Countering against the wrongful and hostile arguments to protect Marxism – Leninism and Ho Chi Minh Thought is the primary and important mission in the work of Party building and rectification today. To successfully accomplish this mission, it is necessary to thoroughly grasp, and seriously implement the Resolution No. 35-NQ/TW of the Politburo (XII tenure) on “Strengthening the protection of the Party’s ideological foundation, countering against the wrongful and hostile arguments in the new situation”.
Realizing the wrongful arguments of hostile, reactionary forces, and political opportunists
The Party’s ideological foundation is an important component of the political and spiritual life, a fundamental and core factor which create ground and premise deciding all operations of the Party. Once the Party’s ideological foundation changes, it will necessarily change the goals, ideals, organizational principles, and orientation of political operation. Therefore, hostile and anti-communist forces have realized that in order to counter and neutralize the leadership role of the Communist Party of Vietnam, the primary thing to do is to attack into its ideology. Therefore, they have always taken advantage of the mass media, Internet, social networks and the shortcomings in socio-economic management and development of the State, the degradation in the politics, morality and lifestyle of a number of cadres and party members to incite internal disunity, discredit our cadres with an aim to deny the leadership role of the Party, the management and operation of the State and put their plot of “depoliticization” the armed forces, promoting internal “self-evolution”, “self-transformation” into force.

Contribute to firmly protecting the Party’s ideological foundation
Under the leadership and direction of the Party Central Committee, the Secretariat, the Politburo, the instructions of functional agencies, the leadership, management and operation of party committees and leaders of branches and localities, the struggle to refute the wrongful and hostile arguments against the Party’s ideological foundation has been conducted in almost all aspects and gained significant results. Almost all cadres, party members, armed forces and people have the right perception of the Marxism – Leninism, Ho Chi Minh Thought. They have shown their steadfastness in the Party’s platforms and guidelines, the laws and policies of the State. Marxism – Leninism and Ho Chi Minh Thought have affirmed their political-spiritual dominance and become the ideological ground and the lodestar for all operations of the Party. The struggle’s effectiveness, however, remains low to some extent. A number of cadres and party members are still affected by the wrongful and hostile arguments, making them skeptical and doubtful about the Party’s ideological foundation. Some have shown signs of degradation in politics, morality, lifestyle, “self-evolution” and “self-transformation”.
Dealing with the situation, in order to strengthen the unification in thinking and action in the Party, and create a consensus in the society for realizing the Resolution of the 12th National Congress of the Party, and make careful preparation of the upcoming 13th National Congress, we should thoroughly grasp and implement the Resolution No. 35-NQ/TW of the Politburo so as to make the whole Party and people strongly believe in the Marxism – Leninism, Ho Chi Minh Thought, in the victory of the revolutionary cause, and determined to fulfill the mission of Fatherland construction and defence.
To that end, first, the party committees should strengthen their leadership and direction; uphold the managerial and operational role of the authorities and the advisory role of agencies in the struggle against the wrongful and hostile forces. Focus on building the party committees pure and strong in politics, ideology, organization, and morality. Enhance the leadership capacity and combat strength. Continue to promote the implementation of the Central Resolution 4 (XII tenure) on Party building and rectification associated with the Directive No. 05-CT/TW of the Politburo (XII tenure) on studying and following Ho Chi Minh’s thought, morality and style. Perfect the system of laws, regulations for information management, press and publication, information briefing. Strengthen the work of inspection and supervision, internal political protection, cadre and organization. Promote the role and responsibility of party committees in discovering and settling the ones being found with signs of “self-evolution”, “self-transformation”, and political opportunists. Resolutely settle the emerging issues, prevent and curb the intrusion and intervention of hostile forces.
Second, strengthen and improve the quality of political and ideological education, enhance the “resistance capacity” of cadres, party members, the armed forces and the people. To that end, it is necessary to enhance the quality of political theoretical education in schools; renew the program, content of education of Marxism – Leninism, Ho Chi Minh Thought, and the cultivation of teachers of political theory and social sciences and humanities to meet the requirements of fundamental and comprehensive renewal in education and training. Further disseminate the traditional cultural values, and historical experience in the cause of Fatherland protection and defence; patriotism and national pride. At the same time, it is necessary to make cadres, party members and the mass fully aware of the plots and schemes of hostile forces against the Party’s ideological foundation and that this is a long, difficult, and complicated struggle; make them able to distinguish between partners and adversaries in the complex of deep and comprehensive international integration in the fields of politics, economy, culture, defence and security. Actively provide information for cadres, party members, and the people, particularly the retired, artists, intellectuals, students, etc., for public opinion orientation to heighten their vigilance against the distorted arguments of hostile forces.
Third, promote theoretical study and practice review to contribute to clarifying, supplementing and perfecting the ideological foundation; provide scientific proof for the making of guidelines of the Party, policy and laws of the State. Continue to affirm and concretize the basic principles of Marxism – Leninism, Ho Chi Minh Thought and sustainable values which are suitable to the practice of the country; clarify the issues need to be supplemented and further developed; conduct systematical study of Ho Chi Minh ideology and Ho Chi Minh’s creative supplementation and development of Marxism – Leninism. When it comes to the new theories, doctrines and ideologies, it is necessary to conduct study in a subjective, dialectical manner to acquire the progressive values while actively criticizing the unscientific, irrevolutionary nature of hostile views by scientific proof and persuasive arguments. Pay attention to studying for early anticipation of the world, regional and domestic situation, and the strategic adjustments in policies of major powers; anticipate the subjective plots and schemes of hostile forces and political opportunists, particularly in the field of ideology, theory to build appropriate and effective plans, contents and methods of countering.
Fourth, facilitate close coordination between functional forces; diversify the methods of struggle to refute the wrongful and hostile views. Build and effectively implement the regulations for coordination between Central ministries, sectors and branches, between local authorities, party committees, and organizations to opportunely discover and counter the subversive plots and schemes of hostile forces. Maintain the mechanism of situation briefing, information exchange and method unification for countering; not to let the hostile force take use of the shortcomings in the leadership and management of the Party and State to distort, defame and deny Marxism – Leninism, Ho Chi Minh Thought. Diversify the methods of struggle; combine propagation and education with the methods of organization, appointment, inspection, and supervision; between “build” and “prevent” in which “build” is the main one. Promote the role of press agencies in propagation to clarify the truth and orientate public opinion especially when it comes to sensitive and complicated matters so that they agree and support the guidelines and policies and the Party and the State.
Fifth, pay attention to develop the core and specialized force for the struggle. This force will include the cadres and party members with firm political steadfastness, high theoretical level, eloquence, enthusiasm and strong will to protect Marxism – Leninism, Ho Chi Minh Thought, the Party and socialism. Improve theoretical level, combat experience; provide necessary equipment for struggle and favourable treatment for scientists, presiding cadres at institutes, schools, academies, central and local agencies and units, the reporters, editors at the press agencies who are the core and pioneering force in the protection of the Party’s ideological front. Actively apply technical measures for information security, not to let the hostile forces take advantage of the Internet for their sabotage.
Countering the wrongful arguments of hostile forces to protect the ideological foundation of the Party is a long, difficult and complicated struggle which requires us to grasp and strictly implement and Resolution 35 of the Politburo, promote the synergy of organizations, forces, levels and sectors, contributing to defeat the plots and schemes of “peaceful evolution” of hostile forces to protect the Party, the people, the State, the renovation cause, industrialization, modernization, international integration, national interests; maintain the peaceful and stable environment for development of the country.
