Maintaining security to create a peaceful and stable environment for national development is a fundamental issue for all nations and people. Therefore, finding solutions to improve the efficiency of mass mobilization work in maintaining security for national construction and defence is of great significance.

President Ho Chi Minh pointed out that “People’s resources are very potential. The mass mobilization work is critical. Poor mass mobilization will lead to bad results. Good mass mobilization can help everything succeed”. In the cause of maintaining security and defending the Fatherland, he frequently reminded specialized agencies and units to pay attention to and do well the task of mass mobilization. Imbued with his thoughts, throughout the revolutionary periods, our Party and State have attached special importance to the mass mobilization work, identifying this as a strategic and important measure to contribute to mobilizing the strength of the whole political system on building and defending the Fatherland. The 7^th Central Party Conference (the 11^th Tenure) issued Resolution No.25-NQ/TW on June 3^rd, 2013 on “Strengthening and renovating the Party's leadership over the mass mobilization work in the new situation". The Prime Minister also issued Decree No.06/2014/NĐ-CP on January 21^st, 2014 “On measures for mobilizing the masses in protecting national security and preserving social order and safety”. During the implementation process, all levels, branches, organizations, and forces have thoroughly grasped and implemented with multiple good, creative, and practical methods.

Reality shows that the cause of maintaining security and defending the Fatherland under the leadership of the Party is only successful when creating the sympathy and support of the people and strengthening the great unity bloc of the entire nation. Accordingly, in order to continue improving the quality and efficiency of the mass mobilization work in order to maintain security and defend the Fatherland, the following major contents and tasks should be well implemented.

Firstly, the Party committees and leaders of departments, agencies, forces, and localities should continue to thoroughly grasp Ho Chi Minh thought on the mass mobilization work, Resolution No.25-NQ/TW issued by Party Central Committee (the 11^th Tenure) and the Resolution of the 12^th National Party Congress on the mass mobilization work, Decree No.06/2014/ND-CP on January 21^st, 2014 “On measures for mobilizing the masses in protecting national security and preserving social order and safety”, etc. Thereby, it can help raising the awareness of the position and important role of the mass mobilization work in the cause of building and defending the Fatherland, especially in the implementation of the movement entitled “All people protect the national security”. It should be considered as the regular work in performing political tasks of units, forces, and localities. It is also necessary to be proactive in leading, directing, inspecting, and supervising the organization of the mass mobilization work and formulating and deploying programs, plans, and solutions for effective implementation, of which special importance should be attached to training, coaching, fostering, and implementing regimes and policies for mass mobilization workers. Besides, limitations and shortcomings should be timely detected to take proactive measures to overcome.

It is essential to well implement the Regulations on the mass mobilization work and the Grassroots Democracy Regulations and adhere to the grassroots to promptly grasp the thoughts and quickly and effectively resolve the legitimate aspirations, opinions, and feedbacks of the people; to enhance the dialogue, improve the quality of voter contact, implement the regime on reception of citizens in accordance with regulations, and promptly and lawfully settling citizens' complaints and denunciations; and to pay attention to the material and spiritual life and respect and promote the people's sovereignty rights.

Second, the People's Army, the People's Public Security, the CPV’s Mass Mobilization Commission, and the Vietnam Fatherland Front and its subordinate organizations at all levels should continue to closely coordinate in organizing and implementing resolutions and directives of the Party and State on the mass mobilization work. The movement entitled “All people protect the national security” should be promoted and spread out. In particular, it is necessary to take practical, specific actions to create a highlight and spread the movement; effectively organize the activities in the “National Day for the entire people to protect the national security” to create a positive change in the awareness and exercise of citizens' rights and obligations in the cause of maintaining security and defending the Fatherland. At the same time, it is required to proactively prevent, detect, and defeat the conspiracies and modes of operation of hostile forces and criminals, especially their strategies for “Peaceful evolution”, “self-evolvement”, “self-transformation”, and “depoliticization” of the armed forces in order to incite and divide the great unity bloc of the entire nation and divide the close relationships between the people and the Party and between the Army and the Public Security, contributing to building a solid people security and all-people defense posture.

Thirdly, to actively innovate the contents, forms, and measures of the mass mobilization work in the cause of maintaining security and defending the Fatherland, ensuring practicality and suitability to conditions and circumstances of each field and area. Focus should be placed on building and consolidating the movement in strategic areas, border lines, seas, islands, areas where religious and ethnic minorities gather, and key and complex areas of security and order. The movement should be developed towards socialization and in view that “people know, people discuss, people do, and people monitor” and the motto of “self-defense, self-management, self-protection, and self-reconciliation” on security and order to every agency, unit, school, residential area, and family; building safe residential areas, communes, wards, townships, agencies, enterprises, and schools in terms of security and order; and selecting, building, and replicating typical models in localities and organizations with similar characteristics. Peak attacks should be organized to suppress criminals and social evils, creating momentum and motivation and encouraging people to self-consciously and actively participate in maintaining security and defending the Fatherland. The administrative reform and working practice renovation should be promoted to resolutely resist troubling manifestations, harassment and create favorable conditions in the production and business of enterprises and people's activities. At the same time, attention should be paid to propagating and mobilizing the people to master the Party's guidelines and policies and the State's policies and laws, especially the methods and conspiracies of operation of hostile and reactionary forces and crimes; participating in the implementation of national programs on preventing and combating against crimes, drugs, and human trafficking; detecting and denouncing crimes and ensuring traffic order and safety; and doing well the work of humanizing, educating, and helping the sentence executors in self-reintegration into the community. Along with that, it is necessary to actively detect, foster, and replicate typical models and advanced examples of “good people doing good deeds”; and to focus on typical models and advanced examples of the mobilization work in the field of security and order at the grassroots level in order to make the mass mobilization work more comprehensive and effective.

Finally, to focus on researching and perfecting the system of legal documents and mechanisms and policies to concretize the Party and State's regulations on the mass mobilization work and construction of the movement entitled “All people protect the national security”. To adopt appropriate policies to motivate and promptly encourage the masses of people to actively participate in the above movement. At the same time, to focus on strengthening the organization and improving the quality and performance of the Army, the Public Security, the Mass Mobilization Commission, and the Fatherland Front and its subordinate organizations at all levels. To improve the effectiveness of the Steering Committee for “Implementing the movement of all people to protect the national security” and the Steering Committee for “Prevention of crimes and social evils and building the movement of the all people to protect the national security” at all levels. To regularly consolidate and foster professional skills for officials engaged in the mass mobilization work and building the movement of the all people to protect the national security in armed forces, the Mass Mobilization Council, and the Fatherland Front at all levels. To organize a contingent of officials engaged in the mass mobilization work with sufficient quality, qualifications and prestige, contributing directly to raising the efficiency of the mass mobilization work.

Good implementation of the above contents is of the responsibility of all levels, all branches, and all forces to create an important basis for building a solid “people's heart and mind posture” to promote the great strength of the masses of the people to participate in maintaining the security and defending the Fatherland in the new situation.
