Armed forces of Military Region 3 promote the “Skillful mass mobilisation” movement following President Ho Chi Minh’s teachings

Deeply imbued with President Ho Chi Minh’s teaching that “Mass mobilisation is extremely important”, the Party committee and High Command of Military Region 3 have always identified mass mobilisation work as one of their key political tasks; an expression of both responsibility and affection of cadres and soldiers toward the People. Consequently, the emulation movement “Skillful mass mobilisation” within the armed forces of the Military Region has been increasingly expanded and deeply rooted, beautifying the noble qualities of “Uncle Ho’s soldiers” in the new situation.

Currently, Military Region 3 comprises four provinces and cities in the Northern Delta and northern coastal areas, which is an area of particular strategic importance in terms of politics, economy, culture, society, defence, security, and foreign affairs. This region serves as the eastern gateway to the capital city of Hanoi, borders the Gulf of Tonkin, and is home to 22 ethnic groups and over two million followers of the three major religions: Buddhism, Catholicism, and Protestantism, while it is often affected by natural disasters, storms and floods,... Therefore, mass mobilisation work in Military Region 3 holds a significant role, serving as a crucial foundation for fulfilling the mission of building and firmly safeguarding the Fatherland.

Deeply imbued with President Ho Chi Minh’s teachings and on the basis of thoroughly grasping the resolutions, directives, and guidelines of the Party Central Committee, the Central Military Commission, the Ministry of National Defence, and the General Department of Politics on mass mobilisation work, the Party committee and the High Command of Military Region 3 have led and directed their agencies and units to comprehensively and synchronously implement various policies and measures to effectively promote the “Skillful mass mobilisation” emulation movement. In particular, focus on propagating and mobilising cadres, soldiers, and citizens to strictly follow the Party’s guidelines and policies, the State’s policies and laws; strengthening the great national unity bloc and consolidating the whole People’s defence posture. With the spirit of staying close to the locality, and close to the People, respecting the People, understanding the People, learning from the People and being responsible to the People, the armed forces of the Military Region have effectively carried out many programmes and projects on economic, cultural, and social development, sustainable poverty reduction, and other emulation movements and campaigns; at the same time, maintain close coordination with local party committees and authorities to effectively conduct natural disaster prevention, epidemic control,... Thereby making an important contribution to improving the material and spiritual life of the People and beautifying the rural and urban landscapes across the region,... reflecting the spirit and responsibility of cadres and soldiers who always serve the People wholeheartedly.

At the same time, the armed forces of the Military Region regularly participate in consolidating a strong and effective grassroots political system, particularly in key, remote, border, and island areas. From 2021 to August 2025, the Military Region has directed its agencies and units to hold nearly 3,000 training courses on defence and security for religious dignitaries, village elders, community leaders, and other prestigious figures within clans and local communities, as well as defence education programmes for students. They have also coordinated to open the “Military Semester” programme for local students. Additionally, People diplomacy activities have been enhanced, contributing to the building of peaceful, friendly, cooperative, and developing border areas, etc.

Currently, our entire Party, People, and army are entering a new stage of development filled with both opportunities and challenges. Hostile forces continue to intensify their sabotage activities, seeking to divide the close-knit bond between the Party, the army, and the People, and weaken the great national unity bloc. Additionally, the demands for socio-economic development; natural disasters and epidemics continue to develop complicatedly, directly affecting People’s lives. These circumstances place even greater requirements on mass mobilisation work, requiring the armed forces of Military Region 3 to constantly enhance the quality and effectiveness of the “Skillful mass mobilisation” emulation movement, continue to strengthen public trust, foster strong social consensus among the People, and build an increasingly solid all-people defence posture, contributing to protecting the Fatherland early and from afar.

Deeply imbued President Ho Chi Minh’s teaching that “Nothing in this world is more precious than the People”, and his viewpoint that “The People are the subject and the very centre of the cause of renewal, national development and defence”, the Party committee and the High Command of Military Region 3 have identified that raising awareness and responsibility among cadres and soldiers in mass mobilisation work is both an objective requirement and a crucial foundation to ensure that mass mobilisation work goes into depth and substance. Accordingly, Party committees and commanders at all levels focus on thoroughly grasping and strictly implementing the directives, resolutions, and guidelines related to mass mobilisation work. The focus lies on the tasks and solutions identified in the Resolution of the 13th National Congress of the Party; Conclusion No. 43-KL/TW, dated 7 January 2019 of the Secretariat on continuing the implementation of Resolution No. 25-NQ/TW, dated 3 June 2013 of the Party Central Committee (11th tenure) on “Strengthening and renewing the Party’s leadership over mass mobilisation work in the new situation”; and Resolution No. 603-NQ/ĐU, dated 24 April 2015 of the Party Committee of Military Region 3 on “Strengthening and renewing mass mobilisation work of the armed forces of the Military Region in the new situation”,... associated with studying and following Ho Chi Minh’s ideology, morality, and style, particularly his principle that “The People are the root”. Propaganda and education work is carried out regularly, tailored to each agency, unit, and locality, ensuring comprehensiveness, synchronisation, and consistency. Focus on innovating the organisation of the “Skillful mass mobilisation” contests, seminars, and thematic activities to clarify the meaning and responsibility of every soldier in conducting mass mobilisation work. Strengthen the leadership and direction of party committees, political commissars, political officers, and commanders, while promoting the advisory and guiding role of political agencies in mass mobilisation work. Through these efforts, cadres and soldiers will be deeply aware that staying close to and serving the People is not only a key political task but also a noble responsibility and honour of the armed forces of Military Region 3.

In order to make mass mobilisation work increasingly substantive, practical, and effective, in line with President Ho Chi Minh’s teaching that “Skillful mass mobilisation ensures success in everything”, agencies and units within Military Region 3 continue to innovate the content and methods of conducting mass mobilisation work. Closely combine the “Skillful mass mobilisation” emulation movement and the building of “Good mass mobilisation units” with the implementation of national targets and programmes such as building new-style rural areas, sustainable poverty reduction, civilised urban development, climate change adaptation, and disaster and disease prevention, control, and rescue operations, etc. In addition, mass mobilisation efforts are increasingly directed toward grassroots levels, prioritising border, island, ethnic minority, and religious areas, as well as localities facing socio-economic difficulties or holding strategic significance for defence and security. Focus on discovering and replicating creative and effective models and methods in mass mobilisation work; promptly commending and rewarding exemplary collectives and individuals to create widespread influence; and resolutely overcoming formalism and inefficiency in the implementation process. At the same time, the armed forces proactively detect, resolutely fight to prevent and defeat the plots and sabotage activities of hostile and reactionary forces aiming to divide the great national unity bloc; actively participate in orienting awareness and public opinion among the People on new and complicated issues, creating unity and high consensus among cadres, soldiers and People in carrying out mass mobilisation work.

Upholding President Ho Chi Minh’s teaching that “Whatever benefits the People, we must do our best; whatever harms the People, we must avoid at all costs”, each “Skillful mass mobilisation” model of the Military Region 3’s armed forces sets out clear criteria and concrete methods; taking the People at the centre, taking sustainable effectiveness as the goal, taking dissemination as the evaluation criterion and linking the implementation results with the responsibility of the leader. Alongside models and regular initiatives, emphasis is placed on combining training and combat readiness tasks with the implementation of national target programmes; encouraging cadres and soldiers to take part in challenging, large-scale projects that leave a meaningful mark in mass mobilisation work, particularly those with significant political and humanitarian value; directly improving the material and spiritual lives of the People. In fulfilling their role as a “working army”, each cadre and soldier not only serves as a core force in preventing and overcoming the consequences of natural disasters, epidemics, and rescue operations but also acts as a crucial bridge conveying the Party’s and State’s policies to the People. “Mobilise organisations, individuals, and enterprises, and promote the role of religious dignitaries, village elders, community leaders, and respected figures in conducting mass mobilisation work”. Promote the People’s mastery according to the principle: “People know, People discuss, People do, People inspect, People supervise, and People benefit”. Furthermore, continue to effectively implement the “Determined to win” emulation movement in connection with patriotic movements, promoting the strength of the great national unity bloc to enhance the welfare of the People. According to President Ho Chi Minh, mass mobilisation requires “using one’s brain to think, eyes to see, ears to hear, feet to go, mouth to speak, and hands to do”. He emphasised that “mass mobilisation cannot rely only on newspapers, books, meetings, slogans, leaflets, or directives”. Therefore, cadres and leaders at all levels must directly “get involved in the work”, lead by example, match words with actions, stay close to reality, and accompany cadres, soldiers, and the People in every mission. Persist in the motto of “going to every alley, knocking on every door, reaching every person” to firmly grasp the situation, understand People’s thoughts and aspirations, and truly stay close to and respect the People in every mass mobilisation activity. “Increase dialogue and engagement with the People, listening to their concerns and aspirations, and promptly resolving their legitimate concerns and recommendations”, prevent the emergence of “hot spots” that threaten political security or social order. At the same time, agencies and units need to focus on improving the skills of cadres and soldiers in public mobilisation, especially persuasion, dialogue, and handling complex, sensitive issues. Build a team of professional mass mobilisation cadres who possess the qualities and competence to “hear the People speak, speak to make the People understand, and act to make the People trust”, and “dare to think, dare to do, dare to take responsibility” for the People.

Party committees and commanders of all agencies and units continue to thoroughly grasp and strictly implement Regulation No. 718-QC/QUTW, dated 5 November 2021, issued by the Central Military Commission on the mass mobilisation work of the Vietnam People’s Army; promptly review, supplement, and perfect the mechanisms and regulations for coordination in mass mobilisation between the armed forces of Military Region 3 and local party committees, authorities, and mass organisations. At the same time, proactively sign coordination programmes to ensure unity and coherence in all stages, from planning and assigning forces to implementation while avoiding overlap and dispersion. Effectively implement President Ho Chi Minh’s guidance: “Work together to discuss carefully, clearly divide responsibilities, then jointly explain to the People, encourage them,... help them solve their difficulties…”, agencies and units enhance exchanges and coordination with local party committees, authorities, and mass organisations, clearly define the content, forms, and target groups of mass mobilisation; promptly propagate and explain policies so that the People understand, believe, agree with, and actively participate in. Focus on initiatives such as partnership programmes, assigning working teams to support grassroots levels, and coordinating with other units, agencies, and socio-political organisations to promote the role of the local political system. Thereby, promote the strength of the armed forces of Military Region 3 while still effectively mobilising local resources to carry out mass mobilisation work.

In recent years, the emulation movement “Skillful mass mobilisation” inspired by President Ho Chi Minh’s teachings has truly become an important driving force for the armed forces of Military Region 3. It has helped strengthen the close-knit relationship between the army and the People, and contributed to building a strong whole People defence, and an increasingly solid “People’s heart and mind posture”. Upholding the proud tradition of “Solidarity, initiative, creativity, sacrifice, and victory”, cadres and soldiers of the armed forces in the Region continue to enhance their awareness and sense of responsibility, further promote mass mobilisation work, and foster high consensus and unity among the People toward the Party’s guidelines and policies, the State’s policies and laws; actively participate in economic, cultural and social development programmes in close association with the consolidation of defence and security, thereby enriching the noble qualities and image of “Uncle Ho’s Soldiers” in the hearts of the People.
