Lung Lo Construction Corporation is an economic-defence enterprise established on 16 November 1989. After 35 years of construction and development, from a small-scale enterprise, through different consolidations, transformations of organisational models and name changes, up to now, the Corporation has become a large corporation of the Army, operating in several fields (mainly underground construction, hydraulic works, military works, defence and mine clearance, explosives), and affirmed its reputation and brand in the field of construction nationwide.

In recent years, despite facing numerous difficulties and challenges, especially the fierce competition of the market economy, the Corporation has thoroughly grasped the Party's viewpoint on combining economy with national defence; proactively and sensitively proposed multiple policies and comprehensive innovation solutions, meeting the production and economic development tasks of the Army in the context of integration. The Corporation's capacity and competitiveness have developed strongly; production and business activities have achieved high efficiency, ensuring compliance with State laws and regulations of the Ministry of National Defence. Its forces have operated nationwide, mainly in remote, border, island and key strategic areas, constructing hundreds of works and projects with high dual-use, including a lot of national key works and projects, practically contributing to socio-economic development, strengthening national defence and security. Along with that, the Corporation always performs well in military and defence tasks, pays attention to perfecting the organisation, building forces, completing all assigned tasks, worthy of the tradition of the heroic Engineer Corps. In recognition of these achievements, it has been honourably awarded the title of Labour Hero (2013); Labour Medal (First, Second, Third Class) and innumerable noble awards by the State.

Currently and in the coming years, the task of building and safeguarding the Fatherland has a new development step; Vietnam continues to promote industrialisation, modernisation, and deep international integration, posing many favourable opportunities for the Corporation, as well as difficulties and challenges. In order to firmly integrate, develop, and better perform the tasks of an economic - defence enterprise in the new period, the Standing Party Committee and the Board of Directors of the Corporation have determined to continue to synchronously implement several solutions in which the focuses are on the following ones:

First of all, strengthening the leadership and direction of Party committees and commanders at all levels for production and business tasks. On the basis of thoroughly grasping the resolutions and directives of the Party, the Central Military Commission, and the Ministry of National Defence, focusing on Resolution No. 820-NQ/QUTW, dated 17 December 2021 of the Central Military Commission on "Leading the tasks of labour production, economic development combined with national defence of the Army until 2030", the Corporation proactively concretises and issues leadership policies and solutions that are appropriate to the situations and tasks of the Unit. In particular, strengthen the direction to promote the arrangement and innovation of enterprises according to the direction of the Ministry of National Defence; continue to persevere in the development orientation, make appropriate investment in the job market strategy; promote production and business in traditional and superior fields, maintain growth rate, reputation, and brand. At the same time, prioritise leadership and direction to find new directions, ensure the improvement of production and business efficiency combined with good implementation of national defence tasks. Especially, continue to effectively lead the implementation of the innovation roadmap with "Two spearheads, one direction; building an efficient production and business corporation, a highly reputable enterprise with sustainable development...” Along with that, the Corporation prioritises the improvement of the organisation, improving the leadership capacity and fighting strength of Party committees and Party organisations at all levels. First of all, focus on directing and guiding agencies and units to be well-prepared and successfully organising the congresses of Party cells and the Party Congress of the Corporation for the 2025-2030 tenure in order to create a new momentum and impetus for development.

Second, actively improve the "lean, compact, efficient" organisational apparatus and promote the building and development of high-quality human resources. Accordingly, in the coming time, along with promoting research on arranging and improving the organisational system structure, the Corporation continues to build, supplement, and synchronously complete corporate institutions and structures, etc. At the same time, focus on building and developing high-quality human resources in three areas: management, production and business operations, and direct production; considering this a decisive factor for the rapid and sustainable development of the Corporation, especially when technology, equipment, and facilities are increasingly modern. To do that, member units need to strengthen the review, arrangement, and rearrangement of personnel in combination with implementing recruitment attraction policies, prioritising the use of qualified, experienced, and capable personnel in key and specific fields. Focus on training and fostering to improve the comprehensive capacity of staff and workers, especially managers, unit leaders, construction site commanders, and technical and professional staff at all levels. In particular, focusing on retraining and practical training, prioritising the training of knowledge and skills in the fields of underground construction, metro line construction; bomb and mine clearance, explosives; using modern equipment and gradually approaching new construction fields, such as high-speed railways, standard railways, urban railways, etc. Along with that, attaching importance to planning, arranging and using staff; actively discovering and training promising young staff; researching and implementing staff rotation to create motivation and a healthy environment for competition. On the other hand, the Corporation proactively selects and removes unqualified workers from the payroll in accordance with regulations and pays attention to the regime, salary policy, bonus, insurance, etc. to encourage the dedication of workers.

Third, promote in-depth investment, modernise technical equipment and technology, improve production and business capacity and carry out national defence tasks. This is the shortest path to integration, creating a breakthrough for rapid and sustainable development in the current context of the strong development of the Fourth Industrial Revolution. Accordingly, along with the management, exploitation and effective use of the existing modern machinery and construction equipment system, the Corporation advocates continuing to mobilise and balance resources to invest in improving the capacity of equipment and machinery in depth; prioritise the purchase of equipment and machinery with advanced, specialised and modern technology. In particular, focus on investing in synchronous lines and equipment for the construction of high-tech underground infrastructure, large spans, and construction of large-scale hydraulic works, hydropower plants, and offshore transmission line projects. Along with that, the Corporation has increased the exploitation of equipment potential in the market by choosing to sign joint ventures and comprehensive strategic cooperation with corporations and general companies with strengths in equipment and technology for underground construction and large infrastructure, as well as choosing subcontractors or hiring by project, by time to reduce production costs. At the same time, promoting scientific researches, promoting initiatives and techniques for processing and manufacturing construction equipment to promote production and business development and complete military and defence tasks, etc.

Fourth, promote innovation and improve professionalism in command, management, and operation of production and business. To do that, the Corporation has promoted innovation in thinking, first of all in thinking of leadership, direction and implementation. Closely combine the centralised and unified management of the Board of Directors of the Corporation, promote the role and responsibility of the heads with increasing decentralisation, delegation of authority, and autonomy for the units; link the responsibility of leaders and commanders with production and business results, take profits, revenue, and increased competitiveness as measures of the unit's development, the capacity of the leading cadres, etc. Thus, it is necessary to strengthen the leadership of the Party Committee Standing Committees, the command and direction of the Board of Directors for member agencies and units. Actively research and complete the system of management and corporate governance institutions in a professional, specialised, and modern direction. Regarding production and business management, the Corporation continues to conduct closely, flexibly, and drastically, ensuring directness, comprehensiveness, focus, and key points, resolutely cutting down on intermediaries, and giving maximum priority to forces, means, and resources for key projects. Focus on perfecting the command and production management apparatus at all levels and improving the capacity of project management boards, especially large and key projects; apply science and technology in management, administration and production management. Strengthen inspection, examination and close supervision of the activities of member units; promptly handle difficulties and create conditions for member units to stabilise and develop. Continue to invest appropriately in market strategies, job search, and create breakthroughs in profits. Proactively integrate and strengthen cooperation, joint ventures and associations with domestic and foreign partners, in order to improve competitiveness in bidding, job search and project implementation.

Along with that, the Corporation focuses on successfully leading and directing the implementation of military and defence work, ready to carry out assigned tasks. Improve the quality and effectiveness of mass mobilisation work, participate in helping people eliminate hunger and reduce poverty, take care of building political bases, build a solid "people's heart and mind posture", and a strong national defence in the areas of operation.
