In order that the “Skillful Mass Mobilization” movement attain its regularity and effectiveness, the Party Committee of the Provincial Military Command of Quang Ngai has ordered its junior levels to well implement the method of “combining propagation and mobilization with practical activities at grassroots level”, attached importance to the exemplary role and responsibility of cadres and party members, first and foremost commissars, political commissars, commanders and party committees; promoted the role of military’s councils, mass organizations and mass mobilization teams while closely coordinating and regularly briefing, idea consulting, information exchanging and situation updating with local party committees and authorities, organizations and forces stationed in the area; sticking to its central political missions, linking the implementation of the “Skillful Mass Mobilization” movement with other ones launched by the upper levels and the locality, among which the focal ones are “Provincial armed forces joining hands in building new style rural area”, the drives of “Promoting tradition, devoting talents, deserving Uncle Ho’s soldier”, “All people uniting to build cultural life in residential area”.

Besides, Party Committee and Commanders of the Provincial Military Command have required their junior levels to well carry out propagation and education to enhance the awareness of troops on their position, role, and mission requirements of mass mobilization at present situation. Besides well carrying out the Project “Renewing political education in units in the new situation”, annual programs and plans of political education as regulated, units also focus on educating their troops on the main contents of Ho Chi Minh’s thought, method and style of mass mobilization as well as resolutions, directives, instructions of upper level, of their party committees on mass mobilization and the emulation movement of “Skillful Mass Mobilization”, unit’s mission and the characteristics and situation of the area, so that all organizations, forces and individuals are imbued that being closely tied with people and helping people is also for their sake,  the precious tradition, the function and mission of “Uncle Ho’s soldier” and of cadres and soldiers of the province’s armed forces.

Upholding the spirit of “respecting the people, being close to the people, understanding the people, learning from the people, and being accountable to the people”, the province’s armed forces have proactively participated in building strong communal political bases and considered it a focal content in the movement of “Skillful Mass Mobilization”. They have also actively proposed to the provincial party committee and authority a number of solutions on grasping, assessing, enhancing the quality of building political system at grass roots level emphasizing on focal areas, e.g. ethnic minority, religion, bordering regions.

The efficiency of the movement is also shown in the participation of troops in socio-economic development, hunger eradication and poverty reduction and building new style rural areas. Grasping economic, cultural, and social features of the province, the Party Committee of the Provincial Military Command has ordered its junior units to coordinate with party committees and authorities of localities in persuading people to build new style of life in wedding and funeral ceremonies, family planning, preventing traffic accidents, and ensuring sanitary, labor and food safety.

One of the tasks that the units strickly implement is to combine mass mobilization with field marching. Units have actively coordinated with party committees and authorities of localities to live with the people to understand the situation, custom, tradition, and needs of local people, thus developing plans and models for assisting people in a practical manner. Accordingly, a number of concrete activities have been done during the field marching of troops such as, building rural traffic systems, community houses, and irrigating channels, etc. As shown in reality, the “Skillful Mass Mobilization” movement of Quang Ngai’s armed forces has contributed practically to strengthening the great unity of the nation, consolidating people’s belief in the local party committee and authority, thereby reinforcing the civil – military solidarity.
