The Military Party Committee of Bac Kan province improves the quality of Party building
With the great insight into the special importance of the Party building, the 5th Military Party Congress of Bac Kan province (2015-2020 tenure) determined to focus on enhancing the leadership capacity and combativeness of party organizations and the quality of party members, building all-level strong party committees politically, ideologically, organizationally, and morally, making a huge change in the awareness, responsibility, leading style, and working method of cadres and party members, combining the building of pure, strong party organizations with that of comprehensively strong offices and units.
Under that motto, the Provincial Military Party Committee (PMPC) frequently conducts the work of education to raise its cadres and party members’ awareness of the importance of the Party building; attaches significance to building all-level party committee members both qualitatively and quantitatively; formulates, completes, issues, and strictly follows the regulations on party committees’ leadership and work to create a sense of unity within itself. At the same time, it asks all-level secretaries and members of party committees to self-study and improve their capability in the party and political work; closely combines the promotion of individual awareness with party organizations’ training and party committee heads’ exemplary role. As a result, it has achieved a major change in leading and working style and method of cadres and party members, particularly the key cadres and party committee members. Emphasis is placed on building, cultivating, and making party committee secretaries and members and political commissars and junior political commissars at all levels, capable of playing the key role in the political tasks within their offices and units. Focuses of education is put on the Party building and the training of cadres and party members as well as the enhanced leadership efficiency of party committees via training courses, political meetings, conferences on party and political work, contests, and multiple-choice tests, etc.
Besides, the PMPC directs affiliated offices and units to cooperate with departments, committees and localities in promoting the synergy in the Party building and particularly consolidating party committees and organizations of local military offices as well as party organizations within the militia and self-defence force and the reserve force. At present, 100% key cadres at all levels join the party committees; in each district, there is at least 1 military cadre joining local party committee. Consequently, the leadership and combativeness of party organizations and the quality of cadres and party members within the PMPC increasingly improve.
Grasping and stringently implementing the Resolutions of the all-level Party Congresses, the Resolution of the 11th and 12th Party Committees’ 4th Plenums on the Party building and rectification, the 12th Politburo’s Directive 05-CT/TW and the Central Military Commission Standing Committee’s Directive 87-CT/QUTW on studying and following Ho Chi Minh’s ideology, ethics, and lifestyle as well as the Provincial Party Standing Committee on exercising “self-review and self-correction”, the PMPC directs all-level party committees to strictly maintain the regulations and order for party meetings and study, renew and improve the quality of issuing and executing the resolutions. To do so, secretaries and party committees at all levels make all necessary preparations, include higher echelons’ order in their leadership resolutions, and stringently take steps and stages during party meetings. Party cells carefully draw up and approve the draft resolutions at the meetings, strictly implement the resolutions, assign the tasks set by the resolutions to each party committee member, cadre, and party member, and closely inspect and supervise the implementation of the resolution, thereby promoting collective knowledge, key cadres’ role and responsibility, cementing a sense of unity within party committees and units. All-level party committee’s resolutions are always relevant to offices and units’ function and task, ensure the comprehensive, focalized leadership, overcome weaknesses, encourage the exercise of democracy and the compliance with higher echelons’ leadership. All operations of party committees follow the principle of collective leadership and individual task as well as the principle of democratic centralism, self-criticism, and criticism. The work of managing party members and their ideology, social relationships, ethics and lifestyle is carried out closely and promotes the self-management role of each person.
To make the study and following of Ho Chi Minh’s ideology, ethics and lifestyle in line with party members’ don’ts effectively, the PMPC asks each cadre and party member to register specific actions and criteria for self-improvement, self-review their registration monthly, quarterly and yearly to draw lessons. At the same time, it aligns the assessment of cadres and party members and their execution of the Resolutions of 11th and 12th Party Central Committee’s 4th Plenums with the studying and following of Ho Chi Minh’s ideology, ethics and lifestyle as well as the criteria for building pure, strong party organizations. As a result, all guidelines by party committees are realized opportunely, effectively; the role of cadres and party members is increasingly enhanced; the signs of general leadership, encroachment on the administrative work, and abuse of power are eliminated in the process.
The PMPC strictly follows the rules and procedures for the personnel work and the inspection and supervision work, while aligning the building of a contingent of cadres with the training and development of party members. The coordination between the PMPC and the Provincial Organizing Commission and districts’ party standing committees in managing, planning, training, and using cadres of local military offices is maintained effectively under the regulations. The procedure for the personnel work by all-level party committees is closely implemented in terms of cadre planning, selection, training, arrangement, use, appointment and rotation, thereby meeting the requirements for building a contingent of cadres in the new situation. All-level party committees grasp the quantity and quality of party members via the work of managing personal profiles and evaluating the quality of party members yearly as well as the task assignment and meetings. They strictly execute the Politburo’s Regulation 76-QĐ/TW and take the task performance of cadres and party members as the yardstick for cadre evaluation, arrangement and appointment on a yearly basis.
Due regard is paid to the work of party inspection and supervision by party committees within the PMPC. The collaboration between the PMC, PMPC Inspection Commission and the Provincial Inspection Commission and districts’ Party Committee and Inspection Commissions on inspecting and supervising party organizations and members of local military offices achieves good results. At all levels, higher party committees strictly supervise lower ones; party organizations seriously supervise their cadres and party members; the masses’ role in supervising the Party building is encouraged. Focuses of inspection and supervision are placed on the performance of central political mission, the principle of party organization, the work of managing and training cadres and party members, and their vanguard, exemplary role. The object of inspection and supervision includes mainly the party organizations with the bad task performance and cadres and party members with the signs of bad morality and lifestyle and violation of discipline. In addition, the PMPC closely combines the work of building pure, strong party organizations with the building of comprehensively strong offices and units. Based on the criteria for building comprehensively strong offices and units, all-level party committees adopt proper measures, with a focus on strictly abiding by the State’s law, the Military discipline, and the units’ regulations; maintaining the order for military standardization, training and combat readiness; building strong mass organizations; settling weaknesses and resolutely preventing serious violations of discipline; ensuring the material and mental life of cadres, party members and the masses and creating a favourable condition for them to successfully fulfil their task.
To correctly assess the result of its Party building, the PMPC well conducts the work of review and multiplication of typical examples and effective models. The work of review is of importance to helping all-level party committees realize the effectiveness of their leadership and direction over the Party building. Thus, the PMPC always directs all-level party committees to carry out this work seriously, opportunely in accordance with reality to draw lessons and find out the reasons during the leadership and direction work to adopt remedial measures or disciplinary actions as well as opportunely commend, reward, and multiply good models and effective approaches.
Thanks to the sound guidelines and synchronous measures, the Party building in the PMC has made impressive progress. According to the annual evaluation of party organizations and members, the rate of pure, strong party committees and organizations is always high. On a yearly basis, within the whole PMPC, over 90% of party organizations successfully fulfil and excellently fulfil their task; over 90% of party members successfully fulfil and excellently fulfil their task; the rate of party members with discipline violations decreases.
Promoting the attained results, the PMPC continues to lead and direct the work of building pure, strong party organizations and improving their leadership and combativeness, making them capable of playing the core role in leading the provincial armed forces to successfully fulfil the defence and military mission in the new situation.
