Vinh Phuc Provincial Armed Forces promote the implementation of "the two breakthroughs"

To constantly improve the overall quality and combat power of the armed forces to fulfill the defence and military tasks under the Resolution of Vinh Phuc Provincial Military Party Committee’s 6th Congress, the 2020 - 2025 term, the Provincial Military Party Committee and Military Command have selected two breakthroughs in leading and directing (1) to improve the quality of training and (2) to create a solid change in the regularity building and law and discipline observance.

Thoroughly grasping and strictly implementing the superiors’ directives and resolutions, directly the breakthroughs of Military Region 2 Party Committee, the 2020-2025 term, the Provincial Military Party Committee and Military Command have developed an Action Program for implementing the Congress’ Resolution and a plan for each breakthrough, including specification of implementation contents, targets, and measures for objects at each level, commencement and completion time, and presiding and coordinating agencies and units to ensure synchronisation and strictness. Despite difficult conditions, especially the complicated developments of the Covid-19 pandemic, under the high political determination of the Party committees and organisations at all levels, the roles and responsibilities of cadres and Party members have been promoted in the implementation of "the two breakthroughs" to achieve initial positive results.

Improving the quality of training is both a breakthrough and a key political task that directly determines the level, combat readiness, and overall quality of the Provincial Armed Forces. Deeply grasping resolutions, directives, and orders on training and combat readiness, particularly Conclusion No.60-KL/QUTW issued on January 18th, 2019 by the Central Military Commission on continuing implementing Resolution No.765-NQ/QUTW issued on December 20th, 2012 by the Central Military Commission on improving the quality of training for the 2013 - 2020 period and beyond and the Military Region 2 Commander’s combat training order, the Provincial Military Command has directed the subordinate agencies and units to do well in preparing, planning, managing, and monitoring the training as decentralised under the motto of "basic, practicality, and solidity" close to each object, characteristic, and tasks.

For officers, attention has been paid to improving the quality of training and retraining of cadres, especially those who are directly involved in managing and training. It has also focused on new and weak contents, particularly capacity for advising, proposing, directing, managing, and monitoring training, and implementing training contents strictly and seriously as planned to ensure that 100% of cadres and commanders at all levels master the Party's political, defence, and military policies, and Vietnamese military arts, and combat objects and are proficient in combat advice, training advice, and training consultancy, recommendation, management, and commanding. Currently, 100% of cadres at all levels are capable of conducting training as decentralised, including 90% of battalion cadres and equivalents and nearly 80% of company and platoon cadres and equivalents who are good and excellent at training.

For non-commissioned officers, professional servicemen, and technical staff, it has strictly maintained training disciplines and regimes with importance attached to improving the organisation capacity and qualifications and methods of monitoring training and practical correction for squads and batteries to proficiently use weapons and equipment on the payroll, modern specialised equipment, information technology, etc. It has also organised tactical training for professional servicemen and technical staff at personal and squad levels in combat. Plans for defending agencies and units have been trained and rehearsed.

For soldiers and detachments, in the context of complicated developments of the Covid-19 pandemic, the Provincial Military Command has directed the subordinate agencies and units to proactively adjust plans, actively renovate the forms and methods of training for standing, mobilisation reserve, and militia and self-defense forces. It has strengthened mobile training, plan and situation-based training, and night training relevant to actual combat conditions, especially in performing the tasks of natural disaster prevention, search and rescue, and pandemic prevention and control. In 2020, the Provincial Armed Forces completed the training task as planned; the results were 100% satisfactory, including 87.5% of good and excellent. 81.1% of the mobilisation reserve force was trained with good results. Training at 100% of militia and self-defence establishments was completed including 85.11% of units achieving good and excellent results. In particular, at the 2021 training preparation contest for provincial military commands organised by the Military Region, the Provincial Armed Forces won the first prize. This is an important basis for their cadres and soldiers to fulfill the training tasks, especially preparation and rehearsal of the Province defensive area in 2021.

For creating a solid change in the regularity building and law and discipline observance, thoroughly grasping the directives and regulations on regularity building and law and discipline observance, particularly Directive No.103/CT-BQP issued on November 28th, 2019 by the Ministry of National Defence on continuing strengthening to manage and educate the discipline observance and safety assurance in the Vietnam People's Army and Directive No.43/CT-BTL issued on December 13th, 2019 by the Military Region 2 High Command on continuing strengthening to manage and educate the discipline observance and safety assurance in Military Region armed forces, the Provincial Military Command has directed the subordinate agencies and units to develop annual, quarterly, and monthly in-service learning plans for cadres and soldiers, among which the contents of regularity building and law and discipline observance have been focused for the soldiers to grasp and implement. At the same time, each agency, unit, and soldier has been required to strictly implement the working regime under their assigned responsibilities and tasks and strictly observe the State’s law and the Army’s disciplines.

In regularity building, the Provincial Military Command has directed the subordinate agencies and units to improve the regular quality in the fulfillment of positions, tasks, and working regimes of commanders at all levels; to firmly grasp and strictly observe the working regimes, properly perform the duties and responsibilities, and assign responsibilities within the assigned powers. It has actively reviewed and completed working regulations and regimes and those for coordination with other agencies. It has also strengthened the inspection, supervision, and timely correction of the commanders’ non-compliance or omission of working regimes, negligence, and irresponsibility at work, etc. In law and discipline observance, deeply grasping Directive No.07/CT-TM issued on March 10th, 2020 by the General Staff on implementing the "The Discipline Year 2020" in the Army, the Provincial Military Command has directed the subordinate agencies and units to educate, communicate, and raise awareness and sense of observance of the State’s law and the Army’s disciplines for 100% of cadres, soldiers, and employees; strengthen measures to maintain the discipline observance; regularly educate and communicate cadres and soldiers to firmly grasp directives, resolutions, regulations, and rules on law and discipline observance; remind cadres, soldiers, and employees not to involve in social evils and strictly observe regulations on safety assurance in training and traffic participation; and timely detect and strictly handle violations and responsibilities of the presiding cadres if their agencies or units have cases of law and discipline violation and insecurity due to lax management. Therefore, the situation of the State’s law and the Army’s discipline observance of the Provincial Armed Forces have changed markedly with 100% of absolutely safe agencies and units, no serious incidents, and common violation being reduced to less than 0.25%.

The synchronous implementation of the above solutions has contributed to Vinh Phuc Provincial Armed Forces’ fulfillment of defence and military tasks in the area. In 2020, they were awarded the Emulation Flag by the Military Region 2 High Command and the Top Unit Flag in the emulation movement of the Provincial Internal Affairs Division by Vinh Phuc Provincial People's Committee. This is the premise and motivation for the Provincial Armed Forces to continue promoting the implementation of "the two breakthroughs" to create more solid changes in the quality of training, regularity training, and law and discipline observance and contribute to the successful implementation of the resolutions of the Party congresses at all levels.
