successfully implementing the Central Resolution 4. In spite of the fact that in the city’s MPC, there have been no signs of degradation in political ideology, ethics, lifestyle as well as “self-evolution” and “self-transformation”, some cadres and party members have yet to exemplify their words and actions or to be self-aware of studying and following Ho Chi Minh’s thought, ethics and lifestyle, while showing fearfulness of hardship and training as well as manifestations of mediocrity. Against this backdrop, the city’s MPC has required party committees and organizations to promote the vanguard, exemplary role of cadres and party members in performing their assigned tasks, heightening a sense of responsibility, practising thrift and fighting against wastefulness. 100% of cadres and party members have been asked to make commitment not to falling into degradation in political ideology, ethics and lifestyle or not to having signs of “self-evolution” and “self-transformation”. To make a real change in implementing the Resolution, party committees and organizations should increase the work of managing and training cadres and party members, while improving their knowledge, qualities, living style and working method and style, with a focus on implementing the Secretariat’s Regulations 01-QĐ/TW (11th tenure) and the CMC Standing Committee’s 646-QĐ/QUTW on “cadres and party members’ responsibility for setting role model, particularly key cadres at all levels”, taking the result of implementing the Central Resolution 4 as an important criterion for assessing and classifying collectives and individuals, contributing to building pure, strong party organizations and comprehensive strong units. Moreover, it is necessary to review, amend, and supplement regulations for leading the personnel work in accordance with characteristics of each unit; to strictly follow the procedure for appointment and rotation of cadres; to create favourable condition for qualified, young cadres to ensure inheritance and constant development. In the personnel work, it is important to ensure justice and objectivity, to fight against signs of factionalism and partiality as well as negative phenomena, to resolutely replace and dismiss cadres who work half-heartedly and ineffectively and those who are not capable, ethical and credible enough.
One of the most important measures to effectively implement the Central Resolution 4 is to step up the work of inspection and supervision. The city’s MPC has carried out this work in a comprehensive, synchronous, focalized manner; focused on inspecting the signs of weaknesses and the lack of self-improvement; opportunely prevented violations, thereby making a positive change in awareness and responsibility of party committees and commanders towards the work of management of cadres and party members as well as the Party building. In 2017, the city’s MPC conducted inspection of the 50th Regiment Party Committee’s leadership over the political task and the Party building as well as its Party Committee members’ task performance. The city’s MPC’s Inspection Commission made inspection of the Staff Office Party Committee’s Party building, and collection, submission and use of party membership fees. In cooperation with district party committees’ inspection commission, it carried out inspections of Military Party Committees of Duong Kinh, Hong Bang and An Lao districts as well as supervisions of Military Party Committees of Ngo Quyen and Thuy Nguyen districts, which ensured seriousness and correct procedure, and helped grass-roots party committees rectify weakness in the Party building.
Adopting the above-mentioned measures, the Party building and the work of training cadres and party members by the city’s MPC have made impressive changes and initially obtained significant results, contributing to building pure, strong Party Committee in 2017. This is a precondition for the city’s MPC to continue stepping up the work of Party building and rectification under the Central Resolution 4, thereby contributing to making organizations and staff strong, enhancing the leadership capability and combativeness of all-level party committees and organizations, making the city MPC politically, ideologically, organizationally and morally strong, leading the Unit to successfully fulfil military and defence tasks in its area.
