1st Army Officer Training College improves the quality of regularity building and disciplining
Regularity building and disciplining is an important and permanent task of the 1st Army Officer Training College, which has always been paid much attention by Party committees and commanders at all levels in order to improve all working aspects and build the school “revolutionary, regular, exemplary”.
As a training centre of Army command and staff officers in the North, due to the requirements and tasks, the College manages and trains different types of learners, and they basically have strong sense of self-disciplining, except for a small number of cadres, cadets and soldiers. Besides, the College’s training activities often take place outdoor on field with the frequent use of weapon, ammunition, explosives, hence are prone to unsafety and breaches of disciplines. Being aware of this situation, over the past time, along with organisational restructuring, improving the quality of education, training, and scientific research, the College’s Party Committee and Administrators have always attached importance to regularity building and disciplining, and considered this a breakthrough in building the College all-strong and “exemplary and typical”. In order to well implement that policy, the College focuses on leading and directing agencies and organisations to implement policies and solutions in a drastic, synchronous, scientific and relevant manner. As a result, the quality of regularity building and disciplining and safety of the College has constantly been improved. In the last 5 years, the College kept its annual average rate of normal disciplinary violation at below 0.05% and saw no serious violation, which is an important contribution to improving the quality of education and training, and making the College comprehensively strong, successfully complete all assigned tasks.
Promoting the achieved results and grasping and striving for the goals set forth by the Resolution of the 17th Party Congress of the College (2020 – 2025 tenure), first of all, the College’s Party Committee and Administrators decide on further strengthening the leadership and direction of Party committees and commanders at all levels to meet new requirements of practice. To that end, the College directs its agencies, faculties and units to continue to thoroughly grasp and strictly implement the resolutions and directives of the Central Military Commission and the Ministry of National Defence on regularity building and disciplining, directly Directive No. 103/CT-BQP, dated 28th November 2019 by the Minister of National Defence on strengthening legal management, education, observance and safety in the Military; Resolution No. 101-NQ/ĐU, dated 13th January 2020 of the College’s Party Committee on leadership to improve the quality of regularity building, disciplining and safety of the 1st Army Officer Training College. The College directs its agencies, faculties and units to improve the effectiveness of political, ideological and legal education, with a focus on units operating outside its campus and units conducting training on the field and interacting with the people.

As a training centre of unit-level Army officers, the College pays special attention to leading and improving the quality of regulation observance, troop management, law observance, and disciplining. In particular, it resolutely overcomes the weak points, focusing on the units with violation in order to create a positive change in awareness and action in regularity building, law observance, disciplining, and safety as a basis for successful implementation of assigned tasks. Implementing this content, the College directs its agencies and units to combine with the implementation of the 4th Resolutions of the Party Central Committee (12th and 13th tenures) on strengthening Party building and rectification; preventing and repelling the deterioration in political ideology, morality, lifestyle, internal “self-evolution” and “self-transformation” manifestations; stepping up the learning and following of Ho Chi Minh's thought, morality and style”, contributing to improving the leadership capacity and fighting strength of the Party committees and organisations, meeting the requirements and tasks of building the College exemplary in terms of regularity, law, disciplining and order observance.
Second, actively innovate the content, form and methods of education and dissemination of laws, Military disciplines and regulations. Adhering to the above resolutions, directives and instructions, and basing on the actual situation, the College directs its agencies, faculties and units to overcome their weaknesses in the observance of regulations and disciplining. To make it effective, the College requires them to persistently propagate, educate to improve the awareness of officers, learners and soldiers about the position, role, and importance of regulation and discipline observance, the unpredictable consequences of violations, the conspiracy and disruptive tricks of the hostile forces, and the adverse impacts of market mechanism; thereby, improving their responsibility and sense of self-disciplining in regularity building, discipline compliance, and building the College all-strong, “exemplary and typical”; regularly grasp, manage and thoroughly solve ideological problems for subjects in various forms and appropriate measures; resolutely punish cases of violations as well as acts of concealing the violations – a major cause to the disregard of disciplining.
So as to make this work suitable with the training environment, on the one hand, the College promotes regularity building and disciplining through propaganda and education for cadres, cadets, staff and soldiers; through the implementation of the "Determined to Win" Emulation movement, and through promoting the exemplary role of cadres, party members, etc. On the other hand, the College strengthens its management by modern means, healthy military-cultural environment, a civilised legal-cultural relationship, and rich material and mental life etc., to create real atmosphere of solidarity and democracy in carrying out this important task.
Third, promote the roles and responsibilities of functional agencies and key cadres in advising, directing, guiding and implementing this work. This is an important solution, directly deciding the quality of regularity building and discipline compliance, so the College directs the authorities, especially its Office to regularly coordinate, monitor, and strengthen the inspection of the agencies, faculties and units in implementing this work; continue to research and advise the College to develop, amend and supplement regulations and instructions on regularity building and discipline training close to reality and task requirements; promote administrative reform; closely coordinate with agencies, overcome stagnation and overlap in management and operation. Regularly update directives, resolutions, regulations, guidelines and new contents on regularity building, law and discipline observance to include in education, management, training programs... Continue to research and innovate the Education and Training Regulations of the College, thereby learner’s discipline observance and management will be made a criteria for quality assessment; promote the results of pilot units in building all-strong, “exemplary and typical” unit for replication. Actively coordinate with localities and friendly units in the region to maintain political security, social order and safety in the locality.
Moreover, the College further implements solutions to improve the level, methods, working styles, management and command capacity for the key cadres at all levels. These cadres are required to have exemplary command style; strictly adhere to Military disciplines; understand and perform well their responsibilities and powers; closely follow and grasp their units; seriously maintain the daily and weekly working regimes; grasp the ideology and social relationships of their troops; strictly implement the Regulation on Grassroots Democracy; regular hold person-to-person dialogue, timely grasp and effectively solve arising problems. To motivate and promote the responsibility of the presiding cadres in their task performance, together with offering favourable policies and treatment, the College takes the results of regularity building, discipline training and safety of the unit as one of the criteria for ranking the collectives and individuals, and for appointment and promotion.
Last but not least, the College continues to promote the proactiveness of mass organisations in improving the quality of regularity building, discipline observance, and building a comprehensively strong, “exemplary and typical” unit in the new conditions, contributing to changing the perception of its cadres, cadets, staff and soldiers for a high unity of will and action in successfully implementing all tasks, building the college “revolutionary, regular, exemplary”.
