Accelerated inspection and supervision to serve the VPA Party organisation building in the new situation (*)

The 4th plenum of  the 12th Party Central Committee emphasized “the necessity for accelerated inspection and supervision on a periodic or unscheduled basis pertaining to the implementation of the Party’s resolutions and conclusions”. This serves as both a guideline for and a solution to Party building and rectification, thereby forestalling and repelling degradation in political ideology, morality and lifestyle as well as manifestations of “self-evolution” and “self-transformation” from within.  Effectively fulfilling this work enables the VPA Party organisation to enhance its combativeness and leadership capacity inside the entire VPA.

Inspection and supervision is a matter of importance to the Party’s leadership, especially Party executive committees and their heads. None of Party organizations and members is immune to inspection and supervision. Reality reveals that without inspection and supervision, leadership is of no value. Being fully aware of that, over the past years, Party executive committees, Party organizations and inspection commissions inside the VPA have adequately performed the work of inspection and supervision as planned, focusing on political missions and Party building as well as training cadres in conformity with the Resolution of the 12th Party Central Committee’s 4th plenum on Party building and rectification, Party Statutes and other resolutions and directives. Disciplinary action as well as denunciations and complaints have been taken and resolved respectively on a timely, principled and procedural basis, with a focus on heads of agencies and units who are jointly responsible. The Party discipline is closely combined with the military discipline. The Central Military Commission (CMC) has ordered the CMC’s Inspection Commission, Party executive committees and inspection commissions of Military Regions and  Border Guard to actively cooperate with provincial and municipal analogues to inspect and supervise Party organizations and Party members under Party executive committees of Hanoi Capital High Command, provincial and municipal Border Guard High Commands in line with their own conditions.

Therefore, greater sense of responsibility, heightened awareness and increased efficiency have been seen among Party executive committees, Party organizations, inspection commissions, cadres and Party members pertaining to the work of inspection and supervision. Simultaneously, the system of inspection commission at all levels has been further consolidated. In 2016 and the first half of 2007, the CMC’s Inspection Commission advised the CMC on resolutions and regulations on the work of inspection and supervision for the 2015-2020 tenure while joining competent agencies in inspecting and supervising  various military units. Across the VPA, 19% of Party organizations and 21% of Party members have undergone inspections while over 14% of Party organizations and over 16% of Party members have received supervisions.

However, inspection, supervision and Party discipline, to a greater or lesser degree, have yet to meet the requirements of Party building. The efficiency remains low when it comes to the inspection of manifestations of violations among Party members and subordinate Party organizations. The inspection and supervision occasionally stays cursory with little attention paid to sensitive fields which are susceptible to vexing negative practices. While discipline among Party members and Party organizations has witnessed certain strides, it remains unsustainable as evidenced by serious cases, complaints and denunciations.

Currently, hostile forces are stepping up their sabotage activities against our Party and State by stepping up “self-evolution”, “self-transformation” and “depoliticization of the VPA”. The VPA still witness manifestations of degradation in political ideology, morality and lifestyle, and breaches of democratic centralism, Party discipline, State’s laws and military discipline among a segment of its cadres and Party members. Meanwhile, the task of military build-up and homeland protection in the new situation lays down demanding requirements. As a result, in order to make the VPA Party organization strong politically, ideologically, organizationally and ethically, inspection and supervision shall be tightened up by Party executive committees, Party organizations and inspection commissions at all levels inside the VPA with importance attached to the following fundamentals.

First, inspection shall be synchronously combined with supervision, sticking to the principle of “widespread supervision and focalized inspection”. Special attention shall be paid to heads of Party executive committees, Party organizations and units in terms of their fulfillment of assigned tasks, morality, lifestyle and working style. The implementation of the Resolution of the 12th Party Central Committee’s 4th plenum, Directive No. 05-CT/TW by the Politburo (12th tenure), Directive No. 87-CT/QUTW by the CMC shall be subject to tightened inspection and supervision. Party organizations and Party members with manifestations of violation shall be open to timely inspection while complaints and denunciations shall be properly handled to the full. All violations and cover-ups shall be resolutely dealt with as a deterrent for the sake of maintained Party discipline.

Second, propagation and education shall be promoted towards greater awareness of and a heightened sense of responsibility towards inspection and supervision among Party executive committees, Party organizations, inspection commissions, especially among their heads. Party executive committees shall step up the popularization and implementation of superiors’ resolutions and regulations on inspection and supervision, particularly Resolution No. 504-NQ/QUTW by the CMC’s Standing Committee on “leading the work of inspection and supervision inside the VPA Party organization for the 2015-2020 tenure”. Party executive committees, Party organizations, inspection commissions and their heads shall thoroughly grasp guidelines, resolutions, directives and regulations on Party building as well as tasks, principles and procedures of inspection, supervision and Party discipline, thereby reaching their stated goals.

Third, inspection, supervision and Party discipline shall be open to comprehensive reforms. To this end, regulations, guidelines and procedures related to inspection, supervision, Party discipline and the handling of complaints and denunciations shall be reviewed and amended in line with the Party Statutes, the Central Inspection Commission’s guidelines and the VPA’s structure and tasks. At the same time, Party executive committees, Party organizations, inspection commissions shall direct their affiliates to accelerate the work of inspection and supervision as planned. Inspection commissions at all levels inside the VPA shall offer Party executive committees increasingly better counsels on inspection and supervision in accordance with the Party Statutes. During their tenure, inspection commissions shall fully implement the work of inspection and supervision on a yearly basis. While the inspection and supervision shall be comprehensive, they shall focus on the implementation of political tasks, the Resolution of the 12th Party Central Committee’s 4th plenum, Directive No. 05-CT/TW by the Politburo (12th tenure), Directive No. 87-CT/QUTW by the CMC, principles of democratic centralism, as well as morality and lifestyle of cadres and Party members. Close attention shall be devoted to weak Party organizations with poor performance, Party organizations of strategic importance, units of readiness combat training, and units operating in economic, financial fields which are prone to negative practices.

Superior inspection commissions shall increasingly provide inferior Party executive committees, Party organizations and inspection commissions with guidelines on the implementation of their tasks. Also, they shall closely cooperate with provincial and municipal competent agencies pertaining to inspection and supervision of Party organizations and Party members under the VPA Party organization. The motto “proactiveness, fight, education and effectiveness” shall be thoroughly grasped while the role of relevant agencies, particularly political bodies and mass organizations, shall be further strengthened. Party organizations and Party members with manifestations of violation shall be open to timely inspection while being inspection-shy shall be remedied. Disciplinary action against Party organizations and Party members and the handling of complaints and denunciations shall be fair, procedural, timely and sensible.

Fourth, the inspection apparatus shall be fully staffed to match its functions, tasks and jurisdiction. To this end, Party executive committees shall strictly observe Instruction No.12-HD/UBKTTW dated February 27th, 2015 by the Central Inspection Commission on “the organizational structure and membership of inspection commissions under the VPA Party organization”, and Conclusion No. 122-KL/TVQU, dated March 5th, 2015 by the CMC’s Standing Committee on “the number of heads and permanent deputy heads of inspection commissions from the grass-roots level to the one under the CMC for the 2015-2020 tenure”. In addition to material facilities, emphasis shall be placed on the selection, training and rotation of inspectors with high political morale, great professional competence and strong morals.

Under the motto of “comprehensiveness, transparency, democracy, caution, accuracy and prevention as a priority”, intensified inspection and supervision will greatly contribute to making the VPA Party Organization strong politically, ideologically, organizationally and ethically. This is a regular political task assigned to every Party organization and Party members, especially Party executive committees and inspection commissions within the VPA Party organization.
