“Development of education and development of science and technology is regarded as our prime national policy. Investment in education and training is the investment for development”. Therefore, researching and proposing some solutions to improve the quality of training and scientific research in military schools is an urgent issue.
Realising the role of training and scientific research, over the years, military academies and schools have gradually renovated contents, programs, and methods to improve the quality of these fields. However, there still remain some limitations in improving the quality of training with scientific research in each school.
While the goals and roadmap for national development and Military building under the Resolution of the 13th National Party Congress require the efforts of all levels, branches, and forces, including the Education and Training sector, improving the quality of training and scientific research in military schools is an important content that entails a number of basic solutions as follows:
Firstly, to raise awareness and sense of responsibility of Party committees and commanders at all levels, cadres, lecturers, and cadets for the tasks of education, training, and scientific research. The 11th Military Party Congress has determined to "improve the quality of education, training, and scientific research at military schools" and "concentrate on investing in building a number of academies and schools under the model of "Smart schools, approaching the Fourth Industrial Revolution”. This is the basis for military schools to thoroughly grasp the resolutions of all levels on improving the quality of education, training, and scientific research. The focus is on the Resolution of the 8th Central Committee (The 11th Tenure) on "Fundamental and comprehensive renovation of education and training to meet the requirements of industrialisation and modernisation in the context of a socialist-oriented market economy and international integration”, Resolution No.52-NQ/TW issued on September 27th, 2019 by the Politburo on "A number of guidelines and policies for active participation in the Fourth Industrial Revolution", Resolution of the 6th Central Committee (The 11th Tenure) on “Science and technology development”, Resolution No.86-NQ/ĐUQSTW issued on March 29th, 2007 by the Central Military Party Committee (now the Central Military Commission) on education and training in the new situation, Resolution No.109-NQ/QUTW issued on February 11th, 2019 by the Central Military Commission on building the contingent of the Army’s cadres, especially those at the campaign and strategic levels to meet the requirements of tasks in the new situation, Conclusion No.62-KL/QUTW issued on January 18th, 2019 by the Central Military Commission on "Continuing leading the scientific, technological, and environmental work in the Military until 2020 and beyond", Resolutions of the 11th Military Party Congress, the 13th Party Congress, etc.
Secondly, to continue innovating educational and training processes, programs, contents, and methods in association with scientific research tasks. The goals of renovating educational, training, and scientific research processes, programs, and contents and building a revolutionary, regular, elite, and gradually modern People's Army are to, "by 2025, basically complete the restructuring towards elite, compact, and powerful direction; build a number of modern armed services, branches, and forces by 2030; and, from 2030, strive to modernise the Army. Therefore, it is necessary to renovate the educational and training processes, programs, and contents in association with scientific research towards standardisation and modernisation in line with the Army's missions. The military schools need to actively review the training objects to build standard and appropriate programs, avoid the duplication of knowledge at all academic levels, and promptly update new developments in military science - technology, and military social sciences and humanities, military arts, especially people's arts of war in new conditions. The schools need to determine that as scientific research is a breakthrough solution, it is necessary to orient trainers to have methods of independent, creative thinking and discovery new things and diversify forms and methods of training and scientific research to fully exploit and apply scientific and technological achievements.
To continue promoting scientific research at all academic levels and disciplines, closely combining basic research with applied research, focusing on investing in, fostering and developing a contingent of leading training and scientific research staff, and adopting appropriate policies in building a contingent of young trainers and scientific researchers to create succession sources. At the same time, to create an extensive movement of scientific research among cadres, lecturers, and cadets and direct research subjects to topics that directly serve the tasks of education and training and practical issues.
Thirdly, to regularly consolidate and develop the contingent of trainers and scientific researchers. To thoroughly grasp the direction and mission of: “Creating a breakthrough in fundamentally and comprehensively renovating education and training, developing high-quality human resources, and attracting and utilising talents. To promote researching, transferring, and applying the achievements of the Fourth Industrial Revolution to the fields of social life”, and continue building a contingent of trainers and education managers who have qualifications commensurate with their jobs and qualifications to meet the standards as prescribed by the State and the Ministry of National Defence.
To step up the planning, training, fostering, and use of trainers and scientific researchers. To constantly improve qualifications, scientific research thinking ability, pedagogical skills, and practical experience and actively renovate training and scientific research methods to arouse and promote the activeness, initiative, creativity, self-study, self-discipline, and practical operation capacity for lecturers, researchers, and cadets to meet the requirements of industrialisation, modernisation, and international integration. To continue building and developing a contingent of trainers and scientific researchers to ensure sufficient quantity and quality with focus on political stuff and training and scientific research qualifications.
Finally, to perfect mechanisms and policies and invest in facilities to meet training and scientific research requirements. To focus on developing and perfecting regulations on education, training, and scientific and technological activities under the regulations and guidelines. To pay attention to fostering, attracting, appreciating, and utilising science and technology staff, especially leading experts and talents in the field of science and technology; well training and fostering trainers and scientists through practice; and adopting policies to attract talents to military schools. To strongly renovate the mechanisms and implement remuneration regimes for training and scientific research staff at schools and consolidating the councils and agencies for training and scientific research management to bring into play practical effectiveness. To continue supplementing and completing the rule and regulations on combining education and training with scientific research; promote the role of forces in scientific research; maintain the order, build a vibrant, wide, democratic environment for scientific activities to suit the needs and levels of the objects; and motivate and attract the active participation of cadres and lecturers from various types of training. Scientific management agencies need to renovate, adhere to the training goals and requirements, and develop programs and plans for scientific research to meet immediate requirements, serving as basis for synchronous and unified implementation. The stages of appraisal and approval of the outlines, research organisation, completion, acceptance, and application into practice must be strictly followed. To well perform the advisory work on undertakings, measures, mechanisms, and policies to bind and mobilise the intelligence and capacity of forces for training and scientific research activities, among which, priority is given to implementing projects that directly serve the education and training tasks of the schools and the Army.
To continue paying attention to investing in facilities to gradually modernise equipment for training, training management, and scientific research. To perfect the operational management system, education management and scientific research software, lecture halls, libraries, laboratories, information database, materials, to create a breakthrough in synchronous and effective implementation of technology application projects in management and support of training and scientific research.
The good implementation of the above solutions will contribute to improving the quality of education, training, and scientific research in military schools to meet the requirements of the task of protecting the Fatherland.
