Training focuses for the year 2016

In 2015, training in the army has seen positive, comprehensive changes and gained encouraging results. Promoting the above-mentioned achievements, offices, units and schools in the army need to grasp directions, military and defense mission for the year 2016; carry out determinately and synchronously a number of methods; strive to fulfill the goals, meet the requirements and accomplish the mission of training set out.

In 2016, the world and regional situation continue to witness complicated changes. This is also the first year to implement the resolution of the 12th Party Congress and the resolution of the 10th military party congress. As a result, combat training in the army has had new developments with increasingly high demands. To speed up renewal and further improve the quality of training, to meet the requirements of the missions to protect the Homeland, units in the army should focus on the following contents:

First, grasping and implementing effectively the Resolution 765-NQ/QUTW of the Central Military Commission associated with targets and requirements of training in the Order for military and defense work of the Chief of the General Staff. This is the requirement, also the mission and the direct solution deciding the quality of training. Accordingly, offices and units need to grasp viewpoints, guidelines, targets, requirements of training of the Central Military Commission and the Ministry of National Defence. On that basis, further strengthen the political and ideological education to unify awareness that training is not only to meet the requirements of the mission of combat readiness, firmly protecting independence, sovereignty and territory of the country but also to successfully fulfill the functions and mission of the army in peacetime and be ready to respond to non-traditional threats, etc.

Second, improving the quality of training direction, management and operation. Military offices and units should manage, direct and operate their training in the directions of central, unified, synchronous, effective through training orders and annual plans. Besides, foster decentralization in training, assign responsibilities of offices and commanders at each level in advising, directing and operating their training. In 2016, training is to implement in complying with the draft training program for infantry, mechanized infantry, service, arms of service and sector in 2015 (in compliance with the Law on Military Service 2015). Party committees, commanders, directly training offices at all levels should stick to their unit’s mission, actively coordinate with functional bodies to direct, operate and guide their unit’s training in accordance with the Order for defense and military work of the Chief of the General Staff.

Third, continuing to have comprehensive renewal in training toward the direction of: emphasis is placed on practice; attaching importance to the mastery of weapon and equipment, particularly the new ones; ground force is set as the central one and trained to combat in ground, sea and airspace battlefields.

In combat training, units are to practice in accordance with their reality, mission, plan, object and area of combat, especially preventive combat to protect borders, seas and islands. Besides, strengthening training to enhance manoeuvrability and the ability to respond to different situations of forces; training in disaster prevention and control, search and rescue, etc. Units and offices are to focus on improving the quality of training for cadres. In training, importance are to be attached to techniques, tactics, specialized profession, the exploitation and effective use of new weapons and equipment; strictly obey regulations; live-firing exercises are to be conducted at each level (both offensive and defensive). Full strength infantry regiments or brigades, marine brigades are to conduct live-firing exercise at battalion level with supporting fire from strategic and operational level; enhancing the ability of independent combat, joint combat in combined forces and in defensive area.

For reserve and self-defence force, functional bodies, units and localities are to continue to study to agree on mechanisms, method for organization, management and training compatible with each unit and locality.

Fourth, making breakthrough in improving the quality of supplying for training competition. Offices and units should strive for this goal and carry out emulation movements at each level effectively. In 2016, military regions, army corps, services and  arms, the General Department of Defence Intelligence, and the  Coast Guard Command should study and make thorough preparation for holding successfully the good commander contest at regiment level and sport contests at grassroots level and that among ASEAN armed forces. In addition, making good preparation for the ministry’s checking of commanders and commissars of divisions, naval zones, provincial commands, etc.

Besides, units should also strengthen propagation and education about state laws, military disciplines; grasp and strictly adhere to safety regulations in training, disciplining as a mean to enhance training quality, combat and combat readiness capability of the army, contributing to firmly protecting Vietnam socialist Homeland in any situations.
