In order to build and promote the role of cadres to meet the requirements and tasks of the revolution, the 13th Congress of the Party added “3 dare” criteria for qualities and capabilities of cadres. This content should be thoroughly understood and effectively applied in practice.
In the process of revolutionary leadership, our Party has always focused on building a contingent of cadres with appropriate structure, quantity and quality to meet requirements and tasks. Many cadres have clearly showed the spirit of daring to think, daring to do, and daring to take responsibility, making positive contributions to the revolutionary cause of the Party and the nation. Currently, in the face of fast, complicated, and unpredictable changes of the world and regional situation, our country has many advantages and opportunities and at the same time faces difficulties and challenges. Revolutionary tasks and development trends of practice pose many new problems that need to be solved. Therefore, in order to further promote the role of cadres, the Resolution of the 13th National Party Congress determined that "there should be mechanisms to select, train, attract, and utilise talents, and encourage and protect cadres who dare to think, dare to speak, dare to do, dare to take responsibility, dare to innovate, and dare to face challenges and act for common interests”. Thus, in addition to the previous “3 dares”, the 13th National Party Congress added “3 more dares”, namely: “dare to say”, “dare to innovate”, and “dare to face challenges and act for common interests” to its view on cadre work. This supplementation represents the Party's wise strategic vision, in line with the actual situation and the movement and development of the country, and adapts to the Fourth Industrial Revolution and increasing international integration. Realising this point of view, on September 22, 2021, the Politburo issued Conclusion No. 14-KL/TW on the policy of encouraging and protecting cadres with dynamism and creativeness for the common interests. This is the basis for cadres at all levels to review and supplement criteria, regulations, etc., to build a contingent of cadres suitable to the nature, functions, requirements, and duties of each agency or unit. This article elaborates on the “3 new dares” of the Party, contributing to constantly improving the quality and capacity of cadres in the political system, meeting the requirements and tasks of national construction and defence.
1. Dare to speak is the “courage” to express their perceptions, thoughts, feelings, and opinions about a matter in a straightforward, true, and correct manner to help party committees, leaders and commanders to properly perceive the situation and propose effective solutions. In fact, in quite many offices, cadres and party members are still not brave enough to raise their voice, so negative manifestations and acts of corruption are not timely detected from the grassroots. Most of the detected corruption cases are unveiled by inspection of superior authorities, people's denunciations, and through information of the press. Therefore, the viewpoints of the 13th National Party Congress and Conclusion No. 14-KL/TW of the Politburo have eliminated the “bottleneck” to encourage cadres and party members to speak and clearly express their views, stances, attitude, opinions of things, thereby making the good flourish while the bad be prevented and repelled.
2. Dare to innovate is the ability to propose new ideas, models, methods of research, planning, management, labouring and production, which brings about great changes, practical value and effectiveness, strongly promoting the development of the collective, the organisation and the whole society. This is an objective requirement for the contingent of cadres and party members in the current national renovation and development process. Our revolutionary cause has witnessed many innovative examples with great effectiveness. For instance, the revolution path in light of Marxism - Leninism selected and adopted by leader Nguyen Ai Quoc has brought true independence and freedom to the nation; the model of “household contract” in agriculture, beyond-limit solutions in production and business, etc., before the renewal period, are an important basis for the Party to research and form innovation policy, creating a turning point for the all-round development of the country. As a result, “Our country has never attained such opportunity, potential, position, and international prestige like today”. Currently, many corporations and entrepreneurs across the country are promoting innovation in production and business, creating jobs, increasing incomes for employees, and making important contributions to the economy and social welfare of the country. The spirit of “fighting the pandemic like fighting the enemy” and unprecedented decisions and measures have involved the whole society in Covid-19 prevention and control and economic development, etc. It can be said that innovation may bring strong and positive changes to development, but it contains difficult and unprecedented contents; hence, sectors and industries should adopt policies and measures to encourage and protect cadres who dare to innovate.
3. Dare to face challenges and act for the common interests is the courage of cadres when they put common interests first and foremost, are voluntary and ready to accept and perform difficult and arduous tasks, devotedly and wholeheartedly serve the Fatherland and the people, take the interests of the collective and the nation as the goal in all their activities, without infringing upon or causing harm to the common interests. Currently, the cause of national construction and defence, especially the national renewal process, requires cadres and party members to dare to face challenges and act decisively for the common good, in order to successfully realise the goals determined by the Resolution of the 13th National Party Congress. Reality in the past struggle for national liberation, as well as in today's national construction and defence shows that: “As they are ready to sacrifice themselves for the revolutionary cause of the Party, for independence and freedom of the Fatherland, for the noble communist ideal, many Communist Party members and the masses have become exemplary heroes, martyrs, and soldiers on the production front and in the struggle for national liberation and defence. They do not ask for honour or privilege. They wholeheartedly devote to the Party and the people. They are ordinary party members, but their revolutionary morals are very noble. Our Party is very proud to have such cadres serving the class and the nation”. Promoting that spirit, in the fight against the “Covid-19 pandemic”, thousands of officials at all levels, doctors, soldiers of the Army and the Police have put aside their personal work and volunteered to counter the pandemic in the frontline. They dare to face challenges, even sacrifice their lives to save patients, protect people's health, etc. They represent for the vanguard who dare to face challenges and do unprecedented things. They may risk themselves and suffer.
The above contents are typical qualities, which are closely related to each other and together with other qualities form a whole in the personality of today's cadres and party members. In order for the “six dares” of cadres and party members, especially the newly supplemented “3 dares”, to flourish and develop, become practical actions in the next stage of innovation, promoting the country’s fast and sustainable development, first of all, Party committees and organisations, especially the secretaries, should promote awareness and responsibility, soon concretise and strictly implement Conclusion No. 14-KL/TW, dated 22 September 2021 of the Politburo (13th tenure) on “Encouraging and protecting cadres who are dynamic and creative for common benefits”; at the same time, promote propaganda and education to generate unity and consensus among cadres, party members and the masses on this policy.
As for officials and party members, regardless of the position they hold, they must boldly promote the quality of “6 dares”, especially the newly supplemented “3 dares”. Only by doing so, may the rapid and sustainable development of the country be achieved. This is also the combative, revolutionary, and human natures of each party member to sacrifice and strive for the goal of rich people, strong, democratic, equal and civilised country.
Implementing the “3 new dares”, especially dare to innovate and dare to create, help bringing about strong and positive changes for development, but remains a difficult process; therefore, Party committees, party organisations, heads of agencies and units should pay attention to leading, directing and creating favourable conditions for cadres to implement; monitor, examine, supervise, detect the arising problems; promptly encourage, support, remove difficulties and consider, adjust and make decisions appropriate to the actual situation. If piloting doesn’t bring expected results, Party committees and organisations should objectively review, assess and have appropriate settlement, avoiding blaming all failures on individuals.
One of the solutions for cadres and party members to promote the “six dares” quality is that Party committees and organisations at all levels strictly implement Resolution No.4 of the Party Central Committee (12th and 13th tenures) on strengthening Party building and rectification in order to improve leadership capacity, combat strength, prevent and repel the degradation in political ideology, morality, lifestyle, and manifestations of internal “self-evolution” and “self-transformation” so that our Party is on par with the revolutionary task. At the same time, strictly implement the principles of democratic centralism, self-criticism and criticism, the Regulation on grassroots democracy to create a favourable and democratic environment for cadres and party members to train themselves, dare to express their opinions and devote their wisdom and energy to the Party, Fatherland, and People. Periodically conduct review and promote propaganda and replication of role models and solutions, and have appropriate commendation. Cadres with innovative thinking, breakthrough, creative and effective solutions should be prioritised.
