Making local armed forces politically strong constitutes a matter of utmost importance to laying a foundation for improving their synergy and combat power. Thus, Hung Yen province’s Military Party Committee and Command have focused their leadership and direction on this work via many drastic, synchronised measures to meet their task requirements in the new situation.

Over the years, to fulfil local military - defence tasks, the Provincial Military Party Committee (PMPC) and the Provincial Military Command (PMC) have grasped and concretised their higher echelons’ resolutions, plans, and directives into their synchronous, practical measures. In this regard, they have concentrated on raising cadres and soldiers’ steadfastness in Marxism - Leninism, Ho Chi Minh Thought, the Party’s lines, and the State’s laws and policies. Due attention has been paid to making party organisations pure and strong, building strong mass organisations, maintaining and enhancing the Party’s absolute, direct, all-round leadership over the armed forces. In any circumstances, the provincial armed forces have always remained unity, heightened self-reliance, overcome hardships, strived to fulfil all assigned tasks, maintained a close-knit bond with the people, made “posture of people’s hearts and minds”, all-people national defence, and people’s security increasingly strong as a favourable condition for the province’s rapid, sustainable socio-economic development, thereby obtaining many achievements, being highly appreciated by the province’s Party Organisation, Authority, and people.
In the upcoming time, while improving military - defence work, the provincial armed forces will implement the 2024 Law amending and supplementing several articles of the Law on Officers of the Vietnam People’s Army (VPA) and make preparations for all-level party congresses towards the 14th National Party Congress; localities will streamline their apparatus. Hostile forces will step up their “peaceful evolution” strategy against our Party and State, promote “self-evolution” and “self-transformation” from within, and encourage “depoliticisation” of our VPA. Rural security issues and social evils, especially in project areas and industrial zones will be complex. That situation is imposing new requirements on the province in general, the provincial armed forces in particular. Hence, there should be synchronised, effective measures to make the provincial armed forces politically strong, with a focus on the following.
First, renewing and improving political and ideological education to make a positive change in troops’ awareness and responsibility. Under Directive 2423-CT/QUTW, dated 9 November 2023, by the Central Military Commission Standing Board on “renewing and improving political education in the new period”, the PMPC and the PMC will continue to comprehensively, synchronously reform content, forms, and methods of education relevant to the functions and tasks of each office and unit. While rendering troops fully aware of the fundamentals of Marxism - Leninism, Ho Chi Minh Thought, the Party’s lines, the State’s laws and policies, the VPA’s tasks, and their own tasks, offices and units will continue to step up propagation and education work to raise public awareness of hostile forces’ plots and artifices, stimulate patriotism and national pride in the era of the nation’s rise, and build up troops’ political steadfastness, responsibility, and determination to surmount all difficulties and hardships. To that end, all-level political agencies will promote their role and closely collaborate with relevant offices to design plans and programs of political education in a uniform, practical way, with sufficient required content and duration for target troops under regulations; political education will be aligned with law propagation, dissemination, and education. In the process, offices and units will flexibly, creatively, effectively employ forms and methods of education, actively apply information technology in education work, regularly provide their troops and citizens with information for the sake of public opinion orientation, especially against new, sensitive issues, proactively forecast situational developments, grasp and well manage troops’ ideological issues to avoid falling into passivity. They will also promote the synergy of all forces and organisations in protecting the Party’s ideological foundation, combating wrong, hostile viewpoints, building healthy cultural life, and increasing their cadres and soldiers’ “immunity” against evil ideologies. Doing so will help raise troops’ political steadfastness and loyalty to the Party, Fatherland, and people and enable them to readily undertake and excellently accomplish all assigned tasks.

Second, building strong party organisations at all levels in terms of politics, ideology, morality, organisation, and personnel, with comprehensive leadership capacity and high combativeness. This is a core issue in the building of politically strong armed forces, necessitating all-level party committees and party organisations frequently grasping and strictly executing resolutions and directives on Party building work. To that end, due regard will be paid to grasping and effectively implementing higher echelons’ directives, plans, and guidance on all-level party congresses, carefully preparing congress documents and personnel, and holding all-level party congresses under principles and regulations to turn them into a wide and deep political campaign within the Provincial Party Organisation and the provincial armed forces. Emphasis will be placed on raising the quality of designing and issuing resolutions in a practical, feasible way, stringently maintaining the Party’s principles of organisation and operation, especially the principle of democratic centralism, proactively reviewing and completing the system of leadership regulations, heightening democracy and accountability of individuals, particularly key leaders. Great weight will be added to building “four-good” party cells and grass-roots party organisations and raising the operational quality and effectiveness of commune-level military party cells. All-level party committees and party organisations will be required to renew their work method and style in a “scientific, collective, democratic” manner, match their words with action, closely manage, educate, and train their party members, and strictly comply with the 13th Politburo’s Regulation 144-QĐ/TW, dated 9 May 2024, on revolutionary moral standards of cadres and party members in the new period as well as the Party’s regulations on things that party members must not do. The PMPC will improve inspection and supervision work, maintain the Party’s discipline, closely cooperate with district-level party committees in inspecting local military - defence work, proactively handle any letters of complaint or violations, and resolutely prevent signs of degradation in political ideology, morality, and lifestyle as well as “self-evolution” and “self-transformation”. On a yearly basis, all cadres, party members, and party organisations shall fulfil their task; 80% of them shall successfully or excellently fulfil their tasks to become the nucleus of leadership and unity within their offices and units.
Third, building a contingent of cadres capable of promoting their core role in making the provincial armed forces politically strong. To that end, all-level military party committees will continue to grasp and strictly execute their higher echelons’ directives, resolutions, and regulations on personnel work, with a focus on opportunely introducing decrees and circulars for the Law amending and supplementing a number of articles of the Law on Officers of the VPA, proactively conducting personnel planning, aligning the building of a pool of key cadres with the building of a corps of party committee members, and taking synchronised measures to improve all-level cadres’ qualifications. All-level party committees will closely manage the quantity and quality of cadres for deployment, appointment, and employment under the personnel planning for the tenure of 2025 - 2030 in accordance with each office and unit’s task requirements and organisational structure, creating motivations for cadres to improve their political qualities and professional expertise. All-level military party committees will continue to give advice to the Provincial Party Committee Standing Board and cooperate with district-level party committee standing boards in appointing commanders, political commissars, and junior political commissars to local party committees. Consideration will be given to promoting the vanguard role of all-level cadres and especially the example-setting responsibility of key cadres to ensure that they will always be the key to making the provincial armed forces politically strong.
Fourth, stepping up mass mobilisation work, cementing military - civilian unity, building an increasingly firm “posture of people’s hearts and minds”. To do so, offices and units across the PMC will grasp and strictly implement directives by Military Region 3’s Party Committee Standing Board, the Provincial Party Committee, and the PMPC on “continuing to renew and enhance clever mass mobilisation movement, detecting, cultivating, and multiplying typical examples”, in order to make a robust positive change in awareness and a sense of responsibility among party committees, cadres, party members, and the masses towards the emulation movements of “clever mass mobilisation” and “building good mass mobilisation units”. Offices and units will closely work with local party committees, authorities, unions, and political - social organisations, and other forces in their stationed areas to comprehensively carry out mass mobilisation work and build strong political bases. Offices and units will actively take part in socio-economic development, poverty reduction, the building of new-style rural areas and civilised urban areas, natural disaster response, Patriotic Emulation Movements, and campaigns both inside and outside the VPA via creative, effective approaches and models. Those efforts will contribute to maintaining a close-knit bond between the VPA and the people, building an increasingly firm “posture of people’s hearts and minds”, and bolstering the noble tradition, image, and virtues of “Uncle Ho’s Soldiers” in the new era.
