The emulation movement of “Smart mobilisation”, building “Good unit of mass mobilisation” launched by the Ministry of National Defence was actively responded to with many practical and effective activities by agencies and units of the General Department of Technology, contributing to building and strengthening the blood and flesh solidarity relationships between the military and the people, building a solid “people’s heart and mind posture”.

Implementing Uncle Ho's teachings on mass mobilisation, over the past years, the Party committees and commanders at all levels of the General Department of Technology (GDT) have always thoroughly grasped, strictly implemented the resolutions, directives and instructions of the superior on the mass mobilisation associated with the implementation of Directive No. 05-CT/TW of the Politburo (12^th tenure), Directive No. 87-CT/TVQUTW of the Central Military Commission's Standing Committee on promoting the studying and following of Ho Chi Minh's thought, ethics and style. The regular and thematic leadership resolutions of the party committees at all levels, the work plan of the commanders, the plans of the Party and the political work of the units all clearly define the undertakings, tasks, targets and measures to implement the mass mobilisation work and the emulation movement associated with the Determined to Win Emulation movement. The contents and tasks are concretised into the objectives, emulation targets, plans for the Party and political work, monthly, quarterly and annual work plans of the agencies and units. With diverse, appropriate and effective forms and measures of propaganda and education, agencies and units have made officers, soldiers, defence employees deeply aware of the role and meaning of the emulation movement and consider it an important task, contributing to stabilising the situation of political security, social order and safety and building a solidarity relationship between the military and the people.

The GDT has many units stationed in 22 provinces and cities. In particular, many depots are stationed in remote areas, key areas of political security; social order and safety where ethnic minorities, religious people are concentrated, socio-economic conditions are difficult, with low educational level and many bad customs. Under the guise of “race”, “religion”, “democracy”, “human rights”, hostile forces have increased their subversive activities against the Party, State, and Military, dividing the great unity bloc of the entire people, undermining the military-people solidarity, and promoting “self-evolution”, “self-transformation”, and “Military depoliticisation”. Therefore, during the implementation of the emulation movement, agencies and units of the GDT have focused on the following issues:

Actively participate in building a strong grassroots political system. The units have closely followed the locality and subjects, promoted the propaganda and mobilised the people to well implement the Party's undertakings and lines, the State's policies and laws, the local tasks, especially in remote, ethnic minority areas, borders, through regional security briefings. Implementing the Regulation on twinning, the units have proactively advised the local party committees, authorities and mass organisations to overcome loopholes and shortcomings in social management and the implementation of policies of the Party and State; promptly handle complicated situations that arise. In order to make it effective, the staff and working groups of the units have always built and implemented the style of “respecting the people, closing with the people, understanding the people and holding accountability with the people”, with the motto of “sincere, positive, prudent, persistent, delicate, effective” according to Ho Chi Minh's thought, so they have earned people’s trust, affection, respect and support. At the same time, they have strictly adhered to the disciplines of military-people relations; actively trained and improved skills in grasping the local situation, communicating, propagating and mobilising people and the ability to handle arising situations, contributing to building a strong local political system.

Assisting localities and people in socio-economic development. The GDT directs its agencies and units to closely coordinate with the Provincial Mass Mobilisation Committee, the mass mobilisation agencies of the Provincial Military Command and local mass organisations to sign the programs to coordinate and help communes of special difficulties in remote areas. With the motto of looking towards grassroots, directly helping people in socio-economic and cultural development, hunger eradication and poverty reduction, focusing on key areas of ethnic minorities, religions, the GDT’s units have been proactive, creative, and improved the quality of twinning activities, field  training combined with mass mobilisation; provided tens of thousands of working days to renovate and upgrade roads, irrigation canals, bridges and sewers serving for military and civilian purposes. Its officers and soldiers always stick to grassroots areas, “eat together, live together, work together with ethnic people, and speak ethnic languages”, thereby making them believe, understand and follow, and provided ethnic minorities with varieties of seedlings and breeds for production. Responding to the emulation movement of “The whole country joins hands for the poor – Not to let anyone behind”, officials, party members of agencies and units have supported nearly 90 households with special difficulties and poor pupils; donated rice for more than 1,600 ethnic households with total worth of more than two billion dong; supported 20 tons of rice for nearly 2,000 households in Central Vietnam suffered from storms and floods (October 2020).

Helping people in socio-cultural development. The units actively raise funds and spend their own budget to build and repair hundreds of classrooms, kindergartens; donate desks, chairs, computers, school supplies; organise medical examination, health consultation, and provide free medicine for people; build House of Comrade, House of Gratitude for families of policy; visit and present gifts on the occasion of holidays, New Year and Day of War Invalids and Martyrs (July 27) for  families of preferential treatment, people with meritorious service to the country, Vietnamese heroic Mothers, revolutionary early participants, village elders, families with extreme difficulties; repair, visit martyrs cemeteries and memorials; repair, upgrade and renovate communal houses, cultural houses, club houses, cultural village gates; present Uncle Ho statue, gong set to village cultural houses, district communal houses; help local people to prevent and fight fire and explosion, forest fire, search and rescue, etc. The above practical actions have contributed to lightening the image of “Uncle Ho's soldiers” in the hearts of the people, strengthening the people's confidence in the Party, State and Military.

In the field of defence and security, GDT’s agencies and units strictly observe and implement the Regulation on coordination between the Ministry of Public Security and the Ministry of National Defence under Decree No. 77/2010/NĐ-CP, dated July 12, 2010, Decree No. 03/2019/NĐ-CP, dated September 5, 2019 of the Prime Minister on the task of protecting national security, ensuring social order and safety, fighting crime and performing defence duties. Actively coordinate with the party committees, local authorities, agencies, departments, sectors, unions and forces stationed in the area to well perform the task of defence and security education; practice plans of combat readiness, floods, storms, explosions, epidemics prevention and control, search  and rescue; closely combine economic production with national defence, and defence with economy to strengthen national defence and security. Promote propaganda and education to raise vigilance, clay bare the conspiracies and tricks in the strategy of “peaceful evolution”, “self-evolution”, “self-transformation” of hostile and reactionary forces aimed at undermining the great national unity bloc, sowing division between the Party and the people and military-people relations. At the same time, actively participate in preserving political security, social order and safety in the area, contributing to building a safety belt, ensuring absolute safety of depots and units, especially in remote, far-flung and ethnic minority areas.

 Implementing the year of “governmental mobilisation”, GDT’s agencies and units always thoroughly grasp and strictly comply with the circulars and regulations on the implementation of grassroots democracy. Regularly bring into play the role of the military councils and mass organisations in monitoring and criticising the society, contributing ideas to perform political tasks and build strong units. Actively renovate the contents and modes of operation of the military councils and mass organisations in the implementation of the mass mobilisation work, so it is effective and practical. Strengthen the inspection and supervision work; maintain democratic dialogues between officers and soldiers, defence workers through Legal Day, Political, spiritual and cultural Day to overcome all manifestations of formal democracy, extreme democracy, strictly observe the disciplines, build strong agencies and units. The mass mobilisation agencies and the mass mobilisation staff at all levels of the GDT have always performed well the role of advising the party committees and command in leading, directing the activities of mass mobilisation and improving the quality of implementing the Grassroots Democracy Regulation.

The results of the movement not only contribute to building a strong Party Committee of the GDT  in politics, ideology, ethic and organisation, and the GDT comprehensively strong, successfully accomplishing all assigned tasks, but also contribute to strengthening the close relationship between the military and the people, fulfilling the function of an army for work, firmly holding and beautifying the image of “Uncle Ho's soldiers” in the hearts of the people.
