Together with determining the viewpoints, goals, directions and tasks in the Strategy for sustainable exploitation and protection of marine resources and environment until 2030, with a vision to 2050, our Party also introduces key solutions to successfully implement this important Strategy, which focuses on the following key aspects.

1. Completing the legal system on the management and protection of marine resources and environment. Our Party points out that it is necessary to review and perfect the legal system on marine and island resources and environment; research, build and perfect the legal system; assign certain marine areas to entities and individuals for use and exploit marine resources, etc; elaborate encouraging policies for socio-economic development combined with defence and security protection on islands, especially the frontline ones.

2. Developing science and technology. The State shall attach importance to promoting innovation, applying advanced scientific and technological achievements of the Fourth Industrial Revolution, digital transformation, and digital technology; promote research and establish scientific grounds for planning and improving policies and laws on state management of marine and island resources, etc.

3. Strengthening and expanding international cooperation on management and research of marine and island resources and environment. Promote international cooperation on sustainable management, use and conservation of marine resources and environment; seriously adhere to regional and international treaties and agreements on the sea that Vietnam has acceded to, etc. Promote contact, introduction, and participation of relevant parties and multilateral cooperation in resolving disputes and conflicts of interest related to resources and the environment in the East Sea.

4. Promoting education and training and developing marine human resources. The State shall invest in training or cooperate with foreign countries to provide tertiary education in majors that are currently not or are rarely trained at domestic educational establishments, gradually providing sufficient human resources for research, basic investigation, management and protection of marine resources and environment. Develop and synchronously implement remuneration policies to support, encourage, and attract scientists and experts to work in the fields of research, basic investigation, management, and protection of marine resources and environment, etc.

5. Building sustainable financial mechanisms for the sustainable exploitation and use of marine and island resources. Improve the system of policies and laws to diversify, mobilise and effectively use investment capital sources besides the state budget. Promote the socialisation of investment sources including private investment, foreign investment, and aid for the management, basic investigation, scientific research, exploitation and use of resources, and protection of the marine environment, etc.

In addition to the above solutions, our Party also specifies that: building a national system of information and database of marine and island resources and environment; at the same time, promote propaganda and raise awareness about the sea, sustainable exploitation and use of resources and protection of the marine environment, successfully realising the goals and fulfilling the tasks set out in the Strategy.

With efforts and the drastic participation of all levels, branches and localities, the joint action of the people and the active support of relevant entities, it is believed that, in the coming time, breakthroughs will be made, contributing to realising the aspiration of making Vietnam a strong and rich country from the sea.
