Cau Giay district focuses its leadership and direction on raising the quality of conscription work

Selection and recruitment of citizens to the Military constitute our entire Party, Military, people, and political system’s task of importance to the Fatherland protection. Hence, Cau Giay District Party Committee and People’s Committee have frequently paid due attention to exercising their leadership and direction over this work via many drastic, synchronous measures.

Over the years, grasping and seriously implementing resolutions and directives by the Party, the Central Military Commission, the Ministry of National Defence, and particularly Hanoi’s Municipal Party Committee and Municipal People’s Committee, the district has closely, effectively carried out the work of selecting and recruiting citizens to the Vietnam People’s Army (VPA). For many consecutive years, the district has always fulfilled all targets of military enlistment with good quality, being highly appreciated by troop-receiving units and the Municipal Military Command. However, there have been weaknesses in the district’s selection and recruitment of citizens to the Military. Although Cau Giay is one of the central districts of Hanoi capital city with high population density, the people’s high intellectual standards, robust socio-economic development, there have been various factors greatly impacting on the selection and recruitment of citizens to the VPA. It is worth noting that most of youths at military service age are now studying at colleges and universities; many young people are not healthy enough due to their refractive errors; a section of young citizens are working for offices, organisations, and enterprises with stable and even high incomes, and they desire for exemption from military service. Therefore, in order to both reach the target of military recruitment and increase the quality of enlisted citizens for the Military build-up in the new situation, the district will concentrate on directing its offices, units, and localities to thoroughly grasp the Military Service Law, directives and guiding documents by the Municipal People’s Committee and the Municipal Military Command on conscription work. Offices, units, and localities within the district will be required to synchronously adopt measures to successfully perform this important task.

First of all, the district will strictly decentralise responsibilities, promote the role of district party committee members in regularly, closely inspecting steps of military enlistment, and consider the results of conscription work as a criterion for assessing the task performance of all-level collectives and key cadres. At the same time, significance will be attached to consolidating all-level Military Service Councils, bringing into play the roles of Fatherland Fronts, committees, sectors, and unions, especially the District Military Command as the Standing Agency of the District Military Service Council in counselling, guiding, directing, and performing conscription work. Besides, due attention will be paid to directing the District People’s Committee and wards to introduce resolutions, directives, and relevant documents on conscription work to each party cell and quarter.

In addition, the district will renew and improve the work of propagation and education to render the entire political system and people fully aware of the importance of military call-up to building a strong VPA for firmly protecting the Fatherland in the new situation. Focuses of this work will be placed on making each citizen at military service age heighten a sense of responsibility and readily sacrifice their personal benefits to join the Military and make certain contributions to the Fatherland protection.

Grounded on its recorded results, the district will continue directing its offices, units, and localities to practically, effectively renew contents, forms, and methods of propagation and education to make this work more attractive. Contents of propagation and education will be made brief and easy to understand, with a focus on the Military Service Law, the heroic tradition of the VPA, the glorious tradition of the capital armed forces and people, rights and obligations of citizens with respect to the Fatherland protection, policies and entitlements for active duty and demobilised soldiers and their families. At the same time, the district will mobilise all forces to launch propagation campaigns prior to and during the “conscription season,” print and deliver leaflets to citizens, and include conscription work in meetings of offices, organisations, and unions within residential areas and quarters. It should be noted that many retired senior military cadres are now living in the district. Therefore, the district will direct War Veterans’ Associations to actively take part in the work of propagation and education via talk shows about the country’s glorious tradition, Vietnam’s military art, and the noble image of “Uncle Ho’s soldiers.” Besides, the district will direct its offices and units to organise visits to historical relic sites for enlisted citizens, such as National Museum of History, Vietnam Military History Museum, K9 Historical Relic Site, with the aim of building up their patriotism, national pride, and determination to become revolutionary soldiers. With those approaches, in the upcoming time, all citizens of the district at military service age will readily join the VPA to perform missions across the country.

Currently, the district’s population density is high, but a large number of citizens are relocating. Many households live in different places of Hanoi and use their official property in the district for business or lease. A lot of citizens are not living with their families in the district. Against such a backdrop, in order to raise the quality of conscription work, the district will concentrate its leadership and direction on stringently maintaining steps for the selection and recruitment of citizens to the VPA, particularly the registration, re-examination, and management of sources of citizens eligible for military service. It will direct its wards to well carry out the registration of citizens for military service, particularly graduates from universities, colleges, and vocational training schools. Moreover, it will direct military and public security offices to grasp the number of households and their members as well as citizens’ temporary residence addresses, workplaces, and family backgrounds so as to facilitate the registration and management of sources of citizens for military service. Doing so will provide an important foundation for the district’s pre-qualification and review of citizens for military service.

To improve the effectiveness of the recruitment of citizens to the VPA, the district will direct its military agency to organise intensive training courses on guidelines, measures, and guiding documents for conscription work prior to the “military enlistment season,” seriously draw lessons on previous years’ conscription work, and reach agreement on the implementation process. The district will attach great value to directing its offices, units, and localities to seriously, publicly, equally, democratically take steps of conscription work under the Military Service Law. Lists of citizens at military service age, citizens being exempted from or allowed to postpone military service, citizens eligible for military service, enlisted citizens, and citizens evading military service will all be publicly posted in residential areas in order to create the people’s faith and achieve a consensus amongst the people. In addition to carefully appraising citizens’ political qualities, morality, and educational background, the district will attach special importance to medical examination work. Members of the district’s military medical examination council will be carefully selected and provided with best facilities, equipment, and refresher courses so that they will well implement Joint Circular 16/TTLT-BYT-BQP, dated June 30th, 2016 by the Ministry of Health and the Ministry of National Defence and Circular 148/2018/TT-BQP, dated October 4th, 2018 by the Ministry of National Defence on regulations for selection and recruitment of citizens to the VPA. In the process, the district will organise medical examinations right at its military agency to guarantee closeness, seriousness, accuracy, and objectivity, opportunely detect acts of evading military service, and resolutely prevent enlisted citizens from being dismissed by their units for health reasons. Besides, the district will closely manage citizens passing military medical examinations and direct its military offices to maintain cooperation with troop-receiving units in preparing ceremonies to see enlisted citizens off.

In addition to those above-mentioned measures, the district will pay due regard to implementing policies for military rear. This measure is of utmost importance and directly impacts on the quality and effectiveness of conscription work in both long and medium term. Therefore, the district will continue directing its wards to well organise working teams with the participation of military offices, Fatherland Fronts, War Veterans’ Associations, Women’s Unions, and Youth Unions to give mental and material support to each citizen and their family and hold programmes or meetings to present young citizens in difficulty with gifts and savings accounts prior to their military enlistment. It will also proactively cooperate with offices and enterprises in its area in making commitments to receiving demobilised soldiers so as to create motivations for their fulfilment of military service. It will direct its competent offices, particularly its Justice and Public Security agencies to stringently handle violations of the Military Service Law to raise the effectiveness of educational deterrence efforts and guarantee equality in military service. At the same time, it will make elaborate preparations for ceremonies to see enlisted citizens off. When soldiers fulfil their military service and come back to the district, it will hold a formal reception and pay due attention to vocational training and orientation in order to build up enlisted citizens and demobilised soldiers’ pride and the people’s faith in the Fatherland protection.
