The Capital Command Party Committee determines that Resolution of the 4^th Plenum of the Party Central Committee (Tenure XII) on Party building and the Politburo’s Directive No.5-CT/TW (Tenure XII) on acceleration of studying and following Ho Chi Minh’s thought, morality and lifestyle represents two pieces of content, which are vital to the Party building and cultivation of cadres and party members. The combined implementation of these two pieces of content, therefore, constitutes an essential deed and a mutually actuated resolution, making contributions to improving quality and effectiveness of Party building in the Capital Command Party Committee in the coming time.

To produce successful results in realizing Resolution of the 4^th Plenum of the Party Central Committee (Tenure XII); Project No.64-KH/QUTW, dated February 1^st, 2017; and Hanoi Municipal Party Committee’s Program No.15-CTr/TU, dated December 9^th, 2016, on strengthening the Party building and rectification, deterring and expelling degradation in political ideology, morality, lifestyle, and manifestations of “self-evolution” and “self-transformation” within the Party, Hanoi Capital Command Party Executive Committee has held a meeting of key cadres to introduce these documents and outline actions. At the same time, it requests Party executive committees at all levels to clearly perceive that the fight against degradation in political ideology, morality, lifestyle, and manifestations of “self-evolution” and “self-transformation” within the Party is the Party’s high political determination, first and foremost of each party executive committee, party organization, cadre, and party member. The Capital Command Executive Committee has also developed action plans and programs to execute Resolution of the 4^th Plenum of the Party Central Committee (Tenure XII) and the Politburo’s Directive No.5-CT/TW (Tenure XII) on stepping up studying and following Ho Chi Minh’s thought, morality, and lifestyle; and regarded that as a regular, important task of the Committee’s party building. To produce good results, the Capital Command Party Committee focuses on the following key points.

First, coordinating the introduction, learning, and studying to thoroughly grasp fundamental content of Resolution of the 4^th Plenum of the Party Central Committee (Tenure XII) and the Politburo’s Directive No.5. On such a basis, party executive committees, but first and foremost secretaries of party executive committees have to thoroughly perceive central content of the resolution, including 4 groups of solution – political and ideological work, self-criticism and criticism; mechanisms and policies; supervision and inspection; and exploitation of the role of people, the Fatherland Front, and sociopolitical unions. In addition, it is essential to comprehend core values in Ho Chi Minh’s thought, morality, and lifestyle, which consist of independent, self-reliant, and creative thinking and a combination of theory and practice; working style of democracy, science, elaboration, and concreteness; cultural, sensible behaviour which is full of humanity, fondness and respect for the people, and dedication to the people; matching word with deed; a succinct speaking and writing style to make it easy to understand, remember, and follow; living a lofty, pure, and modest lifestyle; friendliness, democracy, exemplariness, and so forth. Henceforth, each cadre, party member, and party organization develops their own implementation plans, supplements criteria, and makes self-assessment of their doings, especially manifestations of degradation identified by Resolution of the 4^th Plenum of the Party Central Committee (Tenure XII), to “better their conduct,” “reform the way they work,” achieve self-improvement in political spirit, and resolutely struggle against individualism and wrong, hostile allegations, and so on. Moreover, units should successfully execute Project to innovate political education in military units in the new era; Regulations on political education in Vietnam’s People’s Army (VPA) and the Militia and Self-Defence Force; and the Capital Command Party Executive Committee’s Program No.2 on improving the quality of political and ideological education and Program No.4 on promoting good order and discipline and cultivating fine cultural features of the Capital Soldiers. It is necessary to bring into play the role and responsibility of secretaries of party executive committees, political commissars, political organs, and the 47^th Force in units in the struggle against incorrect, hostile concepts to depoliticize the VPA, making contributions to deterring and repulsing degradation, “self-evolution,” and “self-transformation” within units.

Second, enhancing the quality of party meeting and stepping up self-criticism and criticism. The Capital Command Party Executive Committee has directed party executive committees at all levels to actively innovate the content of party meeting and continually improve the its quality, leadership capacity, and fighting capability of party organizations. It is important to harmoniously and closely combine “building” with “resistance,” in which “building” represents an enduring, vital, strategic task, and “resistance” is considered as an important, urgent mission; firmly preserve unity and unification; and strictly follow party principles and discipline. The implementation of Resolution of the 4^th Plenum of the Party Central Committee (Tenure XII) and Directive No.5 should be timely concretized in regular activities and leadership of party executive committees and party cells, particularly in the review of organizations and individuals, and assessment of party organizations and members in 2016. It is necessary to well conduct proposed review of organizations and individuals, who have complex problems and manifestations of degradation, “self-evolution,” and “self-transformation”; mandatorily review to clarify scales, causes, and responsibility; work out measures to correct and overcome shortcomings; and have the direct participation and instruction of senior party executive committees regarding review work. 100 per cent of party cells request their members to make commitments to realizing Resolution of the 4^th Plenum of the Party Central Committee (Tenure XII) in association with Directive No.5, laying the foundation for preserving dignity, morality, and lifestyle, and avoiding degradation, “self-evolution,” and “self-transformation”; and periodically review to appraise performance and consider it as a basis for assessment. During the implementation process, units have upheld leadership principles; brought into play democracy; made good use of scientific, elaborate working style; and matched word with deed. In addition, they have strictly complied with Regulation No.646 of the Central Military Commission’s standing committee on the responsibility of cadres and party members, especially the leading cadres, for setting good examples; and Politburo’s Regulation No.55-QĐ/TW, dated December 19^th, 2016, on several things that need to be done immediately to promote the exemplary role of cadres and party members in the whole Hanoi’s Party Committee and armed forces. Moreover, there is a need to surmount indulgence, avoidance, fear of clash, and indifference to people who are honest and straightforward, and dare to struggle against bureaucracy, corruption, negative phenomena, and lavishness; overcome egalitarianism and lack of unity, unification, consensus, and a high political determination to undertake the assigned tasks

Third, regularly re-examining, supplementing, and perfecting criteria, regulations, and rules. Based on major content areas of Ho Chi Minh’s thought, morality, and lifestyle as depicted in Directive No.5, Resolution of the 4^th Plenum (Tenure XII), 6 moral standards in the whole Vietnam’s People’ Army (VPA), 5 criteria for being worthy of Uncle Ho’s Soldiers, and requirements to cultivate civilized, elegant Hanoians and the Capital soldiers featuring “loyalty, intelligence, creativity, and civilization,” the Capital Command Party Executive Committee has concretized every criterion for learning and following Ho Chi Minh’s thought, morality, and lifestyle among organizations and individuals of the Capital armed forces. Attention is paid to supplementing and perfecting working and leading regulations on key work areas to ensure party executive committees’ comprehensive leadership. Party executive committees at all levels strictly comply with regulations of higher authorities, especially Hanoi Party Executive Committee, on dealing with leading cadres who let corruption, negative phenomena, degradation, “self-evolution,” “self-transformation,” serious violations of discipline and state law occur in their units with a view to resolutely removing party members with discipline violations and bad conduct from the Party. Regulations on management of cadres and party members and regulations on holding votes of confidence for leading cadres at all levels are regularly re-examined and improved to well execute division of management. Before planning, promoting, rotating, and posting cadres, party executive committees at all levels conduct assessment of organizations, cadres, and party members according to criteria. Cadres and party members, who are going to be promoted, must declare their property holdings and incomes. This measure is aimed to ensure openness and transparency and prevent negative phenomena.

Fourth, strengthening inspection work. The Capital Party Executive Committee directs party executive committees and party organizations at all levels to add the inspection of the implementation of Resolution of the 4^th Plenum (Tenure XII) and Directive No.5 to their annual inspection plans and those for the period of 2015-2020; grasp and strictly follow regulations of the Party Central Committee, the Central Military Commission, and Hanoi Party Executive Committee on dealing with manifestations of degradation of political ideology, morality, and lifestyle; “self-evolution” and “self-transformation”. At the same time, there is a need to execute regulations on the management and punishment of cadres, party members, and members of Youth Union and other associations to ensure consistency and synchronism between Party discipline and military discipline, as well as discipline of unions. The quality and effectiveness of inspection of party executive committees and party organization in executing resolutions are reformed and improved well. The inspection is carried out comprehensively, but concentrates on 27 manifestations of degradation in political ideology, morality, and lifestyle, and “self-evolution” and “self-transformation” within the Party, especially leaders of party executive committees, offices, and units. Strict punishment is imposed on collectivities and individuals who infringe regulations, or let their units run into trouble. Cadres and party members will be suspended from doing their jobs to serve inspection when there are signs of breach, stagnation, or ineffectiveness in the execution of assigned tasks.

Fifth, bringing into play the role and responsibility of mass organizations to generate synthesized strength in execution. Closely sticking to instructions of the Capital Command Party Executive Committee, offices and units have had democratic discussions with cadres and party members about the choice of key content which is practical and suitable for their functions and missions. It is important to well perform Democratic Regulations at the grassroots level, creating favourable conditions for mass organizations to participate in the supervision of cadres and party members; strictly uphold direct dialogues between unit commanders and cadres and soldiers to solve problems, difficulty, and recommendations; pay attention to and exploit the role and responsibility of mass organizations and soldiers’ councils; work closely with party executive committees and local authorities and unions to deter and  repulse degradation, “self-evolution,” and “self-transformation” within the Party; and well keep regulations concerning the mass organizations’ contribution of opinion about party organizations, command organizations, cadres and party members in offices and units.

Given the high determination and consensus about leadership and direction; clear allocation of responsibility; and  regular, patient, comprehensive, and synchronous execution of party executive committees and commandants at all levels within Hanoi Capital Command Party Committee, the implementation of Resolution of the 4^th Plenum of the Party Central Committee (Tenure XII) in association with Directive No.5 has initially resulted in practical effectiveness, making contributions to overcoming shortcomings, improving the quality of cadres, party members, and building pure strong party organizations and comprehensively strong offices and units.
