Hanoi Capital’s armed forces focus on raising their synergy and combat power in the new situation
Improving the armed forces’ synergy and combat power constitutes a consistent strategic line of the Party, the Central Military Commission (CMC), and the Ministry of National Defence (MND); it is also a central, routine task of all-level party committees and commands across the entire Military. Thus, Hanoi Capital’s Military Party Committee and Command have focused their leadership and direction on this task via synchronous, practical, effective measures.

Acting as the country’s political - administrative nerve centre, Hanoi, the Capital City of Vietnam, is a large cultural, science, education, economic, and international trade hub. This is also a key area where hostile forces and political opportunists have been intensifying their sabotage strategy in all fields, particularly in defence and security. Therefore, over the years, under the leadership and direction of the CMC, the MND, particularly the Municipal Party Committee and the Municipal People’s Committee, with support from sectors and competent agencies, Hanoi Capital’s Military Party Committee and Command have directed offices and units to raise their synergy and combat power as the basis for successfully fulfilling all assigned tasks. Notably, public awareness and a sense of responsibility among cadres, party members, and citizens towards military - defence tasks have been step by step raised. The building of defensive zones, civil defence, and postures of all-people national defence and people’s security and the process of combining socio-economic development with defence, security, and diplomacy have been closely, effectively carried out. The municipal armed forces’ political firmness, combat power, and combat readiness have been unceasingly improved to deserve to be an absolutely loyal, reliable political and fighting army of the Capital’s party committees, authorities, and people.
Currently, the global situation is witnessing rapid, unpredictable transformations; there is an increase in non-traditional and traditional security challenges with their impacts on many countries including Vietnam. Within the Capital’s area, hostile forces and political opportunists continue to enhance their sabotage strategy in all fields. Moreover, organisational adjustments in the armed forces have been greatly impacting on troops’ thought and sentiment as well as the task performance of military offices and units.
To meet their task requirements in the new situation, the municipal armed forces will continue to maintain unity, promote the tradition of “a heroic Capital City of a thousand years of culture”, and build comprehensively strong offices and units with great synergy, combat power, and capability to effectively deal with possible situations via the following measures.
First of all, making the municipal armed forces politically strong. This is a fundamental measure aimed at enabling the municipal armed forces to remain their revolutionary goal and ideal, ensure their absolute loyalty to the Fatherland, Party, State, and people, maintain their political steadfastness and courage to overcome all difficulties and hardships, readily undertake and successfully accomplish all assigned tasks. To that end, the Capital’s Military Party Committee and Command will direct offices and units to foster education work, with a view to rendering cadres and soldiers fully aware of the Party’s guidelines and the State’s policies on Fatherland protection, on the building of an “adept, compact, strong” Army, on partners and opponents, on hostile forces’ plots and artifices, on traditions and tasks of the Vietnamese revolution, the Military, and the municipal armed forces. Emphasis will be placed on disseminating the Party’s new thinking on Fatherland building and defence mentioned in the Resolutions of the 13th National Party Congress, the 11th Military Party Congress, and the 13th Party Central Committee’s 8th Plenum on the Strategy for Fatherland protection in the new situation.

Grounded on the Party’s viewpoints and lines on Fatherland construction and protection and their assigned tasks, party committees and commands will formulate measures to build strong offices and units in terms of politics, ideology, morality, organisation, and personnel as the basis for raising synergy and combat power. Offices and units will continue to grasp and seriously execute resolutions, directives, and conclusions by the Party, the CMC, and the Municipal Party Committee on Party building, on the example-setting responsibility of cadres and party members, and on things that party members must not do. All-level party committees and party organisations will conform to the principles of democratic centralism, collective leadership, individual accountability, self-criticism, and criticism. Due attention will be paid to actively renewing methods of leadership and management among all-level party committees and party organisations, intensifying inspection, supervision, and Party discipline, and resolutely handling manifestations of degradation in political ideology, “self-evolution”, “self-transformation”, and violation of the Party’s regulations, the State’s law, and the Military’s discipline among cadres and party members. The building of pure, strong party organisations will be aligned with the building of “exemplarily, typically” comprehensively strong offices and units capable of undertaking and successfully fulfilling all assigned tasks.
Second, maintaining coordination with sectors and forces to develop military and defence potential within the Capital City. To lay a solid foundation for defending the Capital’s area, fostering socio-economic development, and improving the people’s life, the Capital’s Military Party Committee and Command will closely coordinate with departments and sectors to advise the Municipal Party Committee, the Municipal People’s Council, and the Municipal People’s Committee to effectively implement resolutions, directives, and conclusions on developing military and defence potential and gradually modernising the armed forces as planned. In the medium term, consideration will be given to well executing national target programs and combining economic development with defence within the Capital’s area. Resources will be tapped to consolidate potential and postures within defensive zones and construct workplace for commune-level military commands, headquarters within all-level combat bases, and training grounds in a synchronous, inter-connected, solid, dual-purpose way. District-level military agencies will work with sectors and unions, particularly the Public Security Force to provide defence and security education for groups of learners, with a focus on those from the 3rd and 4th groups, religious dignitaries, and persons with great prestige within communities, in order to build a firm “posture of people’s hearts and minds”. Due attention will be paid to building strong militia and self-defence and reserve forces, while close coordination with central committees, ministries, and sectors will be maintained to opportunely settle issues on national defence land.
Third, continuing to improve the armed forces’ training, exercises, and combat readiness. Grasping and seriously implementing resolutions and directives on training, exercises, and combat readiness, offices, units, and localities will focus on making preparations for training work, taking the training of cadres as the key, aligning military training with political education, and combining combat training with regularity building, discipline management, and safety assurance. Synchronous, specialised training courses relevant to combat realities will be organised under the mottos, principles, and connections set for training work. Significance will be attached to training troops to master new weapons and equipment, organising night-time, field training, and applying information technology and simulation technology to training, exercises, and contests. As for the regular force, training work will be aimed at improving their technical, tactical, and specialised capacity; meanwhile, the militia and self-defence force and the reserve force will be trained in combat projects to safeguard targets and political security within the Capital City.
The municipal armed forces will give advice to the Capital City on raising the quality of training and exercises in various scales and forms; great value will be attached to holding live-fire tactical exercises. Emphasis will be placed on enhancing grass-roots party committees and authorities’ leadership and management as well as improving local committees, sectors, unions, and military agencies’ staff work and coordination with local party committees and authorities.
Fourth, developing a contingent of cadres as the core force in raising the armed forces’ synergy and combat power. To that end, the Capital’s Military Party Committee and Command will direct offices and units to adhere to procedures and principles of personnel work, particularly in cadre deployment and appointment, conduct personnel assessments in a fair, objective, transparent manner, regularly inspect and supervise cadres’ task performance. All-level party committees and commands will be required to well carry out personnel planning work, especially for the key ones, to guarantee continuous, solid development; personnel planning and training will be closely aligned with personnel appointment, deployment, and use. Cadres at all levels will be frequently educated and trained under the “seven dares” spirit to ensure that they will always have political steadfastness, pure, healthy lifestyle, great leadership, management, and command capacity, scientific working style, strict self-discipline, and great prestige within their offices and units.
Fifth, building up cultural life and strict self-discipline within the municipal armed forces. In combat readiness, training, work, and production, the municipal armed forces always carry with them the tradition of “a Capital City of a thousand years of culture”, the spirit of “sacrificing themselves for the Fatherland”, strict self-discipline, optimism, and faith in victory. To instil those traditional traits into troops, the Capital’s Military Party Committee and Command will require offices, units, and localities to regularly seriously implement directives, guiding documents, and regulations on the observance of law and discipline in line with the building of a military cultural environment. Due attention will be paid to managing and training troops any time, anywhere and multiplying typical examples in terms of regularity and cultural environment building across offices and units. A sense of responsibility among party committees, commands, political commissars, junior political commissars, and organisations as well as law-abiding self-awareness among all troops will be heightened. The municipal armed forces will strive to record no serious violation of discipline, while the rate of normal disciplinary violations will be below 0.2%.
Bringing into play the noble virtues of “Uncle Ho’s soldiers”, the tradition of “a heroic Capital City”, and the spirit of “sacrificing for the Fatherland” to celebrate the 70th anniversary of Hanoi’s Liberation Day (10 October 1954 - 10 October 2024), the entire municipal armed forces will be resolved to overcome all difficulties and challenges and build “exemplarily, typically” comprehensively strong offices and units capable of accomplishing all assigned tasks and making a worthy contribution to the building of a Capital City of “Culture - Civilisation - Modernity”.
