Being fully aware of the role of the 4^th Central Resolution (the 12^th Tenure) on "Strengthening the work of Party building and rectification, preventing and repelling the decline in political ideology, ethics, and lifestyle and expressions of internal "self-evolution” and “self-transformation”, and, at the same time, setting examples for the other Party committees and organizations to follow, the Party Committee of the General Political Department has always been exemplary in implementing the Resolution and achieved important results to contribute to building a strong Party Committee in terms of politics, ideology, organization, and ethics to successfully complete the assigned tasks.

Based on the results and lessons learned from implementing the 4^th Central Resolution (the 11^th Tenure) on Party building and thoroughly grasping the guidance, instructions, and plans of the Central Military Commission on the implementation of the 4^th Central Resolution (the 12^th Tenure), the Party Committee of the General Political Department (GPD) has led and directed the serious, drastic, and synchronous implementation of the 4^th Central Resolution  (the 12^th Tenure) in association with Directive No. 05-CT/TW of the Politburo (12^th Tenure), and Directive No. 87-CT/QUTW of the Central Military Commission Standing Committee on "Promoting the studying and following of Ho Chi Minh thought, ethics, and style” with a spirit of determination, perseverance, high political responsibility, great effort, and a motto of looking straight to the truth, appreciating the truth, and not dodging defects. The implementation of the 4^th Central Resolution (the 12^th Tenure) at the GPD’s Party Committee has focused on promoting the exemplary role of the senior and presiding officers at all levels and raising the awareness of officers and party members about the risks and properly identify the signs of recession and actively develop solutions to detect, prevent, and reverse the decline in ideology, politics, ethics, and lifestyle and the expressions of internal "self-evolution" and "self-transformation". Initial implementation of the Resolution has achieved important results. Therefore, despite being a Party committee with different types of Party grassroots organizations and different functions and tasks, different subjects under leadership and management, diversified content of activities, including: advising and directing strategies on the Party and political work and building strong internal agencies, etc., the Party organizations, officials, and Party members among the Party Committee always show right and firm political viewpoint against all difficulties and challenges without recession and signs of degradation in ideology, politics, ethics, and lifestyle.

The exemplary will of the Party Committee is firstly shown in the leadership, direction, grasping, learning, and implementation of the Resolution. Based on the directives and plans of the Central Military Commission and the Action Program of the Ministry of Defense, it has thoroughly grasped, concretized, and developed Plan No. 182-KH/ĐU issued on December 21^st, 2016 on organizing the Conference on learning, grasping, and implementing the 4^th Central Resolution (the 12^th Tenure) and Plan No. 19-KH/ĐU issued on February 16^th, 2017 outlining five groups of major tasks and solutions with 47 specific measures. It has also clearly identified key tasks and selected breakthrough solutions to implement the Resolution. The issued Action Program No. 372/CTr-CT on March 29^th, 2017 with 7 key tasks and 39 specific measures assigned to agencies and organizations to implement. The Action Plan of the Secretary of the GPD’s Party Committee identified 22 contents and measures for direction that specify the purposes, requirements, timeline, presiding agencies, and coordinating agencies to organize the effective implementation of the Resolution. In particular, the key breakthrough stage is to overcome limitations and shortcomings and promote the pioneering and exemplary role in task performance of the officers and Party members, especially the presiding officers at all levels.

The GPD’s Party Committee has paid special attention to leading and directing the synchronous implementation of several solutions on ideological and political work in order to raise awareness and sense of responsibility and build up the political stance and steadfastness, strong determination, and unified actions for the Party committees, Party cell, officials, and Party members in organizing the implementation of the 4^th Central Resolution  (the 12^th Tenure), Directive No. 05, Directive No. 87, and the Drive of "Promoting tradition and dedicating talents, deserving Uncle Ho's soldiers". Accordingly, the Party committees, Party organizations, agencies, and units have concretized the core contents of the Resolution, the Directive, and the Drive to identify the key issues and breakthroughs in learning, cultivating, training, and striving for officials, Party members, and the masses. The political and ideological education has been combined with raising the quality of regularity construction, discipline training, and military administrative reform. The role of forces has been promoted to actively combat against the wrong and hostile views, protect the ideological foundation of the Party in the Army, and prevent internal "self-evolution" and "self-transformation".

Fully grasping the basic contents of the 4^th Central Resolution (the 12^th Tenure), the GPD’s Party Committee has exemplified the implementation of self-criticism and criticism. This is a crucial issue for the work of building the Party Committee and training officials and Party members. The Party Committee, therefore, has focused on leading and directing the Party committees and party organizations at all levels to conduct the self-review, self-criticism, and criticism and in a serious and straightforward manner in accordance with the process and principles. In order to achieve high effectiveness, before conducting the review, assessment, and classification, the Party Committee has requested to concentrate on well preparing the Party committee collectives’ self-criticism report and individual self-criticism reports and identifying guidelines and solutions to overcome limitations and shortcomings in the future. From the results of self-criticism and criticism, the annual assessment and classification of the Party organizations and Party members have been conducted strictly and substantially to promptly detect limitations, shortcomings, and mistakes and take measures to overcome and resolve resolutely.

Adhering to the requirements of the 4^th Central Resolution (the 12^th Tenure), the GPD’s Party Committee has regularly strengthened the inspection, supervision, and enforcement of the Party discipline and directed the Party Committee’s Inspection Board to promptly supplement the content on the implementation of the 4^th Central Resolution (the 12^th Tenure), Directive No. 05, and Directive No. 87 to the inspection and supervision plan for the period of 2015 - 2020. Annually, the implementation of the 4^th Central Resolution (the 12^th Tenure) in association with Directive No. 05 and Directive No. 87 is considered as one of the key contents in the inspection and supervision programs and plans of the Party committees and inspection boards among the Party Committee. The rules and regulations on handling of regressions in political ideology, ethics, and lifestyle and signs of "self-evolution" and "self-transformation" internally have been concretized. At the same time, it has directed the making of concrete, relevant and feasible inspection and supervision plans of the GPD’s Standing Party Committee and the Inspection Board. The inspection and supervision in accordance with the Party Charter have been associated with the grasping and implementation of resolutions, directives and collective inspections, ensuring high quality and regulatory observance.

Promoting the achieved results, in the coming time, the GPD’s Party Committee continues to be exemplary, lead, and uphold the role of the presiding agency in directing, guiding, and inspecting the entire Army in implementing the 4^th Central Resolution (the 12^th Tenure) to contribute to bringing the Resolution to life, building a politically strong Army, and maintaining and strengthening the absolute and direct leadership in all aspects of the Party for the Army, ensuring that the Army is always the political force and loyal and reliable combating force of the Party, the State, and the People.
