To meet their high task requirements, Coast Guard Zone 2’s Party Committee and Command have focused their leadership and direction on enhancing political education and ideological management, consolidating internal unity, and building cadres and soldiers’ political determination to successfully fulfil the task of law enforcement in the sea under the Zone’s responsibility.
Being fully aware that political education and ideological management play a decisive role in building politically strong units, over the years, Coast Guard Zone 2’s Party Committee and Command have always paid due regard to comprehensively leading and directing this work. As a result, the Zone has always maintained its stability. The majority of the Zone’s cadres and soldiers have shown their political zeal and absolute faith in the Party’s leadership. In spite of complex impacts and intense developments at sea, the Zone’s cadres and soldiers have always grasped the Zone’s task of maintaining security, order, and safety within the Zone’s assigned sea. They have proactively surmounted all difficulties and challenges, self-consciously improved and brought into play the virtues of “Uncle Ho’s Soldiers – Coast Guard Soldiers,” and strived to successfully fulfil all assigned missions.
It should be noted that cadres and soldiers of the Zone have always remained steadfastness in the Party’s guidelines and the State’s laws and policies against hostile forces’ “peaceful evolution” strategy and plots of “depoliticising” our Military and encouraging “self-evolution” and “self-transformation” from within, comprehended Vietnam’s partners and opponents, maintained their revolutionary vigilance against hostile forces’ artifices, grasped complex developments in the East Sea, heightened a sense of responsibility and self-reliance, and proactively, creatively overcome all hardships to successfully fulfil all assigned missions. Democracy and solidarity within the Zone have been promoted. The majority of the Zone’s cadres and soldiers have always resolutely combated and criticised wrong viewpoints, opportunism, individualism, corruption, and negative practices.
However, a number of the Zone’s cadres and soldiers have been still afraid of study and self-improvement; they have yet to abide by the State’s law and the Military’s discipline. There have been signs of mediocrity. Self-criticism and criticism by some party committees and organisations have yet to be strict, while individual and collective weaknesses and shortcomings have yet to be completely settled. All-level party committees and commands’ roles in grasping and dealing with troops’ ideological issues have yet to be regularly promoted, thereby leading to violations of discipline committed by several cadres and soldiers.
Against such a backdrop, the Zone’s Party Committee and Command have concentrated their leadership and direction on drastically taking measures to raise the quality and effectiveness of political education and ideological management as the basis for building a politically strong Zone, improving the Zone’s synergy and combat power, and successfully fulfilling all assigned tasks.

Enhancing all-level party committees and commands’ leadership and direction over political education and ideological management has been seen as a measure of prime importance by the Zone. As the Zone performs its tasks in a large sea of 6 central provinces with a lot of independent affiliates, leadership and direction over political education and ideological management must be focalised, uniform, flexible, and creative. Hence, in addition to raising troops’ awareness of the importance of political education and ideological management, the Zone Party Committee has required affiliated party committees and organisations to include this work in their regular resolutions. Contents of leadership over political education and ideological management must be brief, clear, and relevant to reality with comprehensive, synchronous, focalised measures to completely deal with weaknesses in this work. Besides, the Zone has asked all-level party committees and commands to heighten their responsibility, match their words with action, and consider the outcome of ideological work as their action guidelines and a yardstick for evaluating each collective and individual’s awareness, leadership, and direction. Leaders of the Zone’s offices and units have proactively developed detailed action plans for political education and ideological management properly. All-level cadres and especially political cadres have focused on managing troops’ ideology, correctly anticipating cadres and soldiers’ ideological developments, and proactively monitoring, evaluating, and classifying ideological situations. They have also worked towards proper measures to orientate troops’ ideology. Importance has been attached to combining ideological management with discipline management, opportunely preventing the degradation in political ideology, morality, and lifestyle, and avoiding falling into passivity. At the same time, due regard has been paid to decentralising political education and ideological management and stepping up inspections and evaluations of task performance so as to opportunely draw lessons, make adjustments, and guarantee uniform, efficient, effective leadership and command over this work.
Closely combining a reform in contents, forms, and methods of political education with a reform in ideological management represents an important measure aimed at raising cadres and soldiers’ political zeal and responsibility for tasks and self-improvement. Therefore, the Zone’s Party Committee and Command have required offices and units to continue grasping troops’ awareness, psychology, mindset, and ideology in order to formulate contents, forms, and methods of political education properly. At the same time, via political education, measures to manage troops’ ideology have been designed effectively. In addition to strictly following political education programmes under regulations, the Zone has concentrated on renewing and diversifying forms and methods of propagation and education relevant to its task requirements to guarantee ideological orientation and combativeness. Besides, due attention has been paid to actively applying information technology and promoting the role of oral propagation and units’ cultural institutions to raise the effectiveness of ideological management. In the process, offices and units of the Zone have closely combined the work of propagation and education to improve troops’ political zeal with the fight against all signs of “self-evolution” and “self-transformation” and hostile forces’ plot of “depoliticising” our Military. Affiliates of the Zone have strictly maintained Political, Cultural, and Spiritual Day in order to grasp troops’ thoughts and aspirations, opportunely deal with ideological issues, prevent violations of law and discipline, and resolutely fight against ideological deviations, negative practices, and violations of discipline.
In the management of troops’ ideology, offices and units of the Zone have closely combined “building” and “fighting”, with the former acting as the main factor, promoted positive elements to push back negative practices, and avoided making ideological work irrelevant to their function and assigned tasks. Great value has been attached to actively renewing contents of ideological work and flexibly, creatively applying forms and methods of ideological work in accordance with each office and unit’s practical conditions. Due attention has been paid to flexibly, creatively, effectively employing 100 possible ideological situations as solutions for cadres to deal with ideological issues within offices and units. On a yearly basis, the Zone has organised training courses for cadres in charge of ideological work, while holding key cadres’ conferences to achieve agreement on contents and methods of ideological work. On a monthly basis, affiliates of the Zone have stringently maintained specialised news briefings and informed cadres and soldiers of ideological situation across the Military. At the same time, consideration has been given to stepping up the study and following of Ho Chi Minh’s ideology, ethics, and lifestyle in tandem with the execution of the Resolution of the 13th Party Central Committee’s 4th Plenum on building and rectifying the Party and the political system, resolutely preventing and repelling the degradation in political ideology, morality, and lifestyle as well as the signs of “self-evolution” and “self-transformation” amongst cadres and party members. Regulations on managing, classifying, monitoring, and reporting troops’ ideological developments have been closely maintained. Besides, due regard has been paid to improving troops’ material and mental life and promoting each cadre and soldier’s right to mastery within offices and units.
Furthermore, the Zone’s Party Committee and Command have focused on bringing into play the synergy created by all organisations and forces. Emphasis has been placed on promoting the core role of all-level political offices and cadres in directing, organising, guiding, and maintaining political education and ideological management. The Zone has heightened responsibility of all-level commanders, mass organisations, and soldiers’ councils for educating troops and orientating troops’ ideology, especially against complex developments of the situation. It has closely combined ideological work with organisation work and strictly maintained the State’s law, the Military’s discipline, and its affiliates’ operation and safety, while aligning troop management with ideological management. It has also directed its offices and units to proactively cooperate with local party committees, authorities, and citizens as well as troops’ families in well managing troops’ social relationships. At the same time, it has improved the quality and efficiency of its core force in charge of preventing and combating wrong viewpoints in cyberspace, while building a healthy cultural environment within itself.
Synchronously, effectively implementing those above-mentioned measures has provided an important basis for cadres and soldiers of Coast Guard Zone 2 to raise their awareness, responsibility, and faith, maintain the Party’s ideological foundation within each office and unit, and make contributions to building an “exemplarily, typically” comprehensively strong Zone capable of successfully fulfilling all assigned missions.
