Improving the overall quality and combat power to be ready for combat, and successfully solve all situations without any passiveness and suddenness is a pivotal task and primary target that Division 302 has regularly grasped and determined to reach, meeting the task of safeguarding the Fatherland.

Division 302, which is a regular unit of the 7^th Military Region, is tasked with training, combat readiness, training the reserves and doing other sudden tasks. Thoroughly understanding the assigned tasks, in recent years, the Division’s Party Committee and Command have made many guidelines and solutions for building the comprehensively strong, “exemplary, typical” unit, creating the comprehensive and stable changes and progresses in all working fields. Therefore, the training quality and combat readiness of the Division have been highly improved. In 2022, it was awarded the Emulation Flag by the Government.

Presently, facing the multidimensional effects of the situations in the world and region; the hostile and reactionary forces having enhanced their sabotage against our revolution, especially their plots and actions threatening the independence, sovereignty, unity and territorial integrity of the Fatherland, have placed high demands for the whole army in general and the Division in particular. These demands have asked the Division to thoroughly grasp the Party’s defence and military policies, closely follow the leadership and direction of the Military Region’s Party Committee and Command, proactively make solutions for building and improving its overall quality and combat power, assuring that in any situations, it will always be ready to receive and successfully accomplish all assigned tasks.

To achieve the above target, at first, the Division’s Party Committee and Command need to intensely consolidate and strengthen the political and spiritual foundation, making it strong in politics, considering this as a pivotal factor to improve its overall quality and combat power. Accordingly, the Division continues to direct offices and units to enhance the political and ideological education, focusing on the effective implementation of Directive No. 2423-CT/QUTW, dated 09 November 2023 by the Central Military Commission’s Standing Office on “Renovating and improving the quality of political education in the new period” and making solutions for improving the efficiency and effectiveness of the party and political work in all working fields, the tasks of training and combat readiness particularly; combine a variety of education forms and methods, especially the basic education and regular education. The contents should focus on the fundamental matters of Marxism-Leninism and Ho Chi Minh’s thought; the Party’s defence and military guidelines, the State’s policies and laws; the tasks of building and safeguarding the Fatherland; the glorious traditions of the Army, 7^th Military Region and the Division; the plots and tricks of hostile forces, etc. so that all cadres and soldiers have stable political spirit, ready to receive and successfully accomplish all assigned tasks. In its implementation, the Division combines closely between propagandising, educating and enhancing the thinking management, protecting the internal politics; especially continues to promote the learning and following of Ho Chi Minh’s thought, morality and lifestyle, the Campaign of Promoting the traditions, devoting talents, deserving to be “Uncle Ho’s Soldiers” in the new era, combined with the implementation of Resolution No. 847-NQ/QUTW, dated 28 December 2021 by the Central Military Commission, at the same time, pays attention to strengthen the democracy, bring into play the leading and exemplary roles of cadres and party members, well conduct the motto of “being close to soldiers, understanding soldiers, trusting soldiers” to timely discover, prevent and solve any problems, through specific actions, to educate soldiers, build their motivation and responsibility, creating a high unity and agreement in the whole unit.

Fully understanding the viewpoint of taking the construction of the Party as the key to build the politically strong units, the Division continues to strengthen the organisation, improve the leadership and combat power of the party committees and party cells, and build the “4-goods” party cells as the foundation. In the implementation, it pays special attention to educating, managing, training cadres and party members, creating their resistance against any negative effects, and maintaining their stable political standpoint; firmly hold the principle of democratic centralism, collective leadership, individual accountability; raise the self-criticism and criticism in the party activities; enhance the inspection and supervision in the motto of “Supervising widely, inspecting intensively”, through which, to bring into play the leadership and combat power of the party committees and party cells, and the responsibility of party members; manage to have 100% party committees excellently accomplish their tasks, 100% party cells accomplish their tasks, over 90% party members well and excellently accomplish their tasks, making contribution to improving the leadership and combat power for the party committees and party organisations.

To meet the higher task requirements and responsibility of a regular unit of the Military Region, together with strengthening the political and spiritual foundation, the Division continues to intensely improve the quality of training and combat readiness. To gain the effectiveness, it pays attention to grasping and strictly implementing resolutions, directives and orders of this important work, focusing on Resolution No. 1659-NQ/QUTW, dated 20 December 2022 by the Central Military Commission, Resolution No. 1908-NQ/ĐU, dated 27 April 2023 by 7^th Military Region’s Party Committee on “Improving the training quality in the 2023-2030 period and the following years”. The Division requires the party committees at all levels to strengthen their leadership and direction over the training task; closely follow the units to build the specialised resolutions leading the tasks of training, combat readiness, and solving completely the weaknesses; clearly assign responsibility to party committees, commands, offices and units in their training leadership, direction, staffing, operation and organisation. The Division directs all units to carefully prepare for training, especially the cultivation and training of cadres, especially the newly-graduated ones or the ones being weak at tactical, technical and line-up training lessons; in training, correctly apply the “basic, practical, solid” motto, highly appreciate the “synchronous, in-depth, practical combat” training; enhance the practice training, training of new and modern weapons and equipment. To meet the fighting demands for modern wars, it puts more emphasis on field training, night training, improving the capacity of moving, combined operations, camouflage and diversion in the conditions that the enemies use high-tech weapons; training in the complicated terrains and weather conditions in order to help soldiers improve their endurance and mobility, their ability of survival and adaptation to all conditions of operations. In training the reserve, the Division requires the permanent frame units to keep close to the local areas to make management and intensive training as scheduled; notably classify the trainees to make suitable training plans, assuring the equal and stable training results. Concurrently, the Division enhances the organisation of military exercises, the joint military exercise, the tactical exercise with live firing at all levels in particular, in order to make cadres and soldiers approach the real combat, improve their skill, morale, and overall quality. It strives to have 100% cadres in battalions and companies being able to train in echelon (75% of them gaining good and excellent results); 100% training lessons being passed, 80% of them being good and excellent; all tactical military exercises with live firing being passed and absolutely safe, maintaining the title of “Excellent training unit”.

Together with training and exercises, the Division directs all offices and units to strictly follow the seniors’ directions and combat readiness orders; frequently check, inspect, build, adjust and timely complete the systems of combat readiness documents, at the same time, strictly maintain the regulations of command duty and combat duty, and assure enough personnel on combat duty by regulation. Based on the assigned tasks, it continues to closely cooperate with the Military Region’s offices and local areas to research the fields, prepare beforehand the posture according to plans, and be ready to successfully solve any situations.

Enhancing the regularity building and discipline training is considered by the Division both target and solution to improve its combat power. To gain effectiveness, its Party Committee and Command require offices and units, especially the regiments which directly manage and train soldiers and the reserve, to thoroughly grasp resolutions, directives and regulations regarding regularity building and discipline management; intensely conduct the education to improve the self-awareness and responsibility of soldiers in obeying the State’s Constitution and law, the Army’s discipline and the units’ regulations; combine the regularity building with discipline training and building the pure and healthy cultural environment, at the same time, strictly punish cadres and soldiers who break the discipline. All units frequently inspect their cadres and soldiers’ training of conducts and behaviour in dressing, addressing and greeting, and the awareness of obeying the discipline. Cadres at all levels promote working under the responsibility, following the regulations, the seniors setting good examples for the juniors, cadres setting good examples for soldiers, contributing to improving the soldiers’ obedience, completely solving the unpermitted absence and negatives in managing soldiers, maintaining the results of regularity building and discipline training in recent years: annually, 90%-100% units (from companies upwards) are comprehensively strong, “exemplary, typical” units, neither cadres nor soldiers get serious discipline violations, and the rate of normal violations is kept under 0.2%.

Together, the Division’s Party Committee and Command continue to make strict and effective leadership and direction over the work of logistics and technique, meeting the demands for all tasks, the one of training and combat readiness particularly. Accordingly, offices and units regularly pay attention to adjusting and completing the logistic plans for both regular and sudden tasks; effectively maintain the breeding areas to well fulfil the demands for meat, fish and vegetables, and improve the meal quality for soldiers, making a crucial contribution to gain the standards of “Building the excellent catering units, good supplies managing units”, “Building and managing the regular, green, clean and scenic barracks” and the Campaign of “Managing and exploiting weapons and technical equipment effectively, sustainably, safely, economically, and ensuring traffic safety” with four basic targets including good management; efficient exploitation; economisation; absolute safety in using weapons, technical equipment and traffic safety; frequently check and adjust the system of technical documents for the combat readiness task; strictly carry out the maintenance, repairs and storage, assuring the technical and use coefficients for weapons, technical equipment, and completely solving the degradation over time.

Effectively executing the above solutions has an important meaning, which creates a foundation for the Division to improve its overall quality and combat power, be ready to successfully accomplish all assigned tasks, deserving the title of Hero of the People’s Armed Forces awarded by the Party and State.
