To successfully accomplish its tasks of training and combat readiness to protect the northeastern region of the country, the Party Committee and Command of the 395th Division have taken a number of measures to improve the role and responsibility of its officers, party members and soldiers. Accordingly, implementing the Politburo’s Directive 05-CT/TW(12th tenure) on “Strengthening the studying and following Ho Chi Minh’s thought, morals and style” represents a primary measure.
Having been fully aware of the role, importance of the Directive 05, the 395th Division’s Party Committee determines that good execution of the Directive provides an important basis for enhancing the quality of its officers and party members, overcoming signs of degradation in politics, morals, lifestyle, “self-evolution”, and “self-transformation”; renewing leadership styles and building pure and strong party organizations and executive committees; and bringing into play the nature of “Uncle Ho’s soldiers” in the new era, contributing to enhancing the division’s overall quality and combat power, meeting the requirements and missions in the new situation.
On the basis of the upper echelons’ directives, plans and instructions, given its active, proactive and creative spirit, the division’s Party Committee has focused on leading and directing the implementation of the Directive 05. First of all, the division’s Party Committee has directed its organisations and units to develop implementation plans with clear content and measures which are suitable for their circumstances, functions and missions; and choose the core content and make significant breakthroughs in weak areas. To avoid boredom in education, units have exploited the role of disseminators in propagandising Ho Chi Minh’s thought, morals and style and the content of being worthy of “Uncle Ho’s soldiers”. Thereby, officers and soldiers in the division have been imbued with basic content of Ho Chi Minh’s thought, morals and style, and the division’s tradition of “Solidarity – Assault – Good Training – Defeating.”, enabling each individual to self-correct their behaviour and actions and build a pure and healthy lifestyle.
The division’s Party Committee has required its corps of officers and party members, first and foremost officers in command at all levels, to give prominence to their exemplary role. On the basis of common ethical standard, the division’s Party Committee has instructed its organisations and units to choose realistic issues to add to the content for studying and following with specific, feasible criteria, suitable for each individual. As for officers in command at all levels, they are required to uphold their exemplary roles and responsibilities for studying, following, setting good models in politics, morals, lifestyle, capability for work; matching words with deeds; and staying close to the masses. Annually, each individual is requested to build their own plans for striving for excellence which are supplemented and perfected by party cells. Party committees and party cells check and supervise the implementation of party members in accordance with their registered content. Results of studying and following Ho Chi Minh’s thought, morals and style will be used as one of the criteria for evaluating, ranking, and commending officers annually. Thanks to realistic measures, officers and party members of the division, particularly the officers in command, have witnessed positive changes in their lifestyle and work performance according to Ho Chi Minh’s thought, morals and style. They have truly become the political nuclei in their units, generating a strong and persuasive spillover effect for the masses to follow. This measure has contributed to safeguarding the Party’s ideological front in the division and made the officers and soldiers politically steadfast and free from “self-evolution”, “self-transformation”.
The division also attached the implementation of the Directive 05 with the implementation of the Resolution of the 4th Plenum of the Party Central Committee (12th tenure) on party building and rectification. The division’s Party Committee has instructed levels to focus on building pure and strong party organisations, enhance leadership capabilities and fighting power, and adhere to the party principles. The plans and programs for implementing the Directive 05 and the Resolution of the 4th Plenum of the Party Central Committee (12th tenure) have been integrated into the leading resolutions of party committees. Party members are monitored closely in politics, ideology, social relations, morals, and lifestyle. Any manifestations of degradation in politics, ideology, lifestyle, “self-evolution”, and “self-transformation” are resolutely countered. The implementation of the Directive 05 of each individual and organisation is reviewed and evaluated regularly and seriously in association with the assessment of their task performance. As for cadres in-charge, their responsibility and exemplary role in studying and following are strictly reviewed.
In order to generate a synergy to realize the Directive 05, the division’s Party Committee has directed its organisations and units to attach the implementation of the Directive 05 with the Campaign “Promoting tradition, dedicating talent, being worthy of Uncle Ho’s soldiers” and fostering the Determined to Win Emulation Movement. Units have actively renewed content and methods of implementation towards an in-depth, effective and realistic direction, contributing to the improvement of organisations and individuals and task performance in all aspects. The division’s Party Committee has requested units to timely commend examples of “good people doing good deeds” and outstanding individuals and collectives, and multiply role models. These practical activities have served to create favourable conditions for the officers and soldiers to train and cultivate themselves, uphold their sense of responsibility, overcome hardships, and promote the merits of “Uncle Ho’s soldiers” in the new era. The most noticeable change of the studying and following Ho Chi Minh’s thought, morals and style is manifested in the officers and soldiers’ responsibility to undertake their daily tasks. Many technical initiatives and innovations have been applied in practice, contributing to reducing cost, labour and improving training quality and combat readiness of the division. In particular, the division was highly rated for its mission accomplishment capability, combat readiness, and mobility by the General Staff and the 3rd Military Region.
Grasping the spirit of “being born from the people, fighting for the people”, officers and soldiers of the division have also proactively participated in building local political institutions and helping local people in socio-economic development, hunger eradication and poverty alleviation, disaster prevention and control, thereby lightening the image of “Uncle Ho’s soldiers” in the hearts and minds of people in the Northeastern region of the country.
With the right attitude, political responsibility and synchronous, creative sound guidelines and measures, the studying and following Ho Chi Minh’s thought, morals and style of officers and soldiers in the division have become their voluntary and regular job. This serves as an important foundation for the division to promote its integrated strength, build its Party Committee pure and strong and make it a comprehensively strong unit to successfully accomplish the mission of Homeland protection in the new situation.
