The Infantry Division 324 focuses on building comprehensively strong units

The Infantry Division 324 is a main, mobile unit of the Military Region 4. In addition to training and combat readiness as its central political task, the Division is assigned to take part in natural disaster, fire and explosion prevention and control as well as search and rescue in the provinces of Thanh Hoa, Nghe An, and Ha Tinh. In the process, in spite of difficulties in facilities, harsh weather conditions, and sabotage by hostile forces, particularly religious extremists, the Division’s Party Committee and Command have directed its affiliates to proactively overcome hardships and well perform all pieces of work to build comprehensively strong units. As a result, cadres and soldiers of the Division have always shown their political zeal. Its synergy and combat readiness capacity have been increasingly raised. There has been a solid change in discipline management, military standard order building, and logistics-technical support. In recent years, the Division’s Party Organisation has been constantly rated pure and strong while the Division has been recognised as a comprehensively strong unit. Many collectives and individuals from the Division have been rewarded by the Military Region 4 and the Ministry of National Defence.

To obtain those achievements, first of all, the Division has focused on making its affiliates politically strong as the basis for improving their synergy and combat power. The Division’s Party Committee and Command have directed offices and units to well perform the work of political education to raise cadres and soldiers’ awareness, responsibility and determination to surmount all difficulties and fulfil all assigned tasks. Focuses of political education have been placed on the Party’s guidelines on the military-defence work and the Homeland protection, the tasks of the Military, the Military Region 4, and the Division, the hostile forces’ “peaceful evolution” strategy, and the negative effects of the market economy. Besides, the Division has effectively executed the Project on “renewing political education at military units in the new situation,” while regularly reforming the contents, forms, and methods of education in accordance with each group of troops, especially cadres and new soldiers at grass-roots level units. Offices and units have closely combined political education under the plan with tasks-based education, aligned propagation of tradition with legal, discipline, and moral education, and associated political education with ideological management and orientation. Cadres have been asked to “eat with, live with, and work with” soldiers and “grasp troops’ ideology, aspirations, family circumstance, morality, lifestyle, task performance, and social relationships.”

Fully aware that the Party building would play a key role in making units politically strong, the Division’s Party Committee has actively seriously implemented resolutions, directives, and regulations by the Party Central Committee, the Central Military Commission, and the Military Region 4’s Party Committee on this work. Greater importance has been attached to grasping and executing the 12th Party Central Committee’s Resolution No.4 on the Party building and rectification, preventing and pushing back the degradation in political ideology, ethics and lifestyle as well as the signs of “self-evolution” and “self-transformation,” building “three-good and three-no” party cells1 under the Directive 184-CT/ĐU, dated March 23rd, 2017 by the Military Region 4’s Party Committee Standing Board, well performing the work of inspection, supervision, self-criticism, and criticism, maintaining internal unity, and promoting the role of cadres in leading and managing units. At the same time, due attention has been paid to carrying out the Determination to Win Emulation Movement, enhancing the studying and following of Ho Chi Minh’s ideology, ethics and lifestyle under the 12th Politburo’s Directive 05-CT/TW, dated May 15th, 2016 and the Directive 87-CT/QUTW, dated July 8th, 2016 by the Central Military Commission Standing Board, executing the Campaign entitled “promoting tradition, devoting talent, deserving to be Uncle Ho’s soldiers in the new period,” opportunely commending and rewarding collectives and individuals with outstanding achievements. As a result, cadres and soldiers of the Division have always shown their political zeal and will, while readily undertaking and successfully fulfilling their task in any situation.

In addition to making itself politically strong, the Division has attached significance to consolidating its organisational structure and improving the quality of training and combat readiness capacity. Grasping and executing higher echelons’ directions, the Division has proactively adjusted its organisational structure in a “compact and strong” manner, with priority given to sufficiently staffing units tasked with combat readiness and contingency missions, while cooperating with localities in military call-up and discharge. Over the years, the Division’s Party Committee and Command have directed offices and units to actively adopt breakthrough measures for implementing the Central Military Commission’s Resolution 765-NQ/QUTW, dated December 20th, 2012 and the Resolution 269-NQ/ĐU, dated September 13th, 2013 by the Military Region 4’s Party Committee on “raising the quality of training in the period of 2013-2020 and beyond” as well as higher echelons’ directives and orders on the training contents, targets and requirements. Ground on the Division’s specialised Resolution on training, prior to each training season, offices and units have proactively prepared facilities, training grounds, lesson plans, and training equipment, while organising refresher courses for their cadres. 

Under the training motto of “basics, practicality, and thorough grasp,” the Division has provided sufficient political, military, logistics and technical training courses for all groups of troops. Great value has been attached to organising synchronous, intensive training, taking basic training as the basis, regarding tactical training as the centre, and considering cadres’ training as the key. Understanding that the training of cadres at all levels would be a determinant to the quality of training, the Division has placed emphasis on organising training courses on “political and professional knowledge and training methodology” for cadres, while making them expert in commanding and managing troops, dealing with situations, and handling relationships between cadres and soldiers. As a result, all cadres of the Division have been able to be in charge of training at their level, 90% of battalion-level cadres and 75% of cadres at company and platoon levels have achieved credit or distinction. The Division has held all-level exercises with the high quality and absolute safety. It has won a lot of top awards in military competitions held by higher echelons. For many consecutive years, it has given the “Good Training Unit” Flag by the Ministry of National Defence.

Furthermore, the Division has regularly maintained the regulations on duty and combat readiness, particularly on national holidays and in major political events. Being stationed in the Central Coast Region where natural disasters and incidents usually occur, in addition to adjusting and supplementing combat readiness documents and combat plans for protecting political security, offices and units, the Division has required its affiliates to maintain readiness in terms of personnel and equipment for storm, flood, land slide, fire and explosion prevention and control as well as for search and rescue.

Regarding military standing order building and discipline management, the Division has always raised its troops’ awareness and responsibility for observing the State’s law, the Military’s discipline, and units’ regulations, while making its troops self-conscious to abide by daily and weakly regulations. At the same time, it has built “bright, green, clean, scenic” environment and renewed the system of panels, posters, and slogans in a synchronous, uniform fashion within all offices and units. In recent years, the Division’s quality of military standard order building and discipline management has been increasingly raised. It has witnessed no case of desertion and illegal absence. The rate of normal violations has been reduced to 0.2%. The Division has ensured the absolute safety.

Moreover, the Division has attached importance to providing logistics and technical support for regular and irregular missions, strictly maintaining logistics reserves for combat readiness, and well carrying out the emulation movements, namely “the Military Logistics Branch follows Uncle Ho’s teachings” and “good financial management within units.” It has also directed its offices and units to step up crop and animal husbandry to improve troops’ life. Consideration has been given to ensuring food hygiene and safety, preventing and controlling epidemics, particularly COVID-19 and African swine fever, closely managing and effectively using petrol, electricity, water, budget, and property. At the same time, due attention has been paid to sufficiently providing weapons and technical equipment for training, combat readiness, and contingency missions, stringently executing regulations on the technical work, and heightening a sense of responsibility amongst technical cadres and employees for repairing and maintaining weapons. The Division has also actively applied technical initiatives to extending the lifespan of weapons and technical equipment, while conducting the Campaign titled “managing and exploiting weapons and technical equipment effectively, sustainably, safely, economically and ensuring traffic safety” as the basis for meeting its task requirements.

Promoting the obtained achievements, in the upcoming time, the Division 324 will continue making its affiliates comprehensively strong, “exemplary, and typical” so as to lay a solid foundation for improving its synergy and combat capacity and successfully fulfilling all assigned tasks.
